SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

Amendment 0002 Response to Offeror’s Questions:

Offerors have submitted some Bidder’s Questions or the Government’s answers to some specific Bidder’s Questions are considered Distribution Statement C. Therefore, in lieu of posting those specific Distribution Statement C questions and answers to the FBO portal with this amendment, Offerors that have requested a copy of the

Attachment J-1 CHAMP DRAFT COR and have been approved to receive a copy of the COR, will be sent a separate communication with a link from safe-support@arl.army.mil that the Offeror can use to download the updated Attachment J-1 CHAMP DRAFT COR with revisions marked in green text, and the corresponding

Distribution Statement C questions and answers. If Offerors that have not requested a copy of the Attachment J-1

CHAMP DRAFT COR, but wish to receive a revised copy of the Attachment J-1 CHAMP DRAFT COR and the corresponding Distribution Statement C questions and answers, requestors will have to follow the instructions in

Section L.3.1.4.1 of the solicitation and, if approved for receipt of the Attachment J-1 CHAMP DRAFT COR, will be provided the revised Attachment J-1 CHAMP DRAFT COR and the Distribution C Bidder’s Questions and

Answers associated with this amendment.

Question:

Statement: The Government issued the Solicitation January 8, 2018 in which the Government made considerable changes to Section C – Statement of Work. Additionally, Attachment J-1 CHAMP Draft COR, which has significant impacts on Offeror’s proposed designs concepts was published via CDROM.

Will the Government Consider a thirty (30) day extension to due day of receipt of proposal from 15 February 2019 to 15 March 2019.

Answer:

No, the Government does not intend to extend the proposal due date.

Will the Government share the likely budgetary limits with contractors in order to assist with framing the ship concepts?

No. The government will not provide budgetary limits. The goal of the Trade-off studies is to obtain independent

Industry developed concepts along with their respective ROM construction costs, and an Industry-led analysis of the

CHAMP COR requirements to determine the "knee-in-the-curve" for cost driving requirements.

In assessing the proposals, can the government please clarify how they intend to evaluate price reasonableness? In particular, how the situation where the level of effort required by Bidder A is significantly higher than that required by Bidder B to execute their respective proposed program of work vis-à-vis the number of unique ship design concepts will be handled.

Per section M paragraph M.6.1.1: “The Government will evaluate each Offeror’s pricing proposal to ensure that it is reasonable for the proposed effort and that the Offeror’s proposed estimated cost/price for performance of the effort under this solicitation is reasonable.”

mailto:safe-support@arl.army.mil

In addition, per paragraph M.6.1.2 “The Contracting Officer will determine whether the proposed prices are fair and reasonable. In making this determination, the Contracting Officer may compare the proposed estimated cost/price with prices proposed by competitors and with other data and estimates available to the Contracting Officer per FAR

15.404-1(b)(2).”

Can the government please clarify whether the 5 pages allotted for Executive Summary are part of the 50-page

Technical Proposal limit, or whether they are excluded?

Per L.3.2.1 the 5 pages alotted for the Executive Summary are included in the total 50-page limit of the Volume 1

Technical proposal. L.3.2.5 will be revised to remove "Executiver Summaries".

The Government has cited that the Government’s intent in the CHAMP program is to develop ships ‘that can leverage commonality to affordably recapitalize the auxiliary fleet. The Navy envisions that the CHAMP solution may reduce the number of disparate hull types from five (one for each mission type) to one or two/three common hulls’ however, Offerors are limited to one (1) proposal. Will the Government accept up to two (2) or three (3) designs in one (1) Offeror proposal?

Yes, the government will accept one or more designs in one proposal as specified in C.1.2 and L.3.5.1.4.1.

Section C.1.2 states: " The complete set of CHAMP requirements may be addressed by either a single common hull solution, or by multiple complimentary hull design(s) that together are capable of accomplishing all five missions"

Section L.3.5.1.4.1 states: “ Offerors shall identify and describe the CHAMP Solution Concept(s), comprised of one ship design or several ship designs working in tandem to meet one or more of the CHAMP missions, they propose to study and mature."

" The Offeror can propose more than one Solution Concept to meeting the CHAMP requirements, but must keep the total response within the 25-page limit for this factor."

The CHAMP RFP requires that all ship concepts proposed for CLIN 0001/CLIN 0002 studies meet the threshold values for speed, draft, beam and mission square. Speed, draft, beam and mission square are some of the most expensive aspects of a ship. Will the study participants be allowed to study the impacts of values below threshold for these mandatory COR requirements?

