The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;
and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

This DD254 is for solicitation purposes only; therefore, it must be returned to the Appropriate Industrial Security Office to be updated before the contract DD254 can be issued to the contractor. The following Security Classification Guides (SCG) or subsequent revisions apply to this contract. Subsequent revisions will be provided by the NAVSEA Industrial Security and Security Education and Training Awareness Division (SEA 00P3) as Government Furnished Information (GFI) and shall be utilized by the Contractor on this contract. The Contractor must request copies of SCGs not in its possession by submitting a request to usn.ncr.comnavseasyscomdc.mbx.SEA00P- Industrial-Security@us.navy.mil. The Contractor must reference the contract number in the subject line of the request. Classified SCGs associated with this contract will be forwarded to the Contractor’s Facility Security Officer (FSO) under separate cover.

Item: 10(a). COMSEC information/material will be processed IAW National Industrial Security Program (NISPOM) 32 Code of Federal Regulations (CFR) Part 117.21, and OPNAVINST 2221.5D dtd 8/15/16, and any additional security guidelines. Contractor personnel requiring COMSEC access must be U.S. Citizens and possess a final clearance at the appropriate level. All contractors shall be briefed before access to COMSEC is granted. Written concurrence of the NAVSEA Program Manager is required prior to subcontracting.
Item: 10.e(2): Non-SCI. Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer’s Representative (COR). The Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor's obligation to protect the information. The contractor shall submit non-SCI intel requests through the COR who shall coordinate with the Program Sponsor Office and the NAVSEA STILO (SEA 00G).
Item: 10(h). The Contractor will require access to foreign government information in performance of this task and shall protect such information per the guidance provided by the Task Sponsor.
Item: 10(i). ACCM: This contract requires access to information subject to Alternative Compensatory Control Measures (ACCM) as identified in Item 10(i). ACCM Security Plan for VA and SW Class Submarines of 6/7/2021, the SCG ID# 05-176.1 SW and VA Class Stealth Performance Data Security Classification Guide (Secret), as well as, NAVSEA Instruction S5510.18 Security Policy for Stealth Performance Data with Alternative Compensatory Control Measures (ACCM) applies.
Item: 10(i). ACCM: Approvals shall be authorized by SUB073 (SSIPO) and/or PMS 450.
Item: 10(i). Access to information controlled by ACCM shall be approved on a case-by-case basis. Individual requests shall be submitted by a Safeguard Administrator including identification of a Program Sponsor. The ACCM safeguard administrator shall train, document any and all access that is requested for one-day access. Information submitted should include an unclassified version of events of who was provided access as well as where, when and how the access was provided. Associated guidance will be provided by the program sponsor and shall be based on strict need-to- know. ACCM documents and materials shall be marked as specified in S5510.18 and DoDM 5200.01, Volume 2, Enclosure 4.
Item: 10(j). All Controlled Unclassified Information (CUI) associated with this contract must be protected per the guidance provided for Item 11(l) of this DD Form 254.
Item: 10(g) NATO & 10(k) SIPRNet. Personnel assigned to this contract who require access to SIPRNet and/or SIPRNet Backbone equipment must receive a NATO security briefing, initial OPSEC awareness training and derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure all personnel receive an initial and annual NATO security briefing, OPSEC refresher training and derivative classification training during the life of this contract. Evidence of completion (training certificates or equivalent) shall be provided to the Information System Security Manager (ISSM) no later than the individual's due date.
Item: 11(c). The contractor requires access to classified source data up to and including the level of Secret. Classified material generated in support of this contract shall be classified in per its source material or SCG. Automated Information Systems (AIS) must be certified and accredited by the Cognizant Security Agency (CSA) prior to processing classified information associated with this contract.
Item: 11(d). All classified data and hardware will be protected IAW NISPOM, 32 CFR Part 117
Item: 11(f). Security officers onboard the designated ships and installations will maintain control of the classified information and conduct security inspections if required.
Item: 11(g). DD Form 1540 “Registration for Scientific and Technical Information Services” must be completed for registration with DTIC. The contractor may also submit DD Form 2345 “Militarily Critical Technical Data Agreement” (after registration with DTIC) to the Defense Technical Information Center for access to unclassified, militarily critical technical data from other DoD sources.
Item: 11(h). Contractor will contact NSA for account procedures. All equipment will be furnished and maintained by the contractor per the requirements of NSA 3-16 and guidance provided by the Contracting Officer or Contacting Officer Representative.
Item: 11(j). The Contractor shall utilize the NAVSEA Critical Information and Indicators List, Ser 00P-254/257 of June 30, 2021 to help identify and protect critical information associated with this contract.
Item: 11(j). Continued: During the period of this contract, the Contractor may be exposed to, use, or produce, NAVSEA Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NAVSEA’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).

