Electronic Warfare Training Systems

N00024-18-NR-46544/N00024-18-R-5113

Attachment L-02 – Addressing new EW Training Capability - Hypothetical Problem: The US Navy has recently begun development work on a new electronic warfare capability. This new capability, utilizing a new laser waveform technology and echo digitization, will allow faster detection, more accurate identification, and targeting, enhancing the effectiveness of missile dissuasion weapons and tactics. This new capability, Laser Detect & Engage (LDE), is targeted for addition to the SLQ-32/V6 tactical system.

Similar to Advanced Off-Board Electronic Warfare (AOEW) the LDE tactical system will be housed in a pod attached to the MH-60R/S helicopter. Primary LDE control will be from a terminal onboard the parent ship with a secondary control terminal onboard the helicopter. Data will be communicated to the receiving ship, or ships if maneuvering in a Battle Group, via LINK-16 with a secondary link via DOD satellite.

There are currently six (6) training requirements identified for LDE. Two are defined as organic, the LDE operator training and helo console operator with the CIC LDE operator. Both of which are the responsibility of the LDE developer. The other four (4) are LDE integrated with SLQ-32/V6; LDE integrated with the Aegis and SSDS combat systems through SLQ-32/V6; SLQ-32/V6 with simulated LDE; and distributed training via Navy Continuous Training Environment (NCTE).

In narrative form, using the response guide below, address the following:

1) Detail the process of developing the four (4) different training capabilities that are commensurate with this new tactical capability that is being added to Surface Electronic Warfare Team Trainer (SEWTT). SEWTT is the EW trainer for the SLQ-32/V6 and is a software kernel imbedded in theSLQ-32/(V)6 tactical system. Detail any differences in your approach to each, highlighting any unique interfaces or communications requirements.

2) After reviewing the SEWTT Technical Information Package, Attachment J-01-1, define the information that the Offeror will require to develop the pieces necessary to stimulate the LDE system and integrate LDE training into SEWTT.

3) Determine and detail any outside resources necessary to deliver this new training capability to the Fleet. Explain what each outside resource will provide to the project.

4) Demonstrate that the Offeror has the technical knowledge of Electronic Warfare systems; processes and engineering skill sets; software design & development capability; an understanding of the system performance requirements; an understanding of the documentation and logistics required; and the knowledge required to get this capability integrated into the new training capability into the SEWTT software. Explain the degree of risk associated with the methodology(ies) and analytical techniques the Offeror applies with corresponding risk mitigation; Demonstrate the Offeror’s test and evaluation skills and processes, and address cyber security compliance requirements.;

5) List and describe the documentation required to meet the Objective Qualification Evidence (OQE) requirements for delivery to an Aegis Engineering Assessment prior to entry into an Aegis Integration Event (AIE).

Response Guide

a) demonstrate the technical knowledge required to execute the task;

b) detail processes and engineering skill sets required;

c) detail a software design & development capability;

d) demonstrate an understanding of the system performance requirements;

e) define the degree of risk associated with the methodology(ies) to be applied to the problem set and analytical techniques the Offeror applies to risk discovery with corresponding risk mitigation;

f) define the required test and evaluation skills and processes;

g) detail cyber security compliance requirements and compliance process;

h) demonstrate an understanding of the documentation and logistics required to support the capability;

i) detail the process of developing the four (4) different training capabilities;

j) detail any differences in your approach to each of the four (4) training system requirements, highlighting any unique interfaces or communications requirements;

k) detail external resources and products necessary to integrate and deliver the new training capability within SLQ-32(V)6 SEWTT;

l) list and describe the documentation required to meet the Objective Qualification Evidence (OQE) requirements for delivery to an Aegis Engineering Assessment prior to entry into an Aegis Integration Event (AIE).

The responses to the above should provide a sound and executable path forward to delivering this new training capability to the Fleet.
