6 RFP Section L, para 7
With reference to the Section L, Locality Deduction clause, Section M states that the evaluation for award is made on the price resulting from the downward adjustment for the locality deducion. By doing so, the Navy's evaluation, by deducting the cost of these work items, doesn’t appear to be considering the cost that the Government could ultimately end up paying and also provides an unfair advantage to Offerors that are outside of the homeport area of the ship. Please clarify the rationale of the Locality Deduction clause and its application in the evaluated price for award.
As illustrated in the TEP tab in Attachment J-4 (Pricing Workbook), the Locality-based work items are removed from the TEP in order to evaluate identical requirements across all offerors.
Section L outlines the process for evaluation of these work items.
7 RFP Section L, para 7
With reference to Section L Locality Deduction, will the Navy be making an upward adjustment to the Inter port differential values to include the anticipated cost to the Government for the work items included in the "Locality Deduction" clause?
There is no overlap between the scope of the Locality Deduction items and the IPD values.

35 J-1 (Work Spec Package) 165-11-006
Work Item 165-11-006 "Sonar Dome Tile; replace" Paragraph 3.3.2 states, "Procure new, each tile including epoxy and rubber adhesive, in accordance with General Note 12 of 2.2."
Paragraph 3.7 states, "Install new each tile and insulation removed in 3.2, identified in 1.3.1 through 1.3.4 and located in 1.2.1, using material provided in 5.1, in accordance with 2.2 through 2.5. (See Notes 4.1 and 4.2)"
Paragraph 5.1 identifies the quantities of material identified in 1.3.1 through 1.3.4 as GFM.
Bidder's Question:
It appears that Errata 01 revised 3.7, but not 3.3.2 and now the contractor has conflicting directions. The contractor suspects that 3.7 is the overriding directive with 5.1, but requests clarification.
1) Will an Errata be issued to clarify the statement in paragraph 3.3.2 of Work Item 165-11-006?
Paragraph 3.3.2 has been deleted, see Errata 15.
36 J-1 (Work Spec Package) 437-90-001; 471-90-001
Work Item 437-90-001 "ShipAlt DDG51-77829K, Installation of Radar and Time Domain Reflectometer (TDR) Tank Level Indicator (TLI) for Diesel Fuel Marine (DFM), Jet Propellant-5 (JP-5) and Potable Water Tank; accomplish" Paragraph 2.13 identifies, "RLAR 79521/DDG91/1191973 , Incorporate Verification Shipcheck" (E6)
The contractor has reviewed reference 2.13 identified above and notes that it has nothing to do with Work Item 437-90-001 and ShipAlt DDG51-77829K, but instead pertains to Work Item 471-90-001 "ShipAlt DDG51-79521K.
Work Item 471-90-001 "ShipAlt DDG51-79521K, AN/SLQ-32(V)7 Hardware;
accomplish (OPTION ITEM)"
The contractor has reviewed this work item and notes that "RLAR 79521/DDG91/1191973 , Incorporate Verification Shipcheck" is NOT identified in the list of references. The contractor suspects that the Errata 06 change inadvertently added this reference to the wrong work item.
Bidder's Questions:
1) Does the customer concur with the contractors above assessment?
2) Will an Errata be issued to:
a) Remove reference 2.13 from Work Item 437-90-001?
-and-
b) Add "RLAR 79521/DDG91/1191973 , Incorporate Verification Shipcheck" as a reference to Work Item 471-90-001?
Concur. Both work items have been corrercted; see Errata 15. Missing reference(s) will be available upon request and sent via DoD SAFE. Requests for missing reference(s) shall be directed to Diana L Hutchinson, Contracting Officer and Danene Henry, Contract Specialist, at Diana.L.Hutchinson@navy.mil and Danene.Henry@navy.mil, respectively.
37 J-1 (Work Spec Package) 631-41-001
Work Item 631-41-001 "Freeboard; preserve" Paragraph 3.7 states, "Accomplish the requirements to provide new materials, manufacture new, fit, and install new each deck scupper removed as interference in 3.2.2, in accordance with 2.5 for material requirements, manufacturing requirements and installation requirements."
The contractor notes that there is no paragraph 3.2.2 in the specification and suspects that this is a typographical error and should actually reference 1.2.2 which states, "Overboard Discharge Piping and Fittings (QTY 22 EA), from Shell Connection Inboard 12 Inches, Frame 10 to Frame 465, from Boot Top Upper Limit to 01 Level, Port and Starboard"
Bidder's Questions:
1) Does the customer concur with the contractors above assessment?