Tradeoff studies conducted under CLIN 0001 shall meet the minimum threshold requirements for speed, draft, beam and mission square. The Concept Baseline Definition Report (DI-7) must meet these four minimum mandatory requirements. If an Offeror is awarded work scope under CLIN 0002, and believes there is a best value solution that necessitates investigating alternatives outside one of these four mandatory thresholds, an affordability tradeoff study may be proposed as a special study under CLIN 0003 citing the rationale for the study.

Amendment 0001 Response to Offeror’s Questions:

Is the Contractor required to currently possess a SECRET Level Facility Security Clearance in order to respond to the CHAMP the Solicitation for the Industry Study for the Trade-Off Studies and Design Maturity?

Offerors are not required to possess a Secret Facility Security clearance at time of proposal submission. However, if an Offeror does not possess a Secret Facility Clearance in accordance with the RFP requirements at time of proposal submission, the Offeror shall submit, with the

Offeror's proposal, a plan for obtaining a Secret Facility Security Clearance in accordance with the solicitation requirements within six months of a potential contract award under this solicitation. The Offeror's plan for obtaining a Secret Facility Security Clearance will not count against the page limit requirements of Section L of the solicitation.

If not, does the Government anticipates supporting a SECRET Level Facility Security Clearance for the successful Offeror(s) during the Industry Study for the Trade-Off Studies and Design

Maturity?

Offerors are not required to possess a Secret Facility Security clearance at time of proposal submission. However, if an Offeror does not possess a Secret Facility Security Clearance in accordance with the RFP requirements at time of proposal submission, the Offeror shall submit, with the Offeror's proposal, a plan for obtaining a Secret Facility Security Clearance in accordance with the solicitation requirements within six months of a potential contract award under this solicitation. The Offeror's plan for obtaining a Secret Facility Security Clearance will not count against the page limit requirements of Section L of the solicitation.

How are the out-of-pocket costs of model testing to be accounted for in the price proposal for the work?

If the Offeror is proposing an approach that includes a solution for the sealift and/or subtender mission(s), the Offeror's proposal should propose costs for the scope of requirements identified for CLIN 0002, paragraphs C.3 through C.3.18.9. If work scope identified in CLIN 0003 CAMP

Special Studies is desired for any Offeror's proposed CHAMP concept, and the Offeror is awarded a contract under the solicitation, the government may elect to exercise effort under

CHAMP Special Studies CLIN 0003, paragraphs 3.4 through 3.4.1.

Will you please repost the May 23rd 2018 industry day list of attendees.

The May 23rd, 2018 Industry Day attendance list has been reposted with this amendment.

Addendum L-1 - Bidder's Question Submittal Form was not posted to the Solicitation

Documents to FedBizOpps. Will the Government please provide Addendum L-1?

Addendum L-1 Bidders Question Submittal Form can be found on page 75 of 89 of the solicitation N00024-18-R-2236 posted on FBO.gov

Area requirements as defined in Table are not clear; can government please clarify where mobile facility footprints operating and stowed are defined?

The COR does not yet define “mobile facility footprints operating and stowed”. Note 11 referred to in the COR excerpt says “Note 11 - Aviation Maintenance: Further guidance on arrangements;

required services; and security will be provided as the design progresses.”. Some of this guidance is provided below and some will be developed and shared in a future COR update during the Trade-Off Studies phase (Item 0001), including a breakdown of Mobile Facility (MF) module and complex configurations to be accommodated.

Mobile Facility modules come in seven configurations as defined at http://www.gichner/us/navair.html. Some have removable side panel(s) and different end door quantities. Some operational MFs will be complexed together, side-to-side and/or end-to-end.

All MFs have corner castings at the locations specified for 20-ft x 8-ft x 8-ft containers in ISO standard 668, and these define the extreme plan-view dimensions of each non-operational

“stowed” module. Some MFs have opening(s) for Environmental Control Unit(s) that when installed to make the modules operational, protrude further out from one side. All have removable skids that extend 2.56” below the bottom corner castings and shall be assumed to remain in place, even for modules that are stacked atop other modules and containers (using tall twist locks).

The CHAMP RFP Attachment J-1 DRAFT COR requires that all ship concepts proposed for

CLIN 0001/CLIN 0002 studies meet the threshold/objective speed requirement of 20-24 knots.

Speed is one of the most expensive aspects of a sealift ship. Will the study participants be allowed to study the impacts of speeds less than 20 knots?

Offerors shall propose ship concepts that meet the minimum threshold requirements for speed, draft, beam and mission square. Those ship concepts proposed are expected to be studied under the CLIN 0001 trade-off studies efforts. If the Offeror believes there is a best value solution that necessitates investigating alternatives outside one of these four mandatory thresholds, an affordability tradeoff study may be proposed as a special study under CLIN 0003 with rationale for its necessity.

