About this file
This document provides responses to bidder questions on solicitation number N00024-19-R-5519 for the Surface Electronic Warfare Improvement Program Block 3 Electronic Attack Subsystem production and integrated AN/SLQ-32(V)7 system. The Navy seeks a contractor to produce the SEWIP Block 3 EA subsystem and integrate it with the AN/SLQ-32(V)7 electronic warfare system. Clarifications were provided on configuration management plan deliverables, application of limitation of liability clauses to additional contract line items, removal of inapplicable subcontracting clauses, correction to a first article test report date, and delineation of pages subject to page count limits in proposals. Guidance allows different formatting of non-counted pages. A contractor must assume maximum quantities to determine if subcontractors exceed the major subcontractor threshold for additional data reporting.

Trade Study Report (Quad Trade Study
Report - OCT 2019.pptx)
Slide 37
The Quadrant Configuration Trade Study Report details the CLIN 2040 development effort scope for the "new CEG-Electronics Rack" that includes "HGHS processor H/W". The HGHS part list identifies the processor as 77C735742. What is the processor's ICD, and what configuration item is needed to house the processor?
The processor ICD will be posted to the Bidder's Library. Modifications to the SLQ-32(V)6 components (e.g., HGHS processor hardware) are outside of the scope of CLIN 2040, Limited Design Modifications for Quadrant Configuration, and will be addressed separately.

H003
The CDRLs identified in C-243-H003 CONFIGURATION MANAGEMENT do not align with the CDRLs identified in attachment J-4 CDRL Glossary. For example, the clause identifies A030 “Class II ECPs” but J-4 identifies A030 as "TEST PROCEDURE, SYSTEM INTEGRATION”. Will the USG please confirm the CDRL numbers in this clause?
C-243-H003 CONFIGURATION MANAGEMENT has been updated. Please reference solicitation amendment 0002.

NAVSEA Clause C-246-H003 provides Limitation of Liability coverage for CLINs 2000, 2100, 2150, 2200, 2250, 2251, 2300, 2350, 2400, 2450, 9800. Offeror requests incorporation of FAR 52.246-23, Limitation of Liability, and FAR 52.246-25, Limitation of Liability-Services, to cover CLINs not addressed in C-246-H003.
NAVSEA Clause C-246-H003 has been updated. The FAR clause 52.246-23 Limitation of Liability has been added. FAR clause 52.246-25 Limitation of Liability - Services will not be added as all CLINs are considered supply CLINs. Please reference solicitation amendment 0002.

Page 86, DFARS 252.244-7001
Please strike DFARS 252.244-7001 as the clause should be incorporated when the Government contemplates contracts detailed in 48 CFR § 44.204(a), of which none are applicable in this instance.
The following clauses have been removed from the solicitation: DFARS 252.244-7001 Contractor Purchasing System Administration and C-244-H002 SUBCONTRACTORS/CONSULTANTS (NAVSEA) (OCT 2018).

3 ALT II
FAR 52.209-3 ALT II subsection (b) states "The Contractor shall submit the first article test report within thirty (30) calendar days from the date of this contract to the COR". The first instance of first article testing is for CLIN 2000, which is to occur around 24 months after contract award. Please reconcile the delivery dates.
The delivery date in FAR 52.209-3 ALT II is incorrect. This clause has been modified. Please reference solicitation amendment 0002.
6 RFP
Page 127, Section L 2.3.1.7
Section 2.3.1.7 states "Only pages which count against page count limitations shall be numbered." As each volume will contain some number of pages that do not count against the limit (e.g. table of contents), may proposals record pages in a manner different from pages that count against the limit (e.g. use a different font color, or Roman numerals instead of Arabic numerals)? By marking pages that do not count against the page limit, any potential NAVSEA questions related to these pages will be more easily identifiable.
The approach to delineate pages that count and don't count against page count limitations is acceptable. Section L para. 2.3.1.7 of the solicitation has been updated. Please reference amendment 0002.
7 RFP
Page 134, Section L 2.7.4.2
Section 2.7.4.2 states "The offeror shall also provide information for all subcontractors whose total subcontract price (inclusive of all options) is greater than or equal to $12,500,000 (hereinafter “major subcontractors”)". Which quantities, by CLIN, should be utilized to determine the total subcontract price?
Contractor should assume pricing based on maximum quantities possible for the purposes of determining major subcontractor threshold.
