SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTIONS TO OFFERORS
I. GENERAL
The Offeror’s proposal shall be based on the requirements contained in this solicitation. Offerors are required to submit a proposal encompassing all items listed in Section B herein. The Offeror’s proposal must consist of Volumes I and II, as noted in the Table below under paragraph II. Proposal Requirements. Volume I shall contain proposal information addressing the technical and past performance factors described below. Volume II shall contain the Offeror’s proposed cost and supporting cost data, as well as the solicitation documents, including the completed and signed SF33, as described below. Volumes I and II shall follow the instructions for content and format as described in Section L and shall fully address the requirements described in Section C, Statement of Work. Only one offer will be accepted from each Offeror. No alternative proposals will be accepted by the Government. Each Offeror shall submit only one proposal that represents its best approach to meeting the requirements of the solicitation.
The proposal must demonstrate an understanding of and ability to meet all of the requirements set forth in the Statement of Work (SOW) referenced herein. Throughout the proposal, the Offeror shall provide sufficient detail to substantiate the validity of all statements. The Offeror shall demonstrate that the proposal complies with the requirements, terms, and conditions of the solicitation.
Comprehensive responses to the requirements of this solicitation are required to enable the Government to evaluate the Offeror’s understanding of and capability to accomplish the requirements of the SOW. The proposal must clearly demonstrate the Offeror’s ability to meet the requirements of the solicitation and successfully accomplish and manage all requirements of the solicitation. General statements that the Offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or paraphrasing the solicitation’s requirements in whole or in part, will NOT constitute compliance. The Offeror shall submit all information required by this solicitation. Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the proposal.
Offerors are advised to submit Proposals that are complete and clear in all respects without the need for additional explanation or information. Offerors are cautioned that, in accordance with the “Instruction to Offerors— Competitive Acquisitions” clause (FAR 52.215-1), the Government intends to award a contract on the basis of initial proposals received, without discussions. Therefore, each proposal shall contain the Offeror’s best terms from a cost/price and technical standpoint. The Government, however, reserves the right to conduct discussions and request proposal revisions, if necessary. Each factor will be evaluated on how well the response meets the requirements of the solicitation. The response that thoroughly addresses all of the solicitation requirements may be judged superior to the response that minimally addresses solicitation requirements under evaluation factors.
Since only the proposal submitted in response to this solicitation will be evaluated, Offerors should make certain that their proposal is complete with regard to the information provided. Data previously submitted, or presumed to be known, e.g., previous projects performed for the Government, will not be considered in the evaluation unless that information is physically contained in the proposal. However, in the evaluation of past performance, the Government may, in its sole discretion, consider information from sources outside the offeror’s proposal. (See Section M III of this Solicitation).
Offerors are advised that the Government may selectively verify any information provided in the proposal.
SITE VISIT
The opportunity for a site visit will be provided during 8-10 May 2017 at NAVSEA Inactive Ship Maintenance Office Bremerton, WA Building 550 and 11-12 May 2017 at San Diego Detachment Pier 7 San Diego Naval Base. If an Offeror includes data in its proposal that it does not want disclosed to the public or if the data is only to be used by the Government for evaluation purposes, it shall mark such data in accordance with FAR 52-215-1(e). Such data shall be specifically identified by page(s), paragraph(s), and sentence(s).

Individual resumes shall not exceed two pages per resume; the resumes are not included in the 50 page count. All Offeror documentation, such as foldouts, charts, figures, or tables are included in the 50-page limit. All material in excess of the page limits will be neither read nor evaluated.
The Offeror is responsible for the condition of its delivered proposal. In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished, which shall be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person.
Offerors are cautioned that they are responsible to ensure that material that they desire to have evaluated for a particular section is contained in that specific section. Each volume shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information required for proposal evaluation, which is not found in its designated volume, may be assumed to have been omitted from the proposal.

IV. VOLUME I-TECHNICAL PROPOSAL AND PAST PERFORMANCE
This volume shall address Technical and Management Approach and Personnel Resources, as well as past performance. It shall include all information required for proposal evaluation, and be sufficiently detailed and complete to demonstrate fully that the Offeror understands the scope of the acquisition, and that the Offeror has an overall capability to provide the required work in accordance with all requirements of the solicitation. This section of the proposal shall exclude any reference to the cost aspects of the proposal. Volume I shall be organized by Technical factor and the Past Performance factor in the following format as has a page limit of 50 pages.
