About this file

This attachment to a solicitation provides a specification response matrix for offerors to complete with technical details of proposed boat designs for Force Protection Small and Large harbor security boats. The specification response matrix outlines over 70 technical parameters for offerors to fill in for their proposed designs, including dimensions, capacities, structural details, engine and other component models. Offerors must indicate whether their designs comply with all technical requirements or note any exceptions with rationale and alternative approaches. The related solicitation from the Department of the Navy seeks a five-year indefinite delivery/indefinite quantity contract for the design, construction, testing, documentation and program management for Force Protection Small and Large boats to provide anti-terrorism and force protection patrols for U.S. Navy installations.

SPECIFICATION RESPONSE MATRIX

NOTES & INSTRUCTIONS:

Offerors to submit Attachment 2 with response for parameters identified in the Specification (See Section J).

1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.

2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
