| The following table provides the Government’s best estimate of the labor categories, descriptions, and qualifications necessary to fulfill the personnel requirements of this SOW. The Offeror shall provide cross referencing to identify any substitution of labor categories in its proposal. The Offeror is responsible for providing the appropriate levels and mix of labor that will support its technical proposal. | |

| Program Management | Manages program to ensure that implementation and prescribed activities are carried out in accordance with specified objectives. Plans and develops methods and procedures for implementing program, directs and coordinates program activities, and exercises control over personnel responsible for specific functions or phases of program. |
| Administrative | Performs specialized tasks of an administrative and/or financial nature in support of program/project activities. |