FACTOR 1 - TECHNICAL AND MANAGEMENT APPROACH
Offerors shall demonstrate in sufficient detail a technical and management approach that demonstrates the Offeror’s understanding and capability to successfully accomplish the requirements stated in Section C of the solicitation related to the receipt, maintenance, and disposal of vessels assigned to the INACTSHIPMAINTO Bremerton. The Offeror’s discussion shall specifically address, and clearly demonstrate the offeror’s knowledge of, the risks associated with the receipt, maintenance and disposal of vessels, and any techniques, methods and actions that will be used by the Offeror to mitigate the risk(s) associated with the SOW in these areas. The Offeror shall also provide an explanation of whether the techniques and methods identified for risk mitigation have been successfully used by the Offeror.
The Offeror ‘s technical and management approach shall also specifically address, and demonstrate a detailed understanding of, the health, safety and environmental issues involved in successfully accomplishing the receipt, maintenance and disposal of vessels, as well as a knowledge of the applicable statutes and regulations, and shall describe an effective approach for ensuring that all work is conducted in a safe manner and in compliance with all applicable statutes, and regulations such as OSHA, NIOSH, EPA and other federal, state and local laws and regulations, including Navy requirements referenced in Section C that deal with asbestos, industrial safety and operational risk management programs.
Additionally, the Offeror’s technical and management approach shall specifically address, and demonstrate a thorough and detailed understanding and capability in the area of , shipboard systems including electrical, external CP, DH, compensated fuel systems, ship hull connections, and isolation procedures. The Offeror shall also describe, and demonstrate its knowledge of, the different approaches necessary to successfully maintain “strike” versus “mobilization” vessels.
The technical and management approach shall thoroughly describe the contractor’s Start-up Plan detailing how it will accomplish the creation of Standard Operating Procedures, Manuals, Plans, and other required documentation and how it will ,furnish the necessary personnel and materials to execute the requirements of this solicitation in a manner that will ensure uninterrupted workflow during the transition process. The technical and management approach shall also describe how the contractor will effectively adjust to changing workloads including possible additional unplanned requirements and how they will provide accurate estimates for manpower and material resources dealing with these changes. In addition, the technical and management approach shall describe how the Offeror will effectively manage performance while complying with all federal, state and local facilities regulations.
Offerors shall provide any other information the Offeror considers relevant to demonstrate its understanding of, and capability for, performing the SOW, including recent relevant corporate experience, i.e., contracts in-progress or completed within the last (5) years, as a prime or subcontractor, that are of similar scope, magnitude and complexity to the requirements of the solicitation. The Offeror shall explain how the previous corporate experience demonstrates its understanding of, and capability for, performing the requirements of this solicitation.
If the Offeror’s proposal includes subcontracting critical portions of the SOW, the Offeror shall provide a narrative discussing the work to be subcontracted, the subcontractors proposed, and the management approach to ensuring that the work is executed in accordance with the solicitation. A critical subcontractor is defined as one that performs more than 10% of the overall dollars proposed in Volume II.
FACTOR 2 - PERSONNEL RESOURCES
KEY PERSONNEL
The Offeror shall submit one resume for each full time key personnel position. Key personnel are those assigned to the following labor categories:
Labor Category Project Manager Safety Health Environmental Manager
The Offeror shall provide signed written letters of intent for all key personnel not currently employed by the Offeror. A written letter of intent is signed by the prospective employee stating their intent to accept employment in a stated position with the Offeror if the Offeror is awarded this contract. Any resume of a key person not currently employed by the Offeror or its subcontractor that is not covered by a signed written letter of intent shall not be evaluated.
Failure to submit any required resumes together with any applicable letters of intent will be taken to mean that the Offeror does not have sufficient key personnel to adequately fulfill the contract requirements, and the Offeror’s proposal may be found unacceptable.
Each resume shall be no more than two (2) pages. Written letters of intent will not be counted in the 2-page limit.