C1.10 states that the government does not anticipate that any classified data will be generated or submitted under this effort. If this is the case, is the requirement to maintain a SECRET facility security clearance only applicable if and only if classified data is generated during this industry study? Could this RFP statement be clarified and re-worked?

The solicitation will not be modified to remove the requirement for a SECRET Facility Security

Clearance. In accordance with the DD254, all Offerors are required to possess a SECRET

Facility Security Clearance. Though it is not anticipated at this time that classified data will be generated under this effort, in development of designs for some of the CHAMP missions may require the Offeror to receive, store and generate Classified material as the design efforts progress through the contract period of performance. Offerors are not required to possess a

Secret Facility Security clearance at time of proposal submission. However, if an Offeror does not possess a Secret Facility Clearance in accordance with the RFP requirements at time of proposal submission, the Offeror shall submit, with its proposal, a plan for obtaining a SECRET

Facility Security Clearance in accordance with the solicitation requirements within six months of a potential contract award under this solicitation. The Offeror's plan for obtaining a SECRET

Facility Security Clearance will not count against the page limit requirements of Section L of the solicitation.

Can the government clarify its expectations for the levels of effort of each of CLINs 001-003, and for the total effort for the project?

CLIN 0001 and CLIN 0002 are Firm Fixed Price CLINs to be bid by the Offeror as

“Completion” CLINs. There is no specified hour or dollar limitation on CLIN 0001 or CLIN

0002. It should be noted that, in accordance with SECTION M, M.6.1, the Government will evaluate the Offeror’s proposal for reasonableness.

CLIN 0003 is a Cost Plus Fixed Fee “Level-of-Effort” CLIN, and shall be bid in accordance with

Attachment J-9 CHAMP Section L Cost/Price Exhibit. SECTION H clause, 5252.216-9122

LEVEL OF EFFORT – ALTERNATE I (MAY 2010) applies to CLIN 0003 only. SECTION

L.3.5.2.3.1.5 identifies the effort anticipated for CLIN 0003 by year, and provides instructions for how the Offeror shall complete Attachment J-9 CHAMP Section L Cost/Price Exhibit.

What is the expected period of performance, allocated hours and duration for each CLIN and for the contract as a whole?

CLIN 0001 is a "Completion" CLIN and shall be bid as firm fixed price to cover the scope of effort the Offeror proposes to deliver the requirements for CLIN 0001 in SECTION C. The potential duration of CLIN 0001 is through 6 months after contract award.

CLIN 0002 is an option "Completion" CLIN and shall be bid as firm fixed price to cover the scope of effort the Offeror proposes to deliver the requirements for CLIN 0002 in SECTION C.

The potential period of performance is from exercise of CLIN 0002 through 30 September 2020, with a potential duration of up to 18 months.

CLIN 0003 is a "Level-of -Effort" option CLIN, and shall be bid as Cost Plus Fixed Fee for a potential maximum 50,000-hour level of effort. Tasks may be awarded under CLIN 0003 via a technical instruction from option exercise during the performance of Items 0001 and/or 0002 or as follow-on to Item 0002. The Government has identified an anticipated effort for CLIN 0003 by year in SECTION L.3.5.2.3.1.5. In accordance with SECTION C, C.4.1 The Contractor shall provide up to 50,000 man-hours.

Offeror's can find the latest option exercise date for CLINs 0002 and 0003 under clause 52.217-7 in section I.

Also, Section L references hours per Calendar Years (FY), but the J-9 Cost Price Exhibit xls references hours per Fiscal Years (FY.)

All cost/price data should be in CY consistent with Offerors accounting system. Updated attachment J-9 exhibit L003 with "CY" and corrected section L with "CY".

C.2.1 prohibits trade-off analyses of the mandatory COR threshold values for beam, draft, speed, and mission square. Will the Navy allow any affordability studies to be performed in these areas?

Tradeoff studies conducted under CLIN 0001 shall meet the minimum threshold requirements for speed, draft, beam and mission square. The Concept Baseline Definition Report (DI-7) must meet these four minimum mandatory requirements. If an Offeror is awarded work scope under

CLIN 0002, and believes there is a best value solution that necessitates investigating alternatives outside one of these four mandatory thresholds, an affordability tradeoff study may be proposed as a special study under CLIN 0003 citing the rationale for the study.

The Executive Summary will not be evaluated but will be used to provide the Government personnel with a basic understanding of the Offeror’s Technical Proposal factors consisting of Design Approach, Organizational Resources, Production Facilities, and Past Performance.

