Solicitation #: N00024-21-R-4478 USS PICNKEY (DDG-91) FY22 DMP
NAVSEA POC:
Lee Hutchinson, diana.l.hutchinson@navy.mil, (571) 970- Danene Henry, danene.henry@navy.mil, (202) 781-1445
Master # Question Area Section / Para # Contractor Question Government Response
109 J-1 (Work Spec Package) 980-90-009
Work Item 980-90-009 "ShipAlt 70403K, 71604K, 71615K, 71726K, 73091K, 77427K, 77829K and 84226K Hull, Mechanical, and Electrical (HM&E) Core ShipAlts, Alteration Installation Team (AIT) Support Service; provide" Paragraph 3.10.2 states, "Provide 20 manhours of forklift services, with forklift operator. Each maximum forklift must not exceed 10,000 pounds. (E6)" Paragraph 3.10.3 states, "Provide 40 manhours of rigging services. (E6)" Paragraph 3.10.4 states, "Provide 32 manhours of flat bed truck services, with operator. (E6)" Paragraph 3.18 states, "Provide 240 manhours of rigging service to accomplish final alignment, templating, drilling, shimming, bolting, bonding and grounding of equipment onto the foundations. (E8)"
The contractor notes that paragraphs 3.10.2, 3.10.3, 3.10.4, and 3.18 now have undefined work scopes. Errata's 06 and 08 changes removed the contactors ability to quantify the work scope that the SUPERVISOR is going to direct be accomplished. The contractor requests that some form of measurement be added to paragraphs 3.10.2, 3.10.3, 3.10.4, and 3.18 to quantify the services requested or that paragraphs 3.10.2, 3.10.3, 3.10.4, and 3.18 be "Subject to an Equitable Adjustment" at execution.
Bidder's Question:
1) Will an Errata be issued to quantify the requested work
Work item has been updated to include additional scope of work details. See errata 19 and 20
110 J-1 (Work Spec Package) 520-11-001
(PINCKNEY) The following work item 520-11-001 (Errata 1) para 3.8 calls for the replacement of all vales listed in 1.3.
The vales listed on 1.3.2 (5 ea), 1.3.7 (7 ea), 1.3.8 (4 ea) all have long lead time of 40 weeks, and the valve on para
1.3.14 (1 ea) was taken acceptance to by vendors.
Contractor is requesting these 17 valves above to be provided as GFM
The Government acknowledges the long lead time for these valves but is unable to provide them as they are only available as part of a rotatable pool which is presently exhausted. Even with a 40 week lead time, the availability is long enough to allow the contractor to purchase the valves and complete their installation.
Removed valves must be turned in to the Supervisor.”
111 J-1 (Work Spec Package) 992-11-011
States “Provide a compensate water barge with a capability of holding 300,000 gallons of fluid in support of refueling the ship for a total of 5 workdays (120 Hours).”
Question #1 - Will compensate water barge be supplied by fuel depot San Diego?
Please note fuel depot San Diego does not allow contractor supplied barges to enter or tow their barges.
Question #2 - Is it the government’s intent to have Ship’s force arrange compensating water barge and towing services?
Please advise
The Navy will provide the necessary delivery and arrangements for compensated barge services.

Work Item 471-90-001 "ShipAlt DDG51-79521K, AN/SLQ-32(V)7 Hardware; accomplish (OPTION
ITEM)"
Paragraph 3.2 states, "Accomplish the requirements of 2.2 through 2.35, and 2.57 through 2.67, including each General Note, Rip-out Note, Special Note and Test Note, in each location listed in 1.2, using material provided in 5.3."
Paragraph 2.62 identifies, "LAR 79521/DDG91/1194267, ELECTRICAL, WIRE CONNECTION, CABLE ROUTING
UPDATES FROM REVIEW COMMENTS (E1)"
Its noted that on ref 2.62, page 2 of 214, under the Question or Action Required section it states, "MATERIAL IMPACT: YES" and under the Answer or Action Taken section it states, "THERE IS NO MATERIAL IMPACT
BY THIS LAR. SUBSEQUENT RLAR'S HANDLE
MATERIAL IMPACT". The contractor has reviewed ref
2.62 and found that the MATERIAL LIST on page 39 and 40 of 214 does indicate that some materials are GFM, but there are changes throughout the LAR which are not all captured on the noted MATERIAL LIST. For example, page 3 of 214 Zone 8-D, shows changes to the cables and subsequently changes connectors and back shells. On the basic they were all identified as GFM, but the LAR doesn’t specify material sourcing. Additionally, pages 198 thru 214 of 214 identify that RLAR's 1191972 and 1192303 will implement the changes of this LAR, but neither RLAR is identified in this work item or in any item in the specification package.