The resumes shall provide sufficient information to demonstrate the individual’s technical competence to perform the work associated with the labor category for which the individual is proposed, and shall address the individual’s current level of security clearance, education, training, and experience relevant to the labor category descriptions and requirements stated in Section H of the solicitation. The resumes shall demonstrate that the individual meets the minimum requirements specified in the solicitation. The failure of key personnel to meet the minimum requirements specified in the solicitation shall be considered a deficiency and shall result in a rating of unacceptable for this factor.
Offerors shall not submit resumes for NON-KEY personnel with their proposal. However, the Offeror shall I nclude all labor categories (both key personnel and non-key personnel) in the compilation of its cost proposal, and in its Staffing Plan. Its Staffing Plan will be evaluated to the limited extent indicated below under the paragraph entitled “STAFFING PLAN.
STAFFING PLAN
The Offeror shall provide a staffing plan of all labor category personnel based on the labor mix and hours provided in Attachment S-4. The staffing plan shall include both key and non-key personnel, and shall provide its Staffing Plan in the format described by Attachment S-4, which consists of the following information set:
a) Individual’s name
b) Employer (employee’s company name)
c) Labor Category
d) Proposed Position
e) Years of related professional experience
f) Number of labor hours proposed for each base and option year, in accordance with Attachment S-1 –
Pricing Worksheet
g) Highest educational degree obtained
h) Degree Area
i) Level of security clearance
j) Citizenship
In the event the Offeror has not identified a firm candidate for a proposed non-key personnel labor category, Offeror shall include the word “pending” in lieu of an individual’s name. Offerors shall propose firm candidates for key personnel labor categories (consistent with the resumes provided, as required in the above paragraph) and shall attempt to minimize the number of non-key personnel labor categories for which candidates have not been identified. Additionally, strengths may be assigned to an offeror that proposes firm candidates that currently possess required security clearances, information provided in the Staffing Plan will not be used to evaluate the qualifications of personnel, but will be used to evaluate the degree to which the Staffing Plan is consistent with the Offeror’s proposal, and proposes firm candidates that clearly map to the labor categories and hours designated in the solicitation, and are consistent with the personnel, labor categories and hours listed in the Offeror’s Cost Proposal
FACTOR 3 - PAST PERFORMANCE
Offerors shall provide information (see Attachment S-2) on at least three (3) previous Government contracts whose effort is recent and relevant to the effort required by this solicitation. Recent is defined as a contract (or subcontract) in-progress or completed within the last five (5) years. If the Offeror has not had three (3) Government contracts within the last five (5) years, information on relevant subcontracts and/or commercial contracts may be submitted instead. The information must clearly show that the work by the Offeror was done as a prime Contractor or a subcontractor. Relevant is defined as a contract that is of similar scope, magnitude, and complexity to the requirements set forth in this solicitation. Offerors who describe similar contracts and subcontracts shall provide a detailed explanation demonstrating the similarity of the contracts, and the work that they performed on those contracts, to the requirements of this solicitation and SOW. This information shall be provided by the submission of Attachment S-2 (Past Performance Data). Failure to submit any past performance information shall be considered certification (by signature on the proposal) that the Offeror has no past performance for like or similar items for the Government to evaluate. Offerors shall verify accuracy of all data provided. Past performance information regarding subcontractors that will perform critical aspects of the requirement, shall also be provided. A critical subcontractor is defined as one that performs more than 10% of the overall dollars proposed in Volume II.
In addition to the information requested above, Offerors shall contact their past performance references indicated in Attachment S-2 and request that each reference complete Attachment S-3 (Past Performance Questionnaire) and e-mail the completed survey form directly to Ms. Lisa Carll at lisa.carll@navy.mil and Ms. Sheila Utz at sheila.utz1@navy.mil BY THE CLOSING DATE AS SPECIFIED IN SECTION A. These questionnaires, when filled out by the selected references, shall be sent by the reference directly to the POC, and SHALL NOT be sent via the Offeror or any other party. Any questionnaires received directly from the Offeror are NOT ACCEPTABLE, and will not be considered. It is the Offeror’s responsibility to ensure that its selected references submit the completed questionnaires to the POC for receipt on or before the required proposal due date. Any questionnaire received after the proposal due date will be late and may not be considered in the Offeror’s past performance evaluation. The Government, in its discretion, will determine whether to consider questionnaires received after the due date of the solicitation. The Government reserves the right to contact references for verification or additional information.
