COMMENTS/QUESTIONS
- In the event of a conflict between the RFP and the Government responses to the Draft RFP questions, the RFP will govern.
- Answers to classified questions, if not addressed below, will be included with the release of the RFP
| Tracker # | Document | Page # | Section/ | ||||
| Paragraph | Question/Comment | Proposed Action/Change | Answer | ||||
| 1 | Attachment L-11 | 114 | First Column | Educational degrees are Listed as EE/ME when Section L states EE or Computer Engineering field | Change to EE/CS | The Government has considered the recommendation and determined that Attachment L-08 and L-11 will be amended to remove educational references. | |
| 2 | RFP | 116 | L 3.1.4.1/1.1 | Under PP Narratives no allowance for significant subcontractors past performance to be substituted for one of the Offerors past performances | Allow a subcontractor who is projected to perform 10% or higher of the total labor to submit a pp narrative in place of one of the offerors. | The Government has considered the recommendation and determined no change to the solicitation is necessary. | |
| 3 | RFP | 117 | L 3.1.4.1/1.2 | Offerors have the option to submit PP Questionnaires | Allow copies of CPARS to be submitted in place of the Questionnaire | The Government has considered the recommendation and determined no change to the solicitation is necessary. | |
| 4 | Section A Solicitation, Offer and Award – Standard Form 33 | 1 | Box 9 | Box 9 indicates the due date for Proposal submission as 6 July 2018. However, the FBO solicitation page states July 17 2018 in two places, opening paragraph and in the right column under General Information, Response Date. | Please clarify the due date for proposal submission. | The Government will change to the solicitation in the amendment. The response date in Box 9 will be changed to July 17, 2018 | |
| 5 | RFP / Attachment L-03 | 113/All of the Attachment | L.3.1.2.2/ All of the Attachment | The RFP addresses NULKA for Sample Problem 2/ but Attachment L-03 addresses AOEW | Does the government intend for EWTS RFP Sample question #2 to focus on Nulka, as described in the RFP itself, or on AOEW as described in Attachment L-03? | The Government has considered the recommendation and updated the solicitation to be consistent with Attachment L-03. | |
| 6 | RFP | 108 of 148 | 2.2.1 & 2.2.2 | 2.2.1 states that the transmittal will serve as the cover letter for volume I and that a separate cover letter is neither required nor desired. 2.2.2 states that Volumes II through V shall contain a cover letter. Is it the Government’s intent that a signed cover letter for each volume or can a cover/title page be included that contains the information required in 2.2.2? | Suggest requiring a cover/title page rather than cover letters for Volumes 2 through 5. | The Government has considered the recommendation and determined a change to the solicitation is not required. Section L, 2.2.1, says "The Letter of Transmittal shall serve as the cover letter for Volume I and a separate cover letter is neither required, nor desired.", meaning the transmittal will include the content of the cover letter for Volume I. | |
| 7 | SF 33 | n/a | Block 9 | The listed due date conflicts with the FBO posted due date of 17 July | Please extend the due date to 17 July to match the FBO announcement | The Government will change to the solicitation in the amendment. The response date in Box 9 will be changed to July 17, 2018 | |
| 8 | Solicitation | 106 107113n/a | Section 1.16, Section 2.1; Table 1, 3.1.2.2 Factor 2, Attachment L-03 | RFP calls for us to respond to a Sample Problem for NULKA Capability Design & Implementation; then refers us to Attachment L-03. Attachment L-03 presents an AOEW Capability Design & Implementation sample problem, not NULKA | Please clarify the Government’s intent for us to provide a response to AOEW and not NULKA in the RFP | The Government has considered the recommendation and updated the solicitation to be consistent with Attachment L-03. | |
| 9 | Solicitation | 114 | Section L 3.1.2.3 (2) Key Personnel, Pricing Attachment L-08 Cost and Pricing Table | RFP calls for resumes from Key Personnel and lists three positions: Program Manager, Senior Engineer, and Senior Software Engineer. The Pricing Spreadsheet Attachment L-08 lists each position and the associated hours; but the hours for the Sr. SW Engineer (Tab B Line 11) show 3840 hours – implying that two Sr. SW Engineers are required. The page count limitations for Section L indicate that only three resumes are anticipated; thus only 3 Key Persons. | Please clarify that only one Sr. SW Engineer is required and update the RFP and Attachment L-08B to reflect the correct number of hours. | The Government has considered the recommendation and updated Attachment L-08. | |
| 10 | Attachments L-8, and L-11 | n/a, n/a | L-08 Tab B;L-11 Sheet 1 | Is there an expected 1:1 correlation between the labor categories listed in each and the numbers of personnel expected to fill those positions? | Please update section L-08B to reflect only one FTE (and associated hours) per row. | The Government has considered the recommendation and determined a change to Attachment L-08 is applicable. A row for Senior Software Engineer has been added. For other Labor Category rows with more then a single FTE use an average rate for that Labor Category. | |
| 11 | Solicitation | Cost and Price | RFP Instructions call for reproductions of actual Payroll Records for personnel named in L-11. These documents provide sensitive personally identifiable information (SPII) and should not be published. | Allow us to redact all SPII displayed any payroll document prior to submission; and allow us to provide redacted and representative payroll documents applicable to non-key personnel labor categories. | Redaction of PII and SPII as defined in Section 552a of Title 5, United States Code (as Amended) is agreed to. Submission of 'Representative' payroll documents for non-key personnel is not acceptable | ||
