About this file

This document summarizes an amendment to a solicitation for the design, construction, testing, configuration control, documentation, and program management for the acquisition of Force Protection Small (FPS) and Force Protection Large (FPL) boats. The amendment provides answers to 31 questions from potential offerors to clarify requirements. Key details include that the boats will be used for anti-terrorism and force protection patrols by the U.S. Navy, with a focus on patrol, interrogation of waterborne assets, and escorting large vessels. The generator requirement remains at 7.5 kW, and aluminum plate must be 5086 alloy. Delivery schedules may require updates to accommodate supplier issues related to Covid-19.

SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added:

L-1.9 SOLICITATION QUESTIONS

15. QUESTIONS: Attachment 3; Can you please confirm if there is another page to Att-3. It states 4 of 4 at the bottom of each page but there are only 3 pages in the attachment?

ANSWER: There are five (5) sheets associated with the spares attachment 3. They are labeled FPS Boat_Trailer Spares, FPL Boat_Trailer Spares, FPS Honda Engine Spares, FPS Yamaha Engine Spares, and FPL Yamaha Engine Spares.

16. QUESTIONS Is there a list of outboard spares required. If so can you provide the list?

ANSWER: The outboard spares are noted on the spares attachment 3. Please note that there are five (5) tabs at the bottom of the spares attachment. They are labeled FPS Boat_Trailer Spares, FPL Boat_Trailer Spares, FPS Honda Engine Spares, FPS Yamaha Engine Spares, and FPL Yamaha Engine Spares.

17. QUESTIONS Item 079 & 613; The calculation for stability requires inputting the entire open side of the cockpit up to the Canopy as if this is a barn sided boat, which is actually left open. Can this be the cross sectional area of the canopy and its height for the stability calculation? Otherwise you may be negatively affecting the boat’s workability for the crews.

ANSWER: The boat cross sectional area, or boat profile area, should include the entire area beneath the aft deck overhead canopy, as specified by Specification Section 079, to conservatively account for increasesed cross sectional windage area during boat heeling.

18. QUESTIONS Item 613; States that the canopy shall extend to the transom of the vessel. Can you please clarify what is the transom?

ANSWER: The transom is the aft-most full vertical, transverse bulkhead of the boat. Outboard motor bracket or outboard motor well bulkheads should not be considered.

19. QUESTIONS Item 613; Would you accept the canopy extended to the lazarette so it covers the entire cockpit?

ANSWER: Specification Section 613 requires the canopy to extend from the Cabin to the transom.

20. QUESTIONS Item 613; 613 does not state the width of the canopy. Can you please confirm what is desired here?

ANSWER: The canopy should provide full coverage of personnel on the aft deck from sun and precipitation. The width of the canopy should be sufficient to provide direct overhead protection to personnel on the aft deck.

21. QUESTIONS Item 613; Does ‘quickly configure for road transport’ mean that the canopy can permit the mast to hinge down and still meet the required trailer height?

ANSWER: The configuration for road transport of any hinged or collapsable items required, as outlined by Specification Section 084, should be accomplished without the removal of the entire canopy or canopy supports.

Modification or configuration of the canopy for road transport is allowable by Specification Section 613, as long as the configuration does not require removal of the entire canopy and canopy supports. The canopy may not be removed for road transport.

22. QUESTIONS Item 166-1; Will you accept a wrap over the collar?

ANSWER: No. Specification Section 166 requires an aluminum protective cover.

23. QUESTIONS Item 166-1; If you need a metal bow and not a collar for impact reduction, will you accept a metal bow for the first 4’ from the bow and then have the collar fender begin and run to the transom?

ANSWER: The boat shall be equipped with a solid foam collar system, which shall include coverage of the bow area. The collar at the bow area shall be provided with collar protection in accordance with Specification (Attachment 1) Section 166-1.

24. QUESTIONS Item 166-1; The collar provides no benefit to the boat under a metal cover, unless wrap around the collar means wrap under the collar to ‘protect from wave impact and water spray’. Can you please provide the bidders more insight as to what is needed here?

ANSWER: "The boat should be provided with a full collar system, including the bow area, as required by Specification Section 166. The provided collar shall be protected in the bow area, as defined by Section 166, by an aluminum cover.

Craft in service have experienced damage and dislodgment of the collar in the bow area due to wave impact."

25. QUESTION Item 310-1; 310 asks for a 7.5 KW generator. There is very little running on AC current in the boat, will you amend to reflect a 5 KW or even a 4Kw genset?

ANSWER: No, a 7.5 kW generator is required as specified by Specification Section 310.

26. QUESTION: Item 078-1; Will you accept a 5083 plate as well as 5086?

ANSWER: No. Specification Section 078 requires 5086 for aluminum plate.

27. QUESTIONS Item 236; 236 states, ‘Engine horsepower shall be the same across all models.’ Can you please confirm this does not mean between the FPS model and FPL model?

ANSWER: "Confirmed. The FPS and FPL are not required to have the same installed engine horse power. Each variant should be provided with sufficient power to meet the performance requirements of Specification Section 050.

The FPS variant shall be provided with Honda or Yamaha of the same horsepower, as specified by Delivery Order."

28. QUESTIONS Covid Supply Interruptions; The outboard supply has become a serious problem for all suppliers.

Cummins recently wrote that new generator orders would be delivered in Q1 2023. Will the Navy work with the Contractor on delivery availability under this scenario?

ANSWER: Please note that the Government has called out Westerbeke 7.5 kW MCGA for 310-1. If addtional delivery time is required by the contractor to accommodate for supplier issues then we ask that the contractor update Attachment 5 (Delivery Schedule) in the respective FPS and FPL Proposed Delivery Schedule and provide sufficient detail to support the alternate schedule. Proposed schedules that are excessively lengthy may be deemed unacceptable as stated in the RFP.

29. QUESTIONS Some vendors do not want to commit to new price quotations as prices seem to be rising daily.

Based on these vagaries we request a two week extension so that pricing on such a large and important project are accurately tabulated.

ANSWER: No additional time will be granted due to the Navy having to meet important programmatic milestones.

Please note the response time is already longer than the typical 30-days. Additionally, this is a Firm Fixed Price contract and offerors have the responsiblity to account for inflation/price escalation in their proposed price.

30. QUESTION: Specification 167-1 Doors and Hatches, p. 52. Does the Government consider a watertight deck hatch, used for bilge access, to be a “substantial” hatch, per the Spec?

ANSWER: A hatch that provides for personnel access should be considered a substantial hatch, and should be provided with means to secure in the open and closed positions as required by Specification Section 167. A deck hatch providing personnel access to the bilge as required by Specification Section 071 would be considered a substantial hatch.

31. QUESTION: Dometic HVAC unit called out in Item 514 is not a 15,000 BTU unit it is 13,500 BTUs. Can you amend the spec or call out another unit?

ANSWER: When filtering by marine applications, the Dometic Brisk II Evolution Commercial is available and rated for 15,000 BTU/hr. Attachment 1 Specification Section 514-1 also states “Dometic Brisk II or equal”, and equivalent products meeting the requirements of Sections 514-1 and 042-4 are acceptable.
