89Proposal Due Date Extension RequestUSS OKANE (DDG-77) FY19 ESRA RFP issued 6/25/2018 has a due date of 8/13/2018. This current due date only allows contractors roughly 42 planning days to prepare/provide a robust proposal. This timeline, along with not receiving answers to any of the submitted Pre-Proposal Inquiries, is having a negative effect on the responsiveness of the subcontractor/material vendor community who, along with the contractor, are strained by the bidding timeline.

In order to afford the contractor and all subcontractors/vendors ample time to respond to Q&A’s, prepare/submit accurate proposals, and allow adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended from 13 August 2018 at 10:00 am, local time, San Diego, CA. to 27 August 2018 at 10:00 am, local time, San Diego, CA. A 14-day proposal due date extension.

Proposal due date was extended to July 24, 2018.

Paragraph 1.2 Location of Work lists, “117 locations.”

Due to the containment requirements for abatement of heavy metals and the cost associated with them, the contractor suggests using 50 locations (at 20 sqft per location) for bidding purposes. This will insure that all parties are given a fair and reasonable evaluation.

Bidder's Question: For bidding and estimating purposes, will the work scope of paragraph 3.6.1 be updated to include a defined number of locations and the sqft of abatement per location?

Paragraph 3.6.1 is a sub-paragraph of paragraph 3.6 which states, "Provide heavy metal sampling in 350 locations as designated by the Hull Manager or AIT OSIC from (Start Availability A+0 through A+90).

Samples taken shall be analyzed and results turned over to the Hull Manager or AIT OSIC within 3 weeks maximum." Paragraph 3.6.1 provides the total number of square feet of Heavy Metal Abatement from (Start Availability A+0 through A+120) as directed by the Hull Manager or AIT OSIC to be accomplished. The sqft of abatement per location will be directed by the Hull Manager or

AIT OSIC.

91 980-90-005 , “ShipAlt DDG51-76869K 1MC Upgrade, 76974K MWS for DDG Modernization Plan, 77259K Replace Legacy EM Log with AN/WSN-9(V)1 DHYSL and 90485K SIWCS Next Generation System, Alteration Installation Team (AIT) Support Service; provide” Paragraph 3.17 states, “Accomplish Paint Sampling/Heavy Metal Testing of 100 locations as designated by the SUPERVISOR Additionally to accomplish heavy metal paint abatement of 100 SF found during testing.”

Paragraph 1.2 Location of Work lists, “31 locations.”

Due to the containment requirements for abatement of heavy metals and the cost associated with them, the contractor suggests using 5 locations (at 20 sqft per location) for bidding purposes. This will insure that all parties are given a fair and reasonable evaluation.

Bidder's Question: For bidding and estimating purposes, will the work scope of paragraph 3.17 be updated to include a defined number of locations and the sqft of abatement per location?

The intent is for 100 locations to be tested, with up to 100 sqft of abatement to be performed as a result of the testing. If more than 100 sq ft contractor will be issued change order.
92521-11-001“Firemain Piping; replace”Paragraph 3.2 states, “Remove existing fit and install new the entire length of firemain piping listed in 1.3 and located in 1.2 between the outlet side of FM-V-458 and inlet side of FM-V-460, using 2.2 and 2.3 for guidance.”

Paragraph 1.3 states, “Firemain Piping, 5 Inch, 90-10 Cu-Ni, MIL-T-16420, Class 200” Paragraph 1.2 states, “Location of Work: 1.2.1 Auxiliary Machinery Room No. One (4-126-0-E)” Ref 2.2 identifies, “521-6218463 Rev P, Firemain System Diagram” this is a schematic drawing and only identifies rough equipment locations, piping runs lengths.

Contractor has reviewed the specification and is unable to determine the quantity/length of 5” pipe required and whether any fittings or flanges are required to accomplish the scope of work identified in paragraph 3.2. Additionally, reference 2.2 521-6218463 is a “diagram/schematic” with no dimensions. In this instance, a ship check of a similar ship to determine material requirements will not work, because of specific ship field run installation requirements.

Bidder's Question: Will the material required to accomplish the work scope directed by paragraph 3.2 be identified so that contractor can procure the correct type and quantities or can the material be provided as GFM?

Paragraph 3.2 is amended under ERRATA (3) to state: "Remove existing, fit and install new the entire length of firemain piping and fittings listed in 1.3.1 and located in 1.2 between the outlet side of FM-V-459 and inlet side of FM-V-460, using 2.2 and 2.3 as guidance. New material shall conform to 70-30 CUNI." It is not the Government's intent to change out valves.
93505-11-002“Flexible Hose Assembly; replace (OPTION ITEM)”Paragraph 3.1 states, “Provide 880 mandays of labor and 250,000 dollars of material and shipping expense to accomplish transportation service from Ship to shop and back for flexible hose assemblies, as directed by the SUPERVISOR. If the total costs are less than the authorized manday and dollar amounts, remaining funds will be subject to recoupment. The contractor is not authorized to exceed these limits.”

Sub-paragraphs 3.1.1 thru 3.1.6 than follow. Based upon the paragraph hierarchy identified in NAVSEAs FY19 Appendix 4E Package for Work Item Development, the contractor has assumed that the directed labor and material identified in paragraph 3.1 is to only be utilized to cover the costs of sub-paragraphs 3.1.1 thru 3.1.6.

And because paragraphs 3.2 through 3.6 are not sub-paragraphs of 3.1, they must be priced separately from the directed labor and material identified in paragraph 3.1.

Bidder's Questions:

1) Is it the customer’s intent that the directed labor and material identified in paragraph 3.1 is to only be utilized to accomplish paragraphs 3.1 thru 3.1.6?

2) Or, is it the customer’s intent that the directed labor and material identified in paragraph 3.1 is to be utilized to accomplish the entire specifications scope of work as defined by paragraphs 3.1 thru 3.6?

Work item is amended under ERRATA 4 for the KTR to accomplish removals, drain and dispose services, gas free services, rigging, shipment (to and from repair facility) installation and test.