Item: 11(j). Continued: Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.
Item: 11(j). Continued: NAVSEA’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to NAVSEA Public Release Authority listed in Item 12 of this DD Form 254.
Item: 11(j). Continued: Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive and Company Proprietary information related to this contract or other programs must be immediately reported to the Facility Security Officer, DCSA and/or the Naval Criminal Investigative Service, and SEA 00P6. Questions concerning these requirements shall be directed to SEA 00P6.
Item: 11(j). Continued: Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of the NISPOM, 32 CFR Part 117, therefore, the Contractor shall impose OPSEC requirements on its subcontractors.
Item: 11(k). Only certain classified information qualifies for shipment by Defense Courier Service (DCS). Prior approval by SEA 00P3 is required before the contractor can authorize its subcontractor to use the services of DCS.
Item: 11(l). Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document, and applying the designation indicator block to the cover or first page of all unclassified documents and Information Systems (IS) displaying or containing CUI. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171 Revision 2, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited.
Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.
Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NAVSEA HQ Contracting Officer's Representative (COR) in concert with SEA 00P6 and PEO IWS prior to the presentation.
The Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to:

Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and annual refresher training during the life of this contract.
Evidence of completion, training certificates or equivalent, shall be provided to the Information System Security Manager (ISSM) no later than the individual's due date.
All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list (EPL) for high security crosscut paper shredders, or other approved method for destroying classified information.
Copies of preliminary inquiry or investigative reports of security incidents involving classified information shall be scanned and forwarded to the Industrial Security mailbox: usn.ncr.comnavseasyscomdc.mbx.SEA00P-Industrial-Security@us.navy.mil

