1. Which NAVSEA Standard Item and Change is to be utilized to bid this solicitation?NAVSEA FY19 CHG 2 is to be utilized to bid this solicitation. The solicitation and Work Specification are revised under Amendment 0002 & Errata 2
26150-11-02801 Level Structure; repairParagraph 3.5 states; "…to do additional repairs listed under 3.4.2 thru 3.4.4 using report in 3.3.1", none of these paragraphs exist, please provide clarification.Paragraph 3.5 will be amended in Errata 2 to state: Accomplish the following repairs for each area listed in 1.3 and located in 1.2, using the report submitted under 3.4.1, 2.3 through 2.7 for guidance, and as designated by the SUPERVISOR.

Paragraph 3.5.3 will be amended in Errata 2 to state: Remove existing, fit and install new a total of 35 square feet of deck plating, and 15 square feet of bulkhead plating, for each space listed in 1.2.

27634-11-001Cabinet Foundation; RemoveParagraph 3.2 states; "accomplish requirements of 009-26… of new cosmetic polymeric deck covering" per attachment A of the spec, decking is electrical grade matting not PRC.
Please confirm 3.2 is not required.Paragraph 3.3 is for electrical grade matting. Para 3.2 for PRC will be deleted in Errata 2.
29631-11-001Machinery Space Bilge; preserveParagraph 3.13 states : "Accomplish the requirements of 009-11 for the installation of new bulkhead lagging and insulation for the bilge located in 1.2 using 2.7 for guidance".

Please clarify if the intent is to install new lagging in Auxiliary Machinery Room Number 2 (4-220-0-E).

Please define "insulation for the bilge"Paragraph 3.13 will be amended in Errata 2 to state: Accomplish the requirements of 009-11 of 2.1 for the installation of new bulkhead lagging for the bilge located in 1.2 using 2.7 for guidance.
30438-90-003S/A 73088K, GEDMS MODERNIZTIONPara 3.1.1 of the Basic Specification states to “Accomplish Ref. 2.5 with the exception of the following”. Para 3.1.1.1 states “Electrical Cable Ripout and Installation, Sheets 133 and 135-162”. Sheets 135 – 162 are Label Plate Listings?
Please clarify?Paragraph 3.1.1.1 Electrical cable ripout and installation, sheets 133, 135-162 shall be accomplished by the AIT contractor
31993-31-002Temporary Deck Covering; installParagraph 3.1 calls for 8500 S/F of FR plywood and paragraph 3.1.2 specifies ½” thick conforming to MIL spec. 1a) Fire Retardant plywood when ordered has a 4 to 8 week lead time normally after date of purchase. 2)Paragraph 3.1 calls for 8500 S/F of protective matting. 2a) Paragraph 3.1.3 details this protective “matting” to be 30 mils thick, diamond tread pattern, color grey, Americover or Finish Guard or equal conforming to MIL-DTL-15562, Type III. 2b) The MIL spec listed is NOT for 30 MIL Americover / Finish Guard but for Switchboard Matting (Diamond Tread Matting) which is 3/16” thick and normally used in place of plywood.

QUESTIONS FOR DIRECTION:

1) What can be done about the typical Long Lead Time for purchasing plywood prior to the start of the contract? 1A) Can the plywood be reduced to ¼” vice the ½”? (Typically plywood on decks has been ¼” vice the ½”).

2) Clarification for materials to be used must be provided and spec to be corrected (Remove the MIL spec listed) or if both materials are being required to be installed the spec NEEDS to state this and a total S/F of each to be quoted (30mil/Diamond Mat) for para-3.1.3.

3) If the 3/16” Diamond Tread Matting Referenced in paragraph 3.1.3 is to be used as well as the Plywood then Direction is required for which material (Plywood or Diamond Mat) is to be laid as a “Runner” over the 30mil covering from bulkhead to bulkhead.

4) NOTE: I believe the intent of the spec is for Plywood (8500s/f) and 30mil plastic (8500s/f) to be used and the incorrect mil spec listed in paragraph 3.1.3 Type III (3/16” Diamond Tread Rubber Matting) should not be included. Question 1) ¼ inch is acceptable. Paragraph 3.1.2 will be amended in Errata 2 to state “The fire-retardant plywood shall be ¼ inch thick and conform to A-A-55057 and MIL-L-19140.

Question 2: Paragraph 3.1.3 will be amended in Errata 2 to state: Material used for protective covering shall be woven or sheet polyethylene, color white or blue, Finish Guard or Loretex T-3000 or equal and Koroseal or equal portable mat, diamond tread pattern, minimum 3/16 inch thickness, color gray, conforming to MIL-DTL-15562, Type III.

Paragraph 3.1.3.3 will be amended in Errata 2 to state: The Portable mat shall be installed on top of the plywood which shall be installed over the protective covering in such a manner to preclude entry of debris, dirt, or foreign matter that will damage the ship’s existing deck covering.

Question 3: The portable Mat (conforming to MIL-DTL-15562, Type III), shall be installed over the protective covering. Deck, Protective Covering, Plywood, Portable Mat.

Question 4: Paragraph 3.1 will be amended in Errata 2to state: “Install within 48 hours of start of availability, and maintain, for duration of availability, 17,000 square feet of protective deck covering, consisting of Protective Covering, Plywood, and Portable Mat. The protective deck covering shall be installed in high traffic interior areas of the ship, including passageways, electronic spaces, wardroom and messing areas.

33 992-11-018 “Temporary General Announcing System, Circuit 1MC; provide” Paragraph 3.1 states, “Install the announcing system listed in 1.3 and located in 1.2, in accordance with Chapter 8 of 2.2, using 2.3 for guidance and as designated by the SUPERVISOR.”

Paragraph 3.1.1 states, “Temporary General Announcing System (1MC) will require sufficient speakers to be audible throughout the entire ship 24 hours a day.”

Contractor has reviewed this work item and all associated reference material noting that paragraph 3.1 directs installation of an announcing system as designated by the SUPERVISOR and that paragraph 3.1.1 requires that sufficient speakers be installed to be audible throughout the entire ship.

Bidder's Question:

What is the minimum number of speakers that the Supervisor requires to be installed throughout the ship to meet the generic sufficiency requirement as stated in paragraph 3.1.1?

The minimum number is speakers is determined by the contractor. The requirement is that announcements be audible throughout the entire ship 24 hours a day.
34426-80-001“ShipAlt DDG51-76853D, Magnetic Compass System Tech Refresh; accomplish”Paragraph 3.5 states, “Accomplish the requirements of 009-78 of 2.1 for installation of PCMS.

Contractor has reviewed this work item and all associated reference material noting that the PCMS material required to accomplish the requirements of paragraph 3.5 is not identified or provided.

Bidder's Question: Will the PCMS material required to accomplish the requirements of paragraph 3.5 be provided as GFM?