Q1. Yes Q2. 1192303 is for the AIT only and not for use by the KTR. 1191972 - Please contact the Southwestern Regional Maintenance Center (SWRMC) technical librarian POC to arrange access. This POC is Sonia Moran, at sonia.moran@navy.mil, (619-556-3458). On all communications regarding requests for missing references Offerors shall cc Acquisition Managers, Brad Smith and Jordan Nannah, at bradley.e.smith1@navy.mil, jordan.nannah@navy.mil, as well as Contracting Officer Diana L Hutchinson and Contract Specialist Danene Henry at diana.l.hutchinson@navy.mil and danene.henry@navy.com respectively. Q3. The 4720 is a active document that will provide GFM to specific spec.
If no parts arrive and they are needed the work will be cancelled. Missing reference(s) will be available upon request. Q4. No errata required.

J-2 (References) 651-90-001
Work Item 651-90-001 "ShipAlt DDG51-71605K, DDGM Advanced Galley Modification; accomplish" Paragraph 3.2 states, "Accomplish the requirements of 2.2 through 2.26 and 2.40 2.41, including each General Note, Rip-out Note, Special Note and Test Note, in each location listed in 1.2, using the material provided in 5.3." (E15)
The contractor suspects that during the implementation of the changes for Errata 14 and then Errata 15 to Paragraph 3.2 a typographical error developed resulting in the exclusion of references 2.27 thru 2.40 from accomplishment. The contractor thinks that the intent of the customer was that Paragraph 3.2 should state, "Accomplish the requirements of
2.2 through 2.41, including each General Note, Rip-out Note, Special Note and Test Note, in each location listed in 1.2, using the material provided in 5.3." (E15)
• Paragraph 2.40 identifies, "RLAR 71605/DDG81/1197783, Current Test Procedure Does Not Concur With New Install Combi Ovens (E14)"
On 04/01/21, the contractor requested that all references associated with Errata's 14 thru 16 specification changes be provided IAW the directions on the beta.SAM website for Amendment 0001 to the USS Pinckney (DDG-91) FY22 DMP solicitation. The contractor subsequently received (2 EA) DoD SAFE drops with references, but reference 2.40 was not included.
Bidder's Questions:
Do not concur with KTR's assessment. WI para 3.2 has been updated to reflect references 2.36 through 2.41, not
2.2 through 2.41. See errata 17. Missing reference(s) will be available upon request. Please contact the Southwestern Regional Maintenance Center (SWRMC) technical librarian POC to arrange access.
114 J-2 (References) 331-80-001
Work Item 331-80-001 "DDG51 Class AER 64125D, Addition of Launcher Light; accomplish" Paragraph 3.1 states, "Accomplish the requirements of 2.2 in each location listed in 1.2."
Paragraph 2.2 identifies, "331-6765104 Rev B, DDG-51- TY64125 Mk 36 Mod 12 DLS Addition of Lights for Launcher Area"
• Sheet 5 of 13 of 2.2 is the Installation Material Sheet, PC# 004 and 005 calls for brass adapters for conduit.
To accomplish the requirements of 2.2 as directed by paragraph 3.1, the contractor has discovered that the Brass Adapters are obsolete and will need to be manufactured with a LLTM of 56 weeks.
Bidder's Questions:
1) Will the customer provide an alternate part numbers for pieces 004 and 005?
2) Will the customer provide pieces 004 and 005 as GFM?
This WI is canceled. See errata 18.
115 J-1 (Work Spec Package) 471-90-001
Work Item 471-90-001 "ShipAlt DDG51-79521K, AN/SLQ-32(V)7 Hardware; accomplish (OPTION
ITEM)"
Paragraph 3.26 states, "Accomplish the requirements of 009- 32 of 2.1, including Table 3, Line 6 for each interior surface."
Paragraph 1.2.1 identifies, "Throughout the Ship"
To accomplish the requirements of paragraph 3.26 as directed, the contractor requires clarification of what the intent of "each interior surface" is.
Bidder's Questions:
1) Is the intention of the government to preserve only the repaired surfaces at location identified in 1.2.1.1 thru 1.2.1.8?
2) Will an Errata be issued to clarify the locations for the requirement of paragraph 3.26?
The intent is to preserve at locations identified in 1.2.1.1 thru 1.2.1.8 as identified in the drawing provided with spec.
