Electronic Warfare Training Systems
N00024-18-NR-46544/N00024-18-R-5113
As Amended:
Attachment L-03 – AOEW Capability Design & Implementation EW Countermeasures include Advanced Off-board Electronic Warfare (AOEW) and other active and passive devices and capabilities that individually and as a group are used by the ship to deflect or dissuade a hostile missile away from the ship. The training component of these countermeasures will be designed for integration into BEWT II, SEWTT, and CIAT.
Problem: After reviewing the Technical Information Packages (TIP) (Attachment J 01-1, J 01-3 and J 01-4), using the response guide below, describe in narrative form the following:
1) Detail the process required to integrate this new capability into the BEWT II, SEWTT (SLQ32v6), and CIAT training systems and to attain any certifications and/or approvals required to install.
2) Include specific indication on where, in the development process, you would diverge from a single development path into separate paths to meet the requirements of the three (3) different systems. Detail any differences in your approach to each of the three (3) training system requirements, highlighting any unique interfaces or communications requirements.
3) Demonstrate that the Offeror has the technical knowledge of Electronic Warfare required to execute the task; processes and engineering skill sets required; software design & development capability; an understanding of the system performance requirements; cyber security compliance processes; the degree of risk associated with the methodology(ies) to be applied to the problem set and analytical techniques the Offeror applies to risk discovery with corresponding risk mitigation; test and evaluation skills and processes; detail any external resources and products necessary to integrate and deliver the training capability; an understanding of the documentation and logistics required; and the knowledge required to get this training capability integrated into the BEWT II, SEWTT, and CIAT systems.
4) List and describe the documentation required to meet requirements for delivery to an Aegis Engineering Assessment prior to entry into an Aegis Integration Event (AIE).
Response Guide
a) demonstrate the technical knowledge required to execute the task;
b) detail processes and engineering skill sets required;
c) detail a software design & development capability;
d) demonstrate an understanding of the system performance requirements;
e) define the degree of risk associated with the methodology(ies) to be applied to the problem set and analytical techniques the Offeror applies to risk discovery with corresponding risk mitigation;
f) define the required test and evaluation skills and processes;
g) detail cyber security compliance requirements and compliance process;
h) demonstrate an understanding of the documentation and logistics required to support the capability;
i) detail the process of integrating this training capability for each of the three (3) different training systems;
j) detail any differences in your approach to each of the training systems, highlighting any unique interfaces or communications requirements;
k) detail external resources and products necessary to integrate and deliver the training capability;
l) list and describe the documentation required to meet the requirements for delivery to an Aegis Engineering Assessment prior to entry into an Aegis Integration Event (AIE).
The responses to the above should provide a sound and executable path forward to delivering this training capability to the Fleet.