V. VOLUME II –COST PROPOSAL/FACTOR 4
All information relating to cost data shall be included in Volume II. The cost proposal shall cover all aspects of the proposed effort. Data contained in the cost proposal shall be consistent with data contained in technical proposal.
The cost data shall support the level of resources (products and services) required to complete the requirements of this solicitation. A monetary value has not been assigned for requirements where an offeror earns evaluation credit for performance above the stated minimum levels or capabilities of the solicitation; therefore, requirements will be evaluated based on the relative importance to other factors. The burden of proof as to cost/price credibility rests with the Offeror. Unrealistically low prices may indicate an inability to understand requirements.
Accordingly, the Government may consider the findings of such an analysis in evaluating an Offeror’s ability to perform and the risk of its approach.
The cost proposal evaluation will be based on an analysis of the realism of the cost proposal. The burden of demonstrating cost credibility rests with the Offeror. Any proposed cost not considered realistic will be adjusted accordingly by the Government so that the Government will arrive at a total evaluated cost, that being the cost plus fixed fee that the Government may reasonably expect to pay for performance. Only upward adjustments, if any, will be made. Cost adjustments are for evaluation purposes only, and award will be made at the proposed costs and fees of the successful Offeror.
Volume II cost data shall be organized as follows:

(b) The spreadsheets shall be formatted for printing on 8.5 x 11 inch paper (NOT legal sized paper) (Landscape format is permissible).

The Estimated Total Hours include overtime and subcontracting hours but exclude holidays, sick leave, vacation days and other absences.
The number of manhours expended per month shall be commensurate with the effort ordered and the required delivery date of such effort. The number of manhours expended per month may fluctuate in pursuit of the technical objective, provided that such fluctuation does not result in the utilization of the total manhours of effort prior to the expiration of the term thereof. The number of manhours for any labor category may be utilized by the contractor for any other labor category if necessary in performance of the contract.
If at any time during the performance of this contract the contractor expends in excess of 85% of the available estimated manhours of direct labor, the contractor shall immediately notify the Contracting Officer in writing.
Nothing herein shall be construed to alter or waive any of the rights or obligations of either party pursuant to the clause entitled “Limitation of Cost” and/or “Limitation of Funds.”
The Offeror’s cost proposal submittal shall be based on the labor mix provided in Attachment S-1, Pricing Worksheet. This information is for the Government to develop a uniform cost comparison for award purposes only. Neither the Government nor the Offeror shall be bound to this mix during contract execution. Rates shall be proposed using current employees and, if applicable, anticipated new hires. Any rate proposed in any labor category considered unrealistically low for that category based on the requirements will be subject to an upward adjustment by the Government for cost realism evaluation purposes. The Offeror shall clearly show the employment status of each individual proposed. The personnel, labor categories, and hours indicated in the cost proposal must match the personnel, labor categories, and hours indicated in the Technical Volume.
For evaluation purposes, 1,880 hours equals one man-year. If Attachment S-1, Pricing Worksheet. shows more than 1,880 hours for any labor category, the Offeror shall include more than one individual.
3.1- DIRECT LABOR SUPPORT
(a) Labor Rates: The Cost Proposal shall reflect actual labor rates expected to be expended (delivered) in performing the proposed contract; e.g., actual hourly rates for named personnel if such rates will be the basis for billing under the resultant contract, and not a composite rate of individuals within a labor classification or labor category. The Cost Proposal shall contain a table which shows the following for each named person:
(1) Current (as of the date of proposal submission) actual hourly rate (based on a 40 hour workweek) and note the effective date of the rate (Month/Year);
(2) Current decremented hourly rate (if Uncompensated Time is proposed or will be delivered);
(3) Contract Base Period hourly rate. Offerors shall ensure that they escalate current actual rates based on the Offerors’ current approved escalation policy. In addition, provide the method and application of this escalation rate for each period as part of your proposal. See paragraph (b)(1) below for details;
(4) Derivation of rates for unnamed positions shall be shown in a similar manner. Fully explain the basis of the rates for unnamed positions. The basis for all "To Be Determined (TBD)" or "Pending" employee rates proposed must be detailed with specificity.