2) Will an Errata be issued to correct the statement in paragraph 3.7 of Work Item 631-41-001 to reference 1.2.2 in stead of 3.2.2?
Concur. WI has been corrected; see Errata 15.
38 J-1 (Work Spec Package) 583-90-001
Work Item 583-90-001 "ShipAlt DDG51-83894K, Navy Standard Slewing Arm Davit (SLAD) Installation; accomplish" Paragraph 3.4 states, "Accomplish lubrication of Boat Handling System, in accordance with Lubrication Chart, Sheet 36, Detail 25-6A of 2.5."
The contractor notes that reference 2.5 does NOT have 36 Sheets and upon further review has identified that Detail 25-6A is on Sheet 25.
Bidder's Questions:
1) Does the customer concur with the contractors above assessment?
2) Will an Errata be issued to correct the statement in paragraph 3.4 of Work Item 583-90-001 to reference Sheet 25 in stead of 36?
Concur. WI has been corrected; see Errata 15.
39 J-1 (Work Spec Package) 311-31-001
Work Item 311-31-001 "Number One Gas Turbine Generator (GTG) Attached Lube Oil Pump; replace (OPTION ITEM)" Paragraph 3.1 states, "Accomplish the requirements of 009-09 of 2.1, for replacement of generator attached lube oil pump and flushing of associated lube oil piping."
The contractor notes that although 009-09 for a PCP is called out in paragraph 3.1 there are no subsequent 009-107 or flushing paragraphs identified in the specification. Although, paragraph 3.7 does state, "Accomplish the requirements of 009-71 of 2.1, for each new and disturbed piping system." this requirement does not normally require a PCP.
Bidder's Questions:
1) Is the PCP identified in paragraph 3.1 addressing the 009-71 requirement in paragraph 3.7 or is the referenced flushing paragraphs missing?
2) Will an Errata be issued to clarify the flushing requirement referenced in paragraph 3.1 of Work Item 311-31-001?
Para 3.1 has been deleted; see Errata 15.
40 J-1 (Work Spec Package) 514-21-001
Work Item 514-21-001 "ShipAlt DDG51-83894K, Navy Standard Slewing Arm Davit (SLAD) Installation; accomplish" Paragraph 3.7.7 states, "Accomplish the requirements of 009-15 of 2.1, for each rotating assembly."
Paragraph 3.7.7.1 states, "Accomplish the requirements of 009-104 of 2.1."
Paragraph 3.17 states, "Accomplish an operational test of each equipment identified in 1.3 and located in 1.2, in accordance with shipboard operating procedures, using 2.2 and 2.3 for guidance. Allowable leakage: None."
The contractor notes that although 009-15 "Rotating Machinery; balance" note 4.2 states, "If vibration testing and analysis is required, the use of Standard Item 009- 104 “Machinery Vibration and Analysis; accomplish” of 2.1 will be specified in the Work Item." it does not require 009-104 to be a sub-paragraph of 009-15 in the specification. The requirements of 009-104 "Vibration Testing and Analysis;
accomplish" can only be accomplished in conjunction with the operational test of paragraph 3.17. Therefore the contractor recommends that paragraph 3.7.7.1 be deleted and moved to be a sub-paragraph of the operational test of paragraph 3.17.
Bidder's Questions:
1) Does the customer concur with the contractors above assessment?
2) Will an Errata be issued to shift the requirements of 009-104 for vibration analysis from a sub-paragraph of 3.7.7 to 3.17 of Work Item 514-21-001?
Concur. The WI has been corrected.; see Errata 15.

46 J-4 (Pricing Worksheet) Pricing Tab (WI 980-90-016)
Work Item 980-90-016 "ShipAlt DDG51-95861K, AN/USQ-T52A Training Interface, Alteration Installation Team (AIT) Support Service; provide (OPTION ITEM)"
The contractor notes that the WI title on the J-1 Specification matches the J-4 Pricing Workbook WI title as an (OPTION ITEM), but the J-4, WI Pricing tab, Column B - (Base / Option) states "Base" and not "OPTION".
Bidder's Questions:
1) Will a revised J-4 Pricing Workbook be issued to correct work item 980-90-016 to "OPTION" in Column B - (Base / Option) to match the title change from Errata 13?
Attachment J-4 has been updated to reflect WI 980-90-016 as an Option item.
