SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
QUESTIONS AND ANSWERS:
Question: Will the Government allow proposal submission via a document drop on ARL
SAFE (https://safe.arl.army.mil/)?
Answer: Yes, Section L has been revised to allow Offerors the option of submitting a proposal via 'ARL SAFE' instead of via CD/DVD.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
SECTION L
L.3 ADDITIONAL INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS
L.3.1. GENERAL
L.3.1.1 The Offeror shall submit all information required by this solicitation. Failure to comply with the terms and conditions of this solicitation may result in the Offeror being removed from consideration for award. The Offeror’s proposal shall be based on the requirements contained in the solicitation (including those documents, exhibits, and other attachments to the solicitation identified in Section J). Offerors are required to submit a proposal encompassing all items listed in Section B herein.
L.3.1.2 Multiple proposals are not acceptable. Each Offeror shall submit one proposal which represents their best approach to meeting the requirements of the solicitation.
L.3.1.3 The solicitation, solicitation-related information and amendments will be made available through the internet at:
https://www.fedbizopps.gov
L.3.1.3.1 The solicitation and related information will be listed under the solicitation number and can be downloaded directly to a workstation.
L.3.1.3.2 Offerors are hereby notified that from time to time, the Government may post additional information to the website relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the Offeror’s responsibility to check the website for any such information.
L.3.1.4 CHAMP DRAFT Circular of Requirements (COR), Attachment J-1
L.3.1.4.1 The COR will be made available to the Offerors via compact disk (CD). To receive the COR Offerors shall email Ms. Samantha Rye at Samantha.rye@navy.mil and Ms. Christina Zimmer at
Christina.zimmer@navy.mil. The email shall include the Offeror’s company name, full name of the POC, e-mail address, mailing address, phone number, and the following acknowledgement statement: “I acknowledge that the
CHAMP Circular of Requirements is authorized for use in proposal preparation and subsequent contract performance and shall not be disseminated beyond current or planned subcontractors without prior approval from
PMS385. I will observe the distribution, export-control, and destruction requirements listed on the COR.”
https://www.fedbizopps.gov/ mailto:Samantha.rye@navy.mil mailto:Christina.zimmer@navy.mil
L.3.1.4.2 Any revisions to the COR prior to award will be provided via amendment to this solicitation.
L.3.1.5 The Government does not anticipate that any classified data will be generated or submitted under this effort.
However, if the Contractor believes that the submission of any classified data would best meet the requirements delineated in this Statement of Work and under any resulting CDRLs, the Contractor shall contact the Procuring
Contracting Officer (PCO) for further direction before submitting any classified data.
L.3.1.6 Submission of Bidder’s Questions
L.3.1.6.1. Offerors may electronically submit questions requesting clarification of solicitation requirements by sending completed Bidder’s Question Submittal Form, Addendum L-1, via email to Ms. Samantha Rye at
Samantha.rye@navy.mil and Ms. Christina Zimmer at Christina.zimmer@navy.mil. All questions should be submitted within 21 days after release of the solicitation to allow the Government adequate time to issue responses to all Offerors prior to the date and time set for receipt of proposals. Questions submitted via e-mail must use the subject line: N00024-18-R-2236 CHAMP BIDDER’S QUESTIONS. The Government will continue to accept questions up to two weeks before the closing date and time of the solicitation; however, time may not permit responses to be issued prior to proposal receipt. It is the Government’s intention that questions and responses will be posted as amendments to the solicitation, visible to all Offerors, at the Federal Business Opportunities Online at https://www.fedbizopps.gov. Although every effort will be made, the Government makes no guarantee that all questions will be answered. No information contained in the answers to bidder’s questions shall supersede any information contained in the solicitation (including amendments). No bidder’s question submitted shall contain proprietary information.