(5) Offerors shall provide a screen-capture (or equivalent) from the employer's payroll system for each name in the Offeror's Staffing Plan. The Offeror shall fully explain all pertinent data on a sample screen capture. The Government must be able to derive the direct rate from the screen capture information provided by the Offeror. If there is no payroll data available for one or more of the individuals proposed, offerors shall provide payroll data for a comparable position and a brief analysis of how the proposed position is comparable to the position corresponding to the payroll data supplied. Any additional supporting documentation may be provided at the offeror's discretion. Each screen-capture should match the historical rates listed for that individual on the Pricing Worksheet Format spreadsheet Attachment S-1, Pricing Worksheet. The proposed rates provided in this attachment must be the exact rates utilized in the pricing section B, proposed in the cost analysis narrative and provided in the Attachment S-1, Pricing
Worksheet. If any individual's proposed rate is different than the actual incurred rate provided on Attachment S-1, Pricing Worksheet or in the screen capture, the Offeror is to explain the reason for the difference in the narrative.
(b) Labor Escalation: In addition to the information required in the bullets above, offerors (PRIME AND ALL SUBCONTRACTORS) shall also provide the following information for analysis of their proposed direct labor costs:
(1) Labor Escalation is defined as including all factors that affect an employee’s direct hourly rate to include promotions, other merit increases, and cost of living increases.
(2) Offeror's proposal shall contain a narrative explanation of the escalation percentage(s) proposed and how/when the escalation rate is applied in the base period and each option period;
(3) Offeror's proposal shall describe the offeror’s corporate raise policy (e.g. raises are given on individuals’ anniversary dates, or all employees receive raises on the same date each year. If the answer is the latter, provide the date.);
(4) Offeror's shall provide three (3) years of historical documentation supporting the escalation proposed;
(c) Uncompensated Overtime - If the Offeror proposes uncompensated overtime it shall be clearly identified and shall comply with the requirements of FAR 52.237-10 “Identification of Uncompensated Overtime.” Additionally, Offerors shall provide data to substantiate uncompensated overtime, e.g., by providing decremented rates of preceding year for the individual for whom the uncompensated overtime is proposed, signed letter of agreement for uncompensated overtime from the individual proposed, etc.
4. SUBCONTRACTOR COSTS
The Offeror shall provide a complete list of all subcontractors that are planned for use under this contract, the planned subcontract type, and pricing arrangement for each subcontractor. The Offeror shall provide the name, address, telephone number, CAGE code, and point of contact for each subcontractor. The Offeror shall provide the anticipated subcontractor values and the type of subcontract to be used. The Offeror shall provide copies of signed agreements for teaming, subcontracting, or other arrangements that will have a direct impact on this effort.
Subcontractors’ proposals shall include subcontract cost data in the SAME LEVEL OF DETAIL as provided by the prime Offeror.
The Offeror should incorporate all subcontractor cost proposal information in the submitted copies of the Cost Proposal. This will include all of the required information in Attachment S-1, Pricing Worksheet. Each subcontractor must be addressed separately.
Subcontractor price/cost breakdowns may be submitted in separate sealed envelopes if the subcontractor does not wish to disclose its actual labor and indirect rates to the prime contractor. In such cases the Offeror will use the subcontractor’s labor hours and loaded rates for proposed personnel to complete Attachment S-1, Pricing Worksheet. If the subcontractor provides a separate cost proposal to NAVSEA, the subcontractor’s package shall be marked with their corporate name, address and point of contract, the corporate name of the prime Offeror, the solicitation number, the name and code of the contracting officer, and a clear description that the package contains cost data and should not be opened by unauthorized personnel. Subcontractors shall place the appropriate restrictive legend on their data.
Additionally, subcontractors shall provide contact information for their cognizant DCAA Branch office with the name, e-mail address and phone number of a DCAA point of contact who is familiar with their company. It shall be submitted in accordance with, and to the address indicated in, Section L-1, III by the due date and time specified for receipt of proposals.
In accordance with FAR 15.404-3, the Offeror shall provide a detailed cost/price analysis of any proposed subcontractor efforts, as applicable, as well as the extent of competition utilized to select the submitted subcontractor. This will include identification of the subcontractor contract type, the date of subcontractor proposal, a copy of the subcontractor proposal, and a detailed cost/price analysis of each proposed subcontractor proposal which describes the cost/price analysis performed by the Prime and how that analysis resulted in the Prime’s determination of the submitted subcontractor rate cost/price as fair and reasonable.