47 J-1 (Work Spec Package) 243-11-001; 243-12-001
Work Item 243-11-001 "Starboard Waterborne Propulsion Shafting; inspect and repair" Paragraph 3.1 states, "Accomplish the requirements of 009-09 009-90 of 2.1 for removal, cleaning, repair, testing and installation of waterborne shafting and components including rigging plan." (E4)
Paragraph 4.1 states, "Paragraph 3.1 through 3.18 of this Master Specification is considered a Mandatory Technical Requirement in its entirety."
Work Item 243-12-001 "Port Waterborne Propulsion Shafting; inspect and repair" Paragraph 3.1 states, "Accomplish the requirements of 009-09 009-90 of 2.1 for removal, cleaning, repair, testing and installation of waterborne shafting and components including rigging plan." (E4)
Paragraph 4.1 states, "Paragraph 3.1 through 3.18 of this Master Specification is considered a Mandatory Technical Requirement in its entirety."
The contractor suspects that the Errata 04 change of paragraph 3.1 on both 243-11- 001 and 243-12-001 by deleting the 009-09 "Process Control Procedure (PCP);
provide and accomplish" and adding the 009-90 "Technical Representative;
provide" requirements without changing paragraph 3.1 work scope may have been a typographical error. The contractor notes that NAVSEA classifies all "Ship Propulsion Shafting Systems" as "Critical Systems" and requires that some form of documented repair procedure be generated, this has historically been documented utilizing a Process Control Procedure (PCP) IAW NAVSEA Standard Item 009-09.
Additionally, the the shafting items as a whole do NOT historically call out the requirements of a technical representative, the 009-90 requirements are captured under the other shafting related work items, i.e. Stern Tube Shaft Seal - Wartsila, WI 243-11-001 and 243-12-001 have been corrected to include 009-09 requirement. See errata 16.
48 J-1 (Work Spec Package) 980-90-008
Work Item 980-90-008 "MacAlt's 82560, 83082, 84127 and 82582, Helicopter Hanger Door MacAlt Package, Alteration Installation Team" Paragraph 3.2 states, "Provide forklift with operator and transportation services for a total of 15 mandays for loading and unloading AIT material, supplies and equipment, to and from ship and/or AIT conveyance, when directed by the
SUPERVISOR. (E5)"
The contractor notes that paragraph 3.2 now has an undefined work scope. Errata 05 changes to paragraph 3.2 removed the contactors ability to quantify the work scope that the SUPERVISOR is going to direct be accomplished. The contractor requests that some form of measurement be added to paragraph 3.2 to quantify the services requested or that paragraph 3.2 be "Subject to an Equitable Adjustment" at execution.
Bidder's Question:
1) Will an Errata be issued to quantify the requested work scope of paragraph 3.2?
WI has been updated to provide additional detail in para 3.2. See errata 15.
49 J-1 (Work Spec Package) 982-31-004
Work Item 982-31-004 "Machinery Space Production Completion and Requirement for Light-Off Assessment (LOA); accomplish" Paragraph 3.2 states, "Provide 100 man-days of labor and 50,000 dollars of material to correct Government responsible deficiencies that are discovered prior to and during the conduct of the LOA, which prevent safe light-off of the plant, when directed by the SUPERVISOR. If the total cost is less than the authorized manday and each dollar amount, each remaining fund will be subject to recoupment by the Government. The contractor is not authorized to exceed these limits. (E6)"
The contractor notes that paragraph 3.2 now has an undefined work scope. Errata 06 changes to paragraph 3.2 removed the contactors ability to quantify the work scope that the SUPERVISOR is going to direct be accomplished.
Para. 3.2 has been corrected to provide scope. See Errata 15.
50 J-1 (Work Spec Package) 993-21-002
Work Item 993-21-002 "Rigging, Crane, Forklift And Transportation for Ships Force (SF) Support; provide" Paragraph 3.2.4 states, "Provide (800 EA) Mandays of shipboard interior and exterior rigging support for rigging of Ship's Force material, supplies and equipment. (E5)"
The contractor notes that paragraph 3.2.4 now has an undefined work scope.
Errata 05 changes to paragraph 3.2.4 removed the contactors ability to quantify the work scope that the SUPERVISOR is going to direct be accomplished. The contractor requests that some form of measurement be added to paragraph 3.2.4 to quantify the services requested or that paragraph 3.2.4 be "Subject to an Equitable Adjustment" at execution.
Bidder's Question:
1) Will an Errata be issued to quantify the requested work scope of paragraph 3.2.4?
Para 3.2.4 has been updated to provide scope. See Errata 15.
