The operational requirements are for patrol, interrogation of waterborne assets, and escorting large vessels in various weather and water conditions throughout the year. Offerors must regularly check SAM.gov for any amendments and respond in accordance with the instructions and dates provided in the solicitation.

Note that Section M also states that acceptance of proposed items imbedded in supporting documentation does not commit the Government to acceptance of items that do not meet the Specification, unless specifically stated in the Specification Response Matrix as an exception.
3. QUESTION: Are the only things being evaluated is what is lined out in Section L? If any other information is provided will this be evaluated as well?
ANSWER: In accordance with Section L, "Where the Specification identifies required supporting documentation/data/drawings, the specific supporting data shall be included in the Offeror’s technical proposal in Vol. I Factor 1." 10. QUESTION: Regarding Solicitation N00024-22-R-2270, incorporated clause 252.225-7002, which allows a Contractor to utilize a qualifying country source as a subcontractor.A qualifying country has some concern regarding the Merchant Marine Act of 1920 known as the Jones Act and deals with cabotage.Would the Jones Act be applicable to this solicitation? Would this disqualify a qualified country as a subcontractor?
ANSWER: The Jones Act requires that cabotage may only be provided in the US by US flag ships whereas the clause 252.225-7002 allows qualifying country sources to work as subcontractors. The two are not mutually exclusive. For example, a subcontractor could not transport goods between US ports on a non-US flag ship, but may perform other duties if applicable.