In addition, the Contractor shall agree that in the performance of this contract, at least 50% of the cost of contract performance shall be incurred for personnel that are employees of that concern (i.e., the prime contractor).
5. OTHER DIRECT COSTS, TRAVEL, AND MATERIALS
The Government has estimated travel and material costs, for each of the base and option years, for evaluation purposes, as specified below:
BREMERTON SAN DIEGO
Material Travel Material Travel
Base Period $3,360,839 $39,000 $253,820 $50,000 Option Period One $3,101,339 $40,000 $254,456 $130,000 Option Period Two $3,348,828 $41,000 $330,104 $140,000 Option Period Three $1,209,997 $5,000 $415,776 $160,000 Option Period Four $2,246,148 $5,000 $561,460 $100,000
The Offeror must use these figures in its cost proposal for purposes of Offeror uniformity but shall not calculate fee on them. These amounts are included in Attachment S-1, Pricing Worksheet.
(i) Travel estimated above is for travel and shall be in accordance with the clause entitled “HQ B-2-
0019 TRAVEL COSTS (NAVSEA) (MAY 1993)”
(ii) Material estimated above is for all material, equipment, transportation of material, tools and supplies necessary to accomplish the work required under the contract that is not furnished by the Government as GFP as indicated in Attachments 6, 7 and 8 . It also includes elements of the SOW that are specifically designated to be reimbursed as Material or Other Direct Costs. Additionally, material includes elements such as crane and tug services, disposal, and portable toilets, material in support of small boat and craft overhaul and the removal of hazardous materials in preparation for Sink Exercises (SINKEX) and any incidental material in support of the SOW. Security services and Diving services are NOT considered ODC's .
For any indirect expense cost categories, the Offeror shall indicate in detail where in its proposal these expenses are included. Any Offeror having an accounting system which includes, within overhead or G&A, the cost categories set forth above shall specifically state this fact within its proposal. This will preclude these costs from being unduly considered in the Government's cost evaluation. If you are currently being audited, or have been audited by the Defense Contract Audit Agency (DCAA), it is requested that the name and location of the assigned DCAA office be furnished with your proposal.
6. INDIRECT RATES AND FEE
Indirect Rates - The Offeror shall identify in Attachment S-1, Pricing Worksheet all proposed indirect rates/costs such as Fringe, Overhead (i.e., labor and material), General and Administrative, Facilities Capital Cost of Money (FCCOM), etc. The Offeror shall clearly delineate for each indirect cost(s) the rate proposed for the base year and each option year and the formula used to apply these rates. If subcontractors are to submit cost information individually, the subcontractor should conduct this comparison and provide explanations.
Indirect Rate Supporting Rate Documentation: Offerors shall provide the supporting information and identify the basis of proposed rates for indirect costs (e.g., Forward Pricing Rate Agreement and date of agreement, bidding rates and the date of submission; or, actual rates used and the effective date, billing rates, and the date of approval, etc.). The Offeror shall provide an explanation as to why the proposed rates may differ from those recommended by DCAA (if known). If Offerors do not have FPRA's or rates available from DCAA/DCMA then Offerors shall show how indirect rates were computed and applied, including cost breakdowns, trends and budgetary data. Offerors shall identify the Government contracts contributing to the pools and expiration dates for those contracts. An example of the required information is included as a Tab in Attachment S-1, Pricing Worksheet, Format, in Section J. This information will be used to establish source and reasonableness of price.
The Offeror shall provide a three-year history of actual each proposed indirect rate and shall explain the basis for any rate difference between the prior three (3) year period and the rates being proposed. This history shall include the Offeror's most recently completed fiscal year even if the rates are considered preliminary and have not yet been submitted to DCAA for audit. Note whether the actuals have been audited by DCAA or any other independent organization. The Offeror shall compare the most current DCAA-recommended rates, if any, for the Offeror’s company and for any subcontractor and provide a thorough explanation of the differences.
Offerors are notified that the realism of proposed indirect rates will take historical actuals into consideration.
Further, indirect rates significantly lower than recent actuals, or declining indirect rates may not be evaluated as realistic unless fully explained.
When the Offeror elects to…
