About this file
This document contains a question and answer file related to a solicitation for T-AGOS(X) Industry Studies. The Naval Sea Systems Command seeks proposals to conduct industry studies to inform the design of the Auxiliary General Ocean Surveillance Ship. Offerors must request the Section J-1 attachments containing sensitive data and sign a non-disclosure agreement to receive them. The deadline for proposal submission was extended by one week to February 20, 2020. Questions cover topics like requirements for propulsion and bow thruster motors, availability of propeller design details, thermal management approaches, and clarification around subcontractor purchasing systems. All unclassified questions and answers will be posted to beta.sam.gov. Only U.S. companies may submit proposals as prime contractors.

RFP Industry Q&A's
| N00024-20-R-2244 Q&A 5 Feb 2020 | |||
| No. | QUESTION | ANSWER | TOPIC |
| 1 | Will the propulsion and BTM motors need to operate simultaneously? | Yes, propulsion and BTM motors need to operate simultaneously. | Bow Thrusters & Operation Profile |
| 2 | Are BTM motors 480kW each or 480kW combined? | Thrusters are 480kW for each motor. | Bow Thrusters & Motor Power |
| 3 | Are there specific requirements for galvanic isolation between sources or loads? | Galvanic protection shall be provided for integrated protection of the vessel and equipment. | Galvanic Isolation |
| 4 | Within the general arrangement there is a "Lithium Battery Store". What is the intent of this room and is there anything planned within this room that would be the responsibility of the SSV? | The lithium battery stowage identified on the GA represents a scope beyond the SSV. If the SSV decides to integrate energy storage as a part of their design, arrangement of those batteries would be within the scope of the SSV. | Lithium Battery Store |
| 5 | A reference is made to medium voltage propulsion motors, is this a requirement? | No, medium voltage propulsion motors are not a requirement. | Medium Voltage Propulsion Motors |
| 6 | What is the operational speed range of the propulsion and bow thruster motors (RPM) used for this spiral of the ship design? | The bow thruster shall be considered to operate between 2 knots of stern and 6 knots forward. The main proulsion motors should operate up to 155 RPM. The Bow Thruster motor RPM is not specified. | Operational Speed range of propulsion and bow thrusters |
| 7 | Based on the assumed propeller used for this spiral of the ship design, are there shaft power vs. RPM vs. ship speed curve(s) available for review? Can the assumed propeller basic design details be shared with industry? | The Government has ship propeller performance characteristics, which may be available during Technical Data Package (TDP) review after Industry Studies contract award. | Propeller Design and Propeller Shaft RPM |
| 8 | Are preliminary shaft line drawings based on this spiral of the ship design available? | The Government has shaft arrangement drawings, which may be available during TDP review after Industry Studies contract award. | Propeller Design and Propeller Shaft RPM |
| 9 | In addition to the recommended radiated noise requirements provided in the International Council for the Exploration of the Sea (ICES) Cooperative Research Report (CRR) no. 209 document, should industry expect that there will be a classified ship signature requirement that industry will need to show compliance to? If so, what classification level will the requirement be and can that requirement be provided to industry. This answer will influence the level of effort and safeguarding required on the analysis to be performed. | Industry will not receive an additional classified ship signature requirement during the scope of Industry Studies. Any additional sensitive and/or classifed ship signature requirements (up to the SECRET level) would be provided to Industry as part of the Detail Design & Construction contract as appropriate. | Radiated Noise |
| 10 | Can the T-AGOS(X) Ship Specification be provided to industry? There may be requirements contained in the ship specification that may not have been enumerated in the J-1 document that may influence the level of effort required to perform the industry studies. For example, there may be ship stopping requirements in the ship specification that would influence the selection of propulsion equipment and the analysis required. | The T-AGOS(X) Ship Specification will not be provided as a part of Industry Studies proposal development; however, the TDP review after Industry Studies contract award may include the Ship Specification for review in part or total. | Ship Spec and Ship Stopping Requirements |
| 11 | Are there details available about the preferred method of thermal management for generator, distribution and propulsion motors/drives? Distribution switchgear is generally air cooled but is liquid cooling allowed for generators and propulsion motors/drives? If so, is seawater or fresh water preferred for cooling? Available cooling media will greatly affect the type of equipment being considered in the industry study. | Vendors are encouraged to provide their own design solutions which take into account maintainability, reliability, affordability, and innovation. | Thermal Management |
| 12 | There is no Section J Exhibit L001 included in the RFP; please provide or clarify | The reference to Section J Exhibit L001 will be removed in an upcoming amendment to the initial RFP release. | Cost/Price Proposal |
| 13 | Please clarify the Contractor Establishment Code. Do you mean the Contractor’s DUNS code? | Yes, in this instance, DUNS code should be used. | Cost/Price Proposal |
| 14 | In order to provide the best possible proposal for Navy evaluation, this bidding Contractor desires to share the attached, redacted J1 document with our foreign teammate prior to proposal submission to the Navy. Documents not labeled Distribution D are acceptable to share with a foreign teammate. Please confirm. | All Contractors must have an approved Technical Assistance Agreement (TAA) through the Navy International Programs Office in order to share any of the J-1 documentation with foreign teammates (regardless of whether it is marked Distribution D or not). This includes J-1 (Ship Characteristics Description), J-1a (General Arrangements), J-1b (3D Appended Hull), J-1c (Capacity Plan), J-1d (H Stern Design and Actuation Brief), J-1e (T23 Maneuvering and Course keeping), and J-1f (Placemat). Once an approved TAA is in place, technical data may be exported in accordance with the TAA and all associated provisions. | J-1 Foreign Release |
| 15 | Can the government please clarify the intended DATA DESCRIPTION(s) for DI-A004-09 and DI-A004-10? | DI-A004-09 and DI-A004-10 data descriptions are stated correctly. | Data Descriptions |
| 16 | Section L.1.5.2.2.2.1 states the both the Offeror and the Subcontractor(s) must have an approved Government purchasing system or provide a plan to obtain such. Please confirm that an approved purchasing system is required for Subcontractor(s). | Since this is a competitively awarded Firm-Fixed-Price effort an approved purchasing system is not required for either the Prime or subcontractor. Section L will be revised in the amendment. | Justification: FAR 44.302 and 44.303 |
| 17 | 3. Regarding Section L.1.5.2.2.2.1, please clarify the purpose and specific needs requiring an approved Government purchasing system. For design firms who may perform this work as the Offeror or Subcontractor, it is burdensome to require an approved Government purchasing system whose purchases would be limited to subcontracted services. Please confirm. | Since this is a competitively awarded Firm-Fixed-Price effort an approved purchasing system is not required for either the Prime or subcontractor. Section L will be revised in the amendment. | |
