*Offeror’s total labor hours will include the offeror’s proposed hours for CLIN 0002-Order 0001
CLIN 0001 contains Program Management labor hours only. The labor mix for CLIN 0001 should be determined based on the provided CLIN 0001 statement of work and requirements of CLIN 0001- Order 0001, as provided in Attachments J-100, J-101, and J-102.
For CLINs 0002-0007, the estimated labor mix is provided in Table L-3 below for proposal purposes:
Table L-3 – Estimated Labor Mix
Craft/Trade Percentage of Labor Shipfitters 9% Machinists 6% Safety 7% Electrical/Electronic 38% Pipefitters 6% Painters 10%
Riggers/Crane 4% Stagers 11% Carpenters 1% Composite 1% Welders 7%
Offerors shall utilize Table L-3, Estimated Labor Mix, along with an analysis of the Statement of Work to determine the complexity of work to be performed and the seniority level of employees within a given craft/trade labor category. Cost realism will be performed on the proposed labor mix. Cost realism analysis is the process of independently reviewing and evaluating specific elements of each offeror’s proposed cost estimate to determine whether the estimated proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance and materials described in the offeror’s technical proposal.
The instructions for each of the required cost exhibits within Attachment J-8 are provided in Table L-4 below. The Offeror shall identify each cost exhibit, follow the prescribed format, including all the information requested, and sequentially number the pages as appropriate.

Subcontractor labor hours and pricing must be included in the Offeror’s (prime contractor) pricing included in this cost exhibit. The total labor hour and total dollar price amounts shown in this exhibit must equal the cumulative total shown in Exhibit L0001. The total hours and material must be consistent with Exhibit L0004.
(c) Instructions for Attachment J-8 - Exhibit L0003 – CLIN Cost Element Breakdowns
(1) This cost exhibit displays the Offeror’s proposed price by specified element of cost for each order under each CLIN. The total value for each CLIN must equal the value of the order provided in Exhibit L0002. The total for each CLIN must be equal to the Section B pricing proposed in the model contract. Subcontractor costs must also be included in the Offeror’s (prime contractor) cost exhibit. Each Subcontractor must be separately listed, regardless of subcontract value. If Facilities Capital Cost of Money (FCCOM) is not proposed, it shall not be an allowable cost under the contract.