| 12 | Solicitation | 114 | Key Personnel, Attachment L-08B, Attachment L-11 | In the Solicitation, the PM position is designated to have a degree in an “engineering field”; the APM in an “electronic or computer engineering field” and the Sr SW Engineer in the ‘electrical or computer engineering field’. However, Attachment L-11 shows educational qualifications only for the PM and APM and both are listed as ‘EE/ME’. Further, Attachment L-08B shows the PM, APM, Senior Engineer, Mid-Level Engineer, Project Engineer as requiring EE/ME degrees. | Please revise Attachments L-08B and L-11 to match the requirements on Solicitation page 114. | The Government has considered the recommendation and determined that Attachment L-08 and L-11 will be amended to remove educational references. | |
| 13 | Solicitation | 44 | HQ C-2-0014, CONTRACTORS PROPOSAL (NAVSEA), (MAR 2001) | RFP instructions indicate the Government’s intention to incorporate the Offeror’s Technical Volume in the resulting contract. This places Company Confidential and Proprietary information at risk of discovery during future FOIA requests and poses as serious threat to our competitiveness. | Remove the instructions and agree not to incorporate the Offeror’s Technical Volume (or any portion of the Offeror’s Proposal) into the resulting contract. Proposals are protected by the Trade Agreements Act and the FAR from release under FOIA. | The Government has considered the recommendation and determined no change to the solicitation is applicable. HQ C-2-0014 is a required clause and will not be deleted. Proprietary and trade secret data is not released under FOIA. This solicitation also includes DFARS 252.227-7014 offering Offerors protection from release of proprietary data without their written approval. | |
| 14 | Solicitation | 126 | HQ L-2-0004, MAKE-OR-BUY PROGRAM (NAVSEA) , (APR 2015) | RFP Instructions require we provide the information called for in this section, but do not indicate which Volume and Location or page limitations | Provide instructions on which Volume and Location to incorporate this information and if we are page limited. | Include your response in Volume II Factor 1: Production | |
| 15 | Solicitation | 128 | HQ L-2-0010, SUBSTITUTION OF PREVIOUSLY APPROVED SINGLE PROCESS INITIATIVE (NAVSEA), (MAY 1998) | RFP Instructions require we provide the information called for in this section, but do not indicate which Volume and Location or page limitations | Provide instructions on which Volume and Location to incorporate this information and if we are page limited. | Include your response in Volume II Factor 1: Production | |
| 16 | Solicitation | L 2.1 Table I, L 3.1.3.2 Management Proposal | Page Limits - Some sections call for Introductions (e.g. L 2.1 Table I and L 3.1.3.2 Management Proposal) but have no provisions for page count; the Management Proposal allocates 5 pages to the section on Process Management, but allocates no page count for the Intro | Recommend adding an Introduction in each Volume and allocating 2 pages specifically for the Introductions; leaving all other page counts as they are now. | The Government has considered the recommendation and determined that no change to the solicitation is applicable. Any required Introduction will be included in the identified page count. | ||
| 17 | Solicitation | 19, 119 | HQ B-2-0015, L.3.2.1.1 , Paragraph b.3 | Section B – PAYMENT OF FEES(S) clause HQ-B-2-0015 – indicates the Gov’t will fill in para (b) at time of award. However, instructions at L 3.2.1.1 indicate that the Offeror should complete paragraph (b). | Please clarify who will fill in para (b) and at what time. | Section B – PAYMENT OF FEES(S) clause HQ-B-2-0015 – indicates the Gov’t will fill in para (b) at time of award. The Government will insert the fee percentage as proposed by the Offeror. Please complete the fill in within clause HQ-B-2-0015. | |
| 18 | Solicitation | 114 | Reference table in 3.1.2.3. Factor 3: Technical Approach, sub para #3 Employee Qualifications. | The guidance for the Sr Labor Category = 34% for overall allocation of personnel labor hours does not match the allocation (%40) budgeted for all Sr labor categories (including the Program Manager) in Attachment L-08 B. | Recommend Gov't change Sr Labor Category allocation to 40% and adjust Mid & Jr categories to 30%. | The table identified will be amended to reflect the percentages in Attachment L-08. | |
| 19 | Solicitation | 107 | L 2.1.2 Items not Considered for Page Count, L 2.1.3 Page Numbering | Instruction 1st Sentence states: “Only pages which count against page count limitations shall be numbered.” , Accordingly, content located in sections such as Vol II Factor . Taken together, both instructions mean that sections will have pages with- and without numbering throughout the proposal, creating a confusing structure.. This instruction conflicts with the first sentence (see prior question).3 (Empl Qual Form) and Vol V Factor 6 (Cost/Price) will not be numbered. Instruction 2nd Sentence states: The page count shall include all material with printed matter and figures except for those listed in paragraph 2.1.2 above. | Change the first sentence instruction in para 2.1.3 to read: All pages will be numbered except for:i) Letter of Transmittal or Cover Letters ii) Tables of Content and Figures all of which should be placed ahead of the first page of proposal content. iv) Proposal Cross Reference Tablesiii) Glossary of abbreviations and acronyms | The Government has considered the recommendation and determined no change to the solicitation is applicable. |