L.3.5.1.4 CHAPTER 1 - Factor I –Design Approach

L.3.5.1.4.1 Offerors shall identify and describe the CHAMP Solution Concept(s), comprised of one ship design or several ship designs working in tandem to meet one or more of the CHAMP missions, they propose to study and mature. The Offeror’s proposed concepts(s) shall meet the mandatory DRAFT COR threshold values for speed, beam, draft, and mission square for the missions addressed in the proposed concepts. (COR Table 050.1-1, Attachment J-1, mission square is defined on line 1 of this table.) The Government does not expect the proposed solutions to necessarily meet all the remaining DRAFT COR threshold values, as the purpose of the efforts contained in this contract are to refine the DRAFT COR for affordability and feasibility. Therefore, the Offeror may choose to trade-off the other draft COR values to develop a proposed solution that will provide an attractive cost-benefit to the US Navy. The Offeror can propose more than one Solution Concept to meeting the CHAMP requirements, but must keep the total response within the 25 page limit for this factor. For each Solution Concept, the Offeror shall include at a minimum:

i. An overview of the proposed solution concept, including an evaluation of the extent to which the Solution

Concept is anticipated to satisfy each of the five CHAMP missions. The Offeror shall discuss if it is proposing a new clean sheet design(s) or using an existing parent design(s) with modifications. The

Offeror shall specifically identify if the solution concept includes sealift and/or subtending missions. The

Offeror shall indicate clearly if the solution concept qualifies for Option 0002. As stated in Section B Note

B, the Government intends to exercise up to up to five (5) FFP CLIN 0002 options to offerors that are developing designs that include sealift and/or submarine tender missions, as budget allows.

ii. Any planned commonality and open systems architecture included in the proposed solution concept that accomplishes producibility, flexibility/reconfiguration/multi-mission, maintainability, and/or upgradability.

iii. The rationale for why the proposed solution provides an attractive acquisition and lifecycle cost-benefit to the US Navy.

iv. An evaluation of risks (schedule, performance, cost) of the proposed solution and any risk mitigation efforts that will be included in the design approach.

v. An overview of the Offeror’s proposed trade-off studies and the rationale for how each proposed study will contribute to developing a best value CHAMP solution.

vi. An overview of the design maturation approach for each ship design. The Offeror shall discuss how the

Offeror will structure and manage their approach to accommodate COR changes that are expected to occur throughout the period of performance.

L.3.5.1.5 CHAPTER 2 - Factor II – Organizational Resources

L.3.5.1.5.1 Offerors shall describe their Organizational Resources and how they will be implemented and administered throughout the period of performance in order to successfully accomplish the requirements of the solicitation. Offerors shall provide descriptive narratives to define the processes and resources that will be implemented and administered to manage the efforts required by this solicitation. Specifically, Offerors shall address their management approach, identify key personnel, and provide a notional overall performance schedule.

L.3.5.1.5.2 At a minimum, Offerors shall describe:

i. Management approach. Identify and describe the corporate entity that will have overall management responsibility, the organizational structure (including organization chart for overall project), and key personnel. A

Manager shall be granted full authority and responsibility to lead and manage the complete engineering and design scope of work, including all technical, engineering and design deliverables should the Offeror be awarded a contract under this solicitation. Identify the full range of resources and skills required and available for the resulting contract including the engineering and management personnel that will be required. Provide organization chart and responsibility allocation matrix for overall project which illustrates assignment of design efforts and deliverables, to include team leads and resources with supporting narrative for each CLIN proposed (maximum 3 pages per CLIN).

Identify current and projected workload throughout the period of performance. Identify plans for subcontracting critical resources, if any, during contract performance in terms of the number of personnel, skill categories, and location of facilities. Provide projected percentages of work to be accomplished in-house, subcontracted out, and identify the skill categories for each. Provide information that demonstrates the subcontractor’s capabilities to conduct these studies or analyses. Identify and describe how the work will be planned, scheduled and tracked to allow status throughout the contract execution to show planned level of completion versus actual level of completion through the use of verifiable, measurable units of work/metrics. Provide information that demonstrates how, during contract performance, communication will be established and maintained throughout contract performance between:

the Contractor and its subcontractors; between the contractor and the Navy customer; between the subcontractors and the Navy customer.

ii. Key Personnel. Key Personnel are defined as those certain skilled, experienced, professional and/or technical personnel essential for the successful accomplishment of the work to be performed under this solicitation.

No individual shall occupy more than one Key Personnel position. Using the format provided in Addendum L-2, the

Offeror shall provide the names, proposed position, and a 2-page resume for up to a total of five (5) Key Personnel
