I FOREWORD

The Contract Data Requirements List (CDRL) identifies Contractor data item delivery requirements in support of the CHAMP program. This foreword serves as supplemental information to clarify requirements of an administrative and/or procedural nature. Emergent issues that are not addressed herein or otherwise provided for in source documents shall be referred to PEO SHIPS PMS 385.

Data required to be delivered under the Contract Data Requirement List (CDRL) or this contract, that would be deemed Technical Data under DFARS 252.227-7013, if it were delivered in written form, shall not lose its status as Technical Data because access by the Government, or delivery by the Contractor, is by electronic means. The rights of the parties in said Technical Data shall be as specified in DFARS 252.227-7013.

II CONTENT AND FORMAT OF SUBMITTALS

Submittals shall be prepared in the Contractor’s format unless otherwise specified. Each submittal shall be clear, legible, and electronically developed and formatted (keyed/typed) unless otherwise specified. All submittals shall be prepared in the English language.

Data Items shall be assigned a sequential one-character alphabet designation in the Revision Block to signify a change from the previous submittal. Revision letter designations shall be in alphabetical order. The first submittal of any data item shall be identified as Revision “-”.

Electronic media and digital files shall be compatible with Windows 10 operating system, or latest available version, unless otherwise specified. The latest available versions of the following software products shall be utilized in the generation of data items, unless otherwise specified: Microsoft Office™, Adobe Acrobat™, WinZip™, or IGES™.

Electronic files shall not be password protected.

Drawings shall be submitted in the latest version of AutoCADTM and PDF format, unless otherwise specified, and shall not be in “read only” format. Schedules shall be submitted in PDF format.

All submittals, including drawings, reports and machine-produced listings shall be prepared with the following information:

a. Contractor’s serial number and date.

b. The contract number, data item number, and data item title. When multiple submissions are made under the same data item (such as drawings, purchase orders, or test reports), a subtitle shall be included to further identify the content.

c. A list of all enclosures being submitted in the data package.

d. A revision letter and date shall be included to reflect the revision of any previously submitted document.

The cover sheet shall provide a brief explanation of the reason for the change or a more detailed discussion shall be included in the content of the submittal.

e. Distribution and quantity of copies being sent.

f. Updates and revisions to plans, reports, and procedures shall include a Record of Revisions to annotate what has changed since the previous submittal change bar in the left margin.

Each Data Item submittal shall include Distribution Statement C at the bottom of each cover sheet, as follows:

“DISTRIBUTION Statement C: Distribution authorized to the U.S. Government agencies and their Contractors.

Other request for this document shall be referred to PEO Ships PMS 385.”

Each file extension shall be the three or four-character default extension automatically assigned by the applicable software in which the document is saved. If the software does not automatically assign the three or four-character extension, the Contractor shall assign a three or four-character extension and specify the file’s applicable software and version in the letter of transmittal.

BLOCK 11-AS OF DATE: Not applicable.

PREPARED AND

APPROVED BY: Michael Massa, PMS 385 Data Manager DATE: 13 December 2018

PAGE: v

BLOCK 12-DATE OF FIRST SUBMISSION: The scheduled date for initial data submission shall be as specified.

BLOCK 13-DATE OF SUBSEQUENT SUBMISSION: The scheduled date for incremental submittals, and resubmittals, shall be as specified.

BLOCK 14/15-DISTRIBUTION: Unless otherwise stated, all deliveries shall be in digital format submitted to the PMS 385 Project Management System – Extranet Site (PMS-ES) in accordance with Integrated Digital Environment Site Access and Public Key Infrastructure/Information Assurance Awareness Attributes, Attachment J-5 unless otherwise specified. The PMS-ES system is the platform used for PMS 385’s Integrated Data Environment (IDE). Specific formats and unique delivery requirements are identified in the individual data items. The numbers specified in Block 7 are the quantities of hard copies and digital copies to be provided to the addressees. Data provided at a shared location shall meet the requirements for digital copies.

BLOCK 16-REMARKS: Contains all pertinent data information not specified elsewhere in this CDRL Schedule and any amplification of other blocks on this form (e.g., DID tailoring, use of contractor format, approval criteria and authority, inspection and acceptance clarification, distribution statements, specific submission instructions, etc.)

IX CDRL DATA ITEM EXTENSIONS

In the event that the Contractor decides to submit separate items to fulfill a CDRL Data Item requirement and to ensure that the PMS-ES accounts for each item individually, the Contractor shall request a Data Item Extension/Re-designation from the PMS-ES Data Manager via e-mail. The Data Item Extension/Re-designation allows the PME to establish separate sub-tier items within the database allowing the Contractor and Government to submit, review, and track each item independently. By requesting a CDRL Data Item Extension/Re-designation, the Contractor avoids the need to submit all of the individual items with each submission of the data item, even if only one of the items has been modified since the previous submission.

Examples of when the Contractor shall request CDRL Data Item Extension/Re-designation include the Technical Manual data item. In such an instance, the Contractor shall request CDRL Data Item Extension/Re-designation to establish separate items for each individual technical manual, thus allowing individual tracking of review comments, independent resubmissions of single technical manuals, and closure of comments on independent technical manuals.

Another example would be for data items that require supporting calculations to be submitted with drawings. In such an instance, the Contractor shall request CDRL Data Item Extensions/Re-designation to establish separate sub-tier items for the drawing and for the calculations.