L.3.5.1.2 The Offeror shall structure the Technical Proposal to address the content requirements specified below in the following format, with attachments, if any, appended to the end of the relevant section:
Cover Letter, Title Page, Table of Contents, Glossary, Executive Summary
CHAPTER 1 - Factor I Design Approach
CHAPTER 2 - Factor II Organizational Resources
CHAPTER 3 - Factor III Production Facilities
CHAPTER 4 – Factor IV Past Performance
L.3.5.1.3 The proposal shall include an Executive Summary of no more than 5 pages that shall provide a brief overview of the Technical Proposal being submitted and a statement that the proposal addresses the requirements of the solicitation. The Executive Summary will not be evaluated but will be used to provide the Government personnel with a basic understanding of the Offeror’s Technical Proposal factors consisting of Design Approach, Organizational Resources, Production Facilities, and Past Performance.
L.3.5.1.4 CHAPTER 1 - Factor I –Design Approach
L.3.5.1.4.1 Offerors shall identify and describe the CHAMP Solution Concept(s), comprised of one ship design or several ship designs working in tandem to meet one or more of the CHAMP missions, they propose to study and mature. The Offeror’s proposed concepts(s) shall meet the mandatory DRAFT COR threshold values for speed, beam, draft, and mission square for the missions addressed in the proposed concepts. (COR Table 050.1-1, Attachment J-1, mission square is defined on line 1 of this table.) The Government does not expect the proposed solutions to necessarily meet all the remaining DRAFT COR threshold values, as the purpose of the efforts contained in this contract are to refine the DRAFT COR for affordability and feasibility. Therefore, the Offeror may choose to trade-off the other draft COR values to develop a proposed solution that will provide an attractive cost-benefit to the US Navy. The Offeror can propose more than one Solution Concept to meeting the CHAMP requirements, but must keep the total response within the 25 page limit for this factor. For each Solution Concept, the Offeror shall include at a minimum:
i. An overview of the proposed solution concept, including an evaluation of the extent to which the Solution
Concept is anticipated to satisfy each of the five CHAMP missions. The Offeror shall discuss if it is proposing a new clean sheet design(s) or using an existing parent design(s) with modifications. The
Offeror shall specifically identify if the solution concept includes sealift and/or subtending missions. The
Offeror shall indicate clearly if the solution concept qualifies for Option 0002. As stated in Section B Note
B, the Government intends to exercise up to up to five (5) FFP CLIN 0002 options to offerors that are developing designs that include sealift and/or submarine tender missions, as budget allows.
ii. Any planned commonality and open systems architecture included in the proposed solution concept that accomplishes producibility, flexibility/reconfiguration/multi-mission, maintainability, and/or upgradability.
iii. The rationale for why the proposed solution provides an attractive acquisition and lifecycle cost-benefit to the US Navy.
iv. An evaluation of risks (schedule, performance, cost) of the proposed solution and any risk mitigation efforts that will be included in the design approach.
v. An overview of the Offeror’s proposed trade-off studies and the rationale for how each proposed study will contribute to developing a best value CHAMP solution.
vi. An overview of the design maturation approach for each ship design. The Offeror shall discuss how the
Offeror will structure and manage their approach to accommodate COR changes that are expected to occur throughout the period of performance.
L.3.5.1.5 CHAPTER 2 - Factor II – Organizational Resources
L.3.5.1.5.1 Offerors shall describe their Organizational Resources and how they will be implemented and administered throughout the period of performance in order to successfully accomplish the requirements of the solicitation. Offerors shall provide descriptive narratives to define the processes and resources that will be implemented and administered to manage the efforts required by this solicitation. Specifically, Offerors shall address their management approach, identify key personnel, and provide a notional overall performance schedule.
L.3.5.1.5.2 At a minimum, Offerors shall describe:
i. Management approach. Identify and describe the corporate entity that will have overall management responsibility, the organizational structure (including organization chart for overall project), and key personnel. A
Program Manager shall be identified, by name, and the Offeror shall certify that the Program Manager shall be granted full authority and responsibility for contract performance if the Offeror should be awarded a contract under this solicitation. A Technical Manager shall be identified, by name, and the Offeror shall certify that the Technical
Manager shall be granted full authority and responsibility to lead and manage the complete engineering and design scope of work, including all technical, engineering and design deliverables should the Offeror be awarded a contract under this solicitation. Identify the full range of resources and skills required and available for the resulting contract including the engineering and management personnel that will be required. Provide organization chart and responsibility allocation matrix for overall project which illustrates assignment of design efforts and deliverables, to include team leads and resources with supporting narrative for each CLIN proposed (maximum 3 pages per CLIN).
