SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
SECTION C
SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
PART 1 – GENERAL STATEMENT OF WORK
PART 2 – CONTRACT LINE ITEM NUMBER DESCRIPTIONS
PART 3 – STATEMENT OF WORK, DESIGN, PRODUCTION AND DOCUMENTATION
C-1. PART 1: GENERAL SCOPE OF WORK
C.1.1 The Auxiliary General Ocean Surveillance Ship (T-AGOS(X)) Program is a recapitalization of the planned retirements of the T-AGOS 19 and T-AGOS 23 ship classes. T-AGOS is the platform for the Surveillance Towed Array Sensor System (SURTASS). The T-AGOS(X) Class will replace the existing capability of four T-AGOS 19 and one T-AGOS 23 Small Waterplane Area Twin Hull (SWATH) ships as they reach the end of their service lives beginning in 2026. The 2016 N81 Force Structure Assessment (FSA) increased the requirement from five to seven vessels and there is potential for additional ships. The T-AGOS(X) Class ships will have a 30-year service life threshold requirement.
The Government estimates an award date for the Industry Studies contract in 3Q FY20 and with an approximate 12 month Period of Performance. This Statement of Work (SOW) describes engineering and technical effort that the Contractor will be required to perform in support of the Navy led design of T-AGOS(X). Industry participation is seen as critical to achieving a balance of ship performance and affordability.
Following this effort, a separate Lead ship Detail Design and Construction (DD&C) contract award is planned in FY22 with ship delivery scheduled for FY25. T-AGOS(X) will achieve Ready for Tasking following completion of Post Delivery Tests and Trials in FY26.
Industry partners are being engaged to 1) perform Industry Studies addressing technical solutions and design tradeoffs, 2) provide recommendations for innovation, producibility, affordability and cost drivers, 3) participate in the design process including technical reviews of the evolving ship design and resulting draft System Specification and other Technical Data Package (TDP) documentation and drawings. The resulting design must converge and provide the required capabilities to the Fleet. The Contractor shall use commercial equipment with non-developmental and proven technologies.
The Government requires that contract awardees are US Department of Defense (DoD) registered Contractors. As noted in Attachment J-1 files, some Government Furnished Information (GFI) has critical technology (with Distribution Statement D markings) that cannot be shared with foreign companies.
Contractors’ submitting proposals must have a team member with facilities that can support construction of a ship capable of meeting the technical requirements of T-AGOS(X). Therefore, in accordance with the requirements of Section L and M of this RFP, the resultant contract (s) for this solicitation will only be awarded to teams with a member that has T-AGOS(X) production facilities capable of constructing T-
AGOS(X).
The Contractor shall provide, and the Government will retain, Government Purpose Rights to technical data. As such future solicitations may contain some or all of the recommendations and delivered products developed by the Contractor under this contract. Business sensitive data such as financial reporting and shipyard capability information may be marked as “proprietary”, where such proprietary marking is justified by the Contractor and approved by the Government. Any proprietary or sensitive business data provided by the Contractor via a deliverable must be marked appropriately and will not be shared with other industry participants. All commercial and non-commercial data delivered must be marked with the technical data rights appropriately asserted by the Contractor. Assertions must be made in accordance with DFAR 52.227-7013 and 52.227-7017.
This Statement of Work (SOW) in no way transfers any inherently Government functions to the Contractor. This contract will be administered to ensure the Government retains the decision making authority regarding areas such as policy and procedures, assignment and evaluation of organizational responsibilities, establishment of performance goals, priorities and schedules, program planning, budgeting, and fund allocation, and program review and analysis.

The EPLA Report shall estimate connected and operating load, aggregated to the load centers, switchboard buses, and total ship. DD&C margins and Service Life Allowance for “growth” loads shall be added to estimates without margin to produce estimates of operating load at delivery and at end of service life. EPLA load estimates, based on the alternative estimating methods of DDS 310-1, shall form the basis for recommending the method to be used to establish the minimum generating capacity or shore power capacity required for each operating condition.
The Contractor shall prepare an Electrical System One-Line Diagram (DI-A004-07) of the proposed integrated ship service and propulsion system, as described in Propulsion System Report (DI-A004-02) and in accordance with Attachment J-1, which depicts, at a minimum, all generators, switchboards, distribution transformers, load centers, control centers, bus tie breakers, power conditioning equipment, propulsion motors, and connected loads.

Maximum fault current calculations shall include low voltage motor contribution and medium voltage propulsion motor, bow thruster (if applicable), and motor-generator (MG) set contributions (if applicable). For this study the maximum fault current analyses need only be to a level that confirms breakers will be within their interrupting rating or to determine the minimum acceptable value of subtransient reactance (to remain within breaker interrupting ratings). Minimum fault calculations shall be conducted for two scenarios: 1) with one diesel generator on line and,