Item: 10(a). COMSEC information/material will be processed IAW National Industrial Security Program (NISPOM) 32 Code of Federal Regulations (CFR) Part 117.21, and OPNAVINST 2221.5D dtd 8/15/16, and any additional security guidelines. Contractor personnel requiring COMSEC access must be U.S. Citizens and possess a final clearance at the appropriate level. All contractors shall be briefed before access to COMSEC is granted. Written concurrence of the NAVSEA Program Manager is required prior to subcontracting.
Item: 10.e(2): Non-SCI. Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer’s Representative (COR). The Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor's obligation to protect the information. The contractor shall submit non-SCI intel requests through the COR who shall coordinate with the Program Sponsor Office and the NAVSEA STILO (SEA 00G).
Item: 10(h). The Contractor will require access to foreign government information in performance of this task and shall protect such information per the guidance provided by the Task Sponsor.
Item: 10(i). ACCM: This contract requires access to information subject to Alternative Compensatory Control Measures (ACCM) as identified in Item 10(i). ACCM Security Plan for VA and SW Class Submarines of 6/7/2021, the SCG ID# 05-176.1 SW and VA Class Stealth Performance Data Security Classification Guide (Secret), as well as, NAVSEA Instruction S5510.18 Security Policy for Stealth Performance Data with Alternative Compensatory Control Measures (ACCM) applies.
Item: 10(i). ACCM: Approvals shall be authorized by SUB073 (SSIPO) and/or PMS 450.
Item: 10(i). Access to information controlled by ACCM shall be approved on a case-by-case basis. Individual requests shall be submitted by a Safeguard Administrator including identification of a Program Sponsor. The ACCM safeguard administrator shall train, document any and all access that is requested for one-day access. Information submitted should include an unclassified version of events of who was provided access as well as where, when and how the access was provided. Associated guidance will be provided by the program sponsor and shall be based on strict need-to- know. ACCM documents and materials shall be marked as specified in S5510.18 and DoDM 5200.01, Volume 2, Enclosure 4.
Item: 10(j). All Controlled Unclassified Information (CUI) associated with this contract must be protected per the guidance provided for Item 11(l) of this DD Form 254.
Item: 10(g) NATO & 10(k) SIPRNet. Personnel assigned to this contract who require access to SIPRNet and/or SIPRNet Backbone equipment must receive a NATO security briefing, initial OPSEC awareness training and derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure all personnel receive an initial and annual NATO security briefing, OPSEC refresher training and derivative classification training during the life of this contract. Evidence of completion (training certificates or equivalent) shall be provided to the Information System Security Manager (ISSM) no later than the individual's due date.
Item: 11(c). The contractor requires access to classified source data up to and including the level of Secret. Classified material generated in support of this contract shall be classified in per its source material or SCG. Automated Information Systems (AIS) must be certified and accredited by the Cognizant Security Agency (CSA) prior to processing classified information associated with this contract.
Item: 11(d). All classified data and hardware will be protected IAW NISPOM, 32 CFR Part 117
Item: 11(f). Security officers onboard the designated ships and installations will maintain control of the classified information and conduct security inspections if required.
Item: 11(g). DD Form 1540 “Registration for Scientific and Technical Information Services” must be completed for registration with DTIC. The contractor may also submit DD Form 2345 “Militarily Critical Technical Data Agreement” (after registration with DTIC) to the Defense Technical Information Center for access to unclassified, militarily critical technical data from other DoD sources.
Item: 11(h). Contractor will contact NSA for account procedures. All equipment will be furnished and maintained by the contractor per the requirements of NSA 3-16 and guidance provided by the Contracting Officer or Contacting Officer Representative.
Item: 11(j). The Contractor shall utilize the NAVSEA Critical Information and Indicators List, Ser 00P-254/257 of June 30, 2021 to help identify and protect critical information associated with this contract.
Item: 11(j). Continued: During the period of this contract, the Contractor may be exposed to, use, or produce, NAVSEA Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NAVSEA’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).
Item: 11(j). Continued: Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.
Item: 11(j). Continued: NAVSEA’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to NAVSEA Public Release Authority listed in Item 12 of this DD Form 254.
Item: 11(j). Continued: Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive and Company Proprietary information related to this contract or other programs must be immediately reported to the Facility Security Officer, DCSA and/or the Naval Criminal Investigative Service, and SEA 00P6. Questions concerning these requirements shall be directed to SEA 00P6.
Item: 11(j). Continued: Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of the NISPOM, 32 CFR Part 117, therefore, the Contractor shall impose OPSEC requirements on its subcontractors.
Item: 11(k). Only certain classified information qualifies for shipment by Defense Courier Service (DCS). Prior approval by SEA 00P3 is required before the contractor can authorize its subcontractor to use the services of DCS.
Item: 11(l). Legacy information from existing documents (e.g. Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DoDI 5200.48, Section 3, paragraph 3.4.a, and include the acronym "CUI" in the banner and footer of the document, and applying the designation indicator block to the cover or first page of all unclassified documents and Information Systems (IS) displaying or containing CUI. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171 Revision 2, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.
Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NAVSEA HQ Contracting Officer's Representative (COR) in concert with SEA 00P6 and PEO IWS prior to the presentation.
The Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to: usn.ncr.comnavseasyscomdc.mbx.SEA00P-Industrial-Security@us.navy.mil Each request must reference contract number N00024-23-R-5202 to identify the specific information for which approval is being sought, a justification for needing to share the information, the name of other contractor and its contract number under which the requested information will be shared.
Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and annual refresher training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information System Security Manager (ISSM) no later than the individual's due date.
All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list (EPL) for high security crosscut paper shredders, or other approved method for destroying classified information.