Identify current and projected workload throughout the period of performance. Identify plans for subcontracting critical resources, if any, during contract performance in terms of the number of personnel, skill categories, and location of facilities. Provide projected percentages of work to be accomplished in-house, subcontracted out, and identify the skill categories for each. Provide information that demonstrates the subcontractor’s capabilities to conduct these studies or analyses. Identify and describe how the work will be planned, scheduled and tracked to allow status throughout the contract execution to show planned level of completion versus actual level of completion through the use of verifiable, measurable units of work/metrics. Provide information that demonstrates how, during contract performance, communication will be established and maintained throughout contract performance between:
the Contractor and its subcontractors; between the contractor and the Navy customer; between the subcontractors and the Navy customer.
ii. Key Personnel. Key Personnel are defined as those certain skilled, experienced, professional and/or technical personnel essential for the successful accomplishment of the work to be performed under this solicitation.
No individual shall occupy more than one Key Personnel position. Using the format provided in Addendum L-2, the
Offeror shall provide the names, proposed position, and a 2-page resume for up to a total of five (5) Key Personnel

L.3.5.1.6.2 At a minimum, Offerors shall describe:
i. the Offeror’s facilities that would be used for the construction of a ship capable of meeting the technical requirements of a CHAMP.
ii. graphically depict the layout and relative locations of the test facilities; offices; ways, drydocks, or other erection facilities; facilities for storage of intermediate construction products, including warehouses; piers and other waterfront facilities; shops and other fabrication facilities; and subcontractor facilities, if applicable, which ship construction would take place to demonstrate the capacity of the Offeror to construct, launch, test, and outfit a ship per the technical requirements of a CHAMP. Also describe any improvements in process to upgrade those facilities.
iii. identify any facilities and/or environmental limitations that would affect the Offeror’s ability to construct a
CHAMP, including predominant weather conditions, water depths (high/low tides) and any physical limitations between outfitting piers and trial areas and open ocean access (e.g. all navigating restrictions including but not limited to channel depths, bridge heights, ice restriction, lock width/capacity, etc.), and discuss planned mitigations.
iv. indicate whether the facilities are certified, by whom, and when.
v. the Offeror’s engineering capabilities and tools that would be used for detail design and construction of a
CHAMP.
L.3.5.1.7 CHAPTER 4 - Factor IV – Past Performance

For example, the Government may consider information based on its own experience with the Offeror and/or may contact the parties for whom the Offeror performed contracts and consider their responses when evaluating the Offeror’s proposal. The Government also reserves the right to verify statements and representations made in the Offeror’s proposal. The Government will determine which past performance data is most relevant. Past performance information obtained independently of the Offeror’s proposal may be more relevant than past performance information submitted by the Offeror. The Offeror is reminded that while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete past performance source data, rests with the Offeror itself.
L.3.5.1.7.2 Offerors shall provide a description of past performance experience for themselves and/or any teaming partners or subcontractors who will be conducting >25% of this effort, documenting successful completion of trade-off studies, design and/or construction contracts/subcontracts over the last five (5) years, of similar scope and complexity to the proposed CHAMP Studies and Design efforts described herein. The Offerors shall provide no more than three (3) past performance examples. At least two of the past performance examples shall have been performed by the prime contractor. If the Offeror is teaming with multiple partners or subcontractors who will be conducting >25% of the effort, the Offeror shall provide one past performance example for the partner or subcontractor that is planned to conduct the most effort of all the partners or subcontractors. Past performance descriptions shall be limited to two pages each.
L.3.5.1.7.3 For each Offeror’s contract/project and for each significant subcontractor’s contract/project, the Offeror shall provide the following listing:
a. Contract number and date awarded, type, and brief description of the statement of work (differentiate efforts performed by the Offeror’s firm and those performed by subcontractors). The description shall address, at a minimum, hull design, equipment, mission systems, control systems, and the propulsion system information and discuss the work performed and the objectives achieved. If applicable, include a discussion of the data items and documentation delivered under these contracts/projects.
