Draft RFP N00024-16-R-2321 Questions and Answers
Page number and paragraph header from source: Question: Government Response pg 11, para (3)(c) Pg 12, para (2)(a) Pg 13, para (3)(b) pg 13, para (4)(a)
The award fee criteria specified in the draft RFP for multiple CLINs indicate that both Schedule Performance Index (SPI) and Cost Performance Index (CPI) are metrics for determining award fee, yet the overall draft solicitation does not specify an EVMS requirement for contract execution. Will a certified EVMS system be required?
The DDG 1000 Post-Delivery Execution Yard IDIQ anticipates potentially utilizing individual completion delivery orders or group of related completion delivery orders that meet the threshold for an the earned value management system and reporting that shall comply with the guidelines in the American National Standards Institute/Electronic Industries Alliance Standard 748, Earned Value Management Systems (ANSI/EIA-748).
The DDG 1000 Post-Delivery Execution Yard IDIQ does not anticipate utilizing individual completion delivery orders or group of related completion delivery orders that meet the threshold for a certified earned value management system at DFARS 234.201 (1)(ii) For cost or incentive contracts and subcontracts valued at $100,000,000 or more, the contractor shall have an earned value management system that has been determined by the cognizant Federal agency to be in compliance with the guidelines in ANSI/EIA-748. Therefore, EVMS compliance surveillance activities will not be routinely conducted by the Defense Contract Management Agency (DCMA).
The following provisions will be added to the final RFP:
DFARS 252.234-7001, Notice of Earned Value Management System
(DEVIATION 2015-O0017)(SEP 2015)
DFARS 252.234-7002, Earned Value Management System
(DEVIATION 2015-O0017)(SEP 2015)
2 Pg 112 Section J of the draft RFP indicates a small business subcontracting plan will be required. When will the specific small business percentage requirements be provided to bidders?
A Small Business Subcontracting Plan will only be required for individual delivery orders. The Section J attachment will be removed from the base IDIQ and will be required on individual orders in accordance with NAVSEA clause HQ L-2-0009 SMALL BUSINESS
SUBCONTRACTING PLAN (NAVSEA).
3 Pg 112 There is an extensive list of attachments indicated in the Section J of the draft RFP that were not provided - when will bidder's library be established?
All Section J attachments will be provided with the final RFP release.
Pg 9, para (b)
The grading criteria for "Accuracy of CDRL Deliverables" implies that a higher number of inaccurate CDRLs would gain a higher award fee (eg. Inaccuracy greater than/equal to 90% = Excellent). Recommend review wording and grading scale for consistency in reaching the intended award fee score.
This language is incorrect, as a higher rating is reflective of accurate CDRLs. The grading criteria will be corrected in the final RFP release.
5 Pg 11-12, para (1)(a) On pg 11-12, there are two conflicting grade scales included in the same paragraph.
The correct language/grading scale will be provided in the final RFP release.
6 Pg 29-37 inclusive
Sections B and C of the draft discuss the requirements for facilities within a shipyard environment. Is the Navy still planning to conduct a significant amount of PDA/PSA work at the San Diego Naval Base, outside of the shipyard facility? Are there continuous facilities requirements at the shipyard when the ship(s) have transitioned to the Naval Base?
The quantity of post-delivery scope planned to be accomplished at the contractor's facility will be determined by the exterior staging and support service requirements of the post-delivery availability work packages.
The continuous facilities requirements of the shipyard are described in Section C, Items 0002/0003, paragraph b., "Government Furnished Equipment (GFE) / Government Furnished Property (GFP) will be delivered to the Contractor for PDA/PSA. The Contractor shall pre-stage all equipment and material in a warehouse until required for the availability. The Contractor shall inform the Government of the GFE/GFP arrival and identify the time, date, and location of the receipt inspection. The Government or Government Representative may participate in the receipt inspection."
7 Pg 29-37 inclusive Will the Navy consider work in facilities outside of the immediate San Diego area, especially if yard work loading dictates (for instance, if emergent dry-dock work for other Navy vessels precludes meeting planned schedule for
DDG 1000/1001/1002)?
The Navy is not considering locations other than the San Diego homeport to accomplish the planned post-delivery intensive industrial execution. Emergent requirements will be determined by ship location on an as-needed basis.
8 Pg 29-37 inclusive With respect to the execution of PDA and PSA efforts for each ship, will the Navy provide separate TI/TO documents for each individual PDA/PSA effort on each ship (with the development of separate IMS, cost and schedule baselines by the contractor)?
The Navy will provide separate TI/TO documents for each individual post-delivery execution effort on each ship with associated cost and schedule baselines.
In accordance with Section C, Item 0001, paragraph b, "The Contractor shall develop and provide an Integrated Master Schedule (IMS) that integrates all work and test activities for Post Delivery, including PDA, MSA, PDT&T, and PSA. The IMS will be based upon inputs from other Government agencies, Contractors, Alteration Installation Teams (AITs) and Fleet with the key events and milestones for each ship. The Contractor shall provide updates as required until the completion of OWLD for each ship."
9 Pg 29, Part I With respect to the execution of emergent work, how will the work be tasked - as a separate TI/TO, or via change order to the existing TI/TO for the specific PDA/PSA effort, with the associated changes to cost and schedule baseline? Will a different award fee structure be established for emergent work?
Emergent work will be tasked as a separate TI/TO. Emergent work will occur under CLIN 0002 (Industrial Efforts) and will use the applicable CLIN 0002 award fee criteria.
10 Page 21, para B Please clarify what is meant by the last sentence in the paragraph, "The sum of al four Award Fee contributions is the Total award Fee (%) for CLIN 0001,0002,0003,0004,0005,0006, and 0007." Three of those CLINS are FFP
The FFP CLINs (0003, 0005, and 0007) are not applicable to award fee. This language will be corrected in the final RFP release
11 Page 31, para q For facilities planning purposes, how large is the stowage requirement for the government test team anticipated to be?
Independent stowage requirements for the government test team can be stored within office facilities or GFE storage warehouse.
Statement of Work language will be amended to reflect this.
12 Page 31, Para I.3 Is it safe to assume that the government will, as a matter of the providing GFP, also procure the support services/information for that GFP, as necessary to support installation and test of the equipment?
4E work specifications will provide detailed requirements on support services / information for GFP, as necessary to support installation and test of the equipment.
13 Page 36, para a Paragraph (a) indicates the potential for significant corrective maintenance requirements beyond the capability of the crew. When will the associated information required to conduct corrective maintenance (drawings, tech manuals, etc.) be made available to the contractors to be bid upon?
This information will be provided post-award via a negotiated delivery order.
14 Page 36, para a Is it expected that the contractor will support corrective or preventive maintenance items while ships are in transit from the builder's yard to San Diego through this contract vehicle?
No, it is not expected that the contractor will support corrective or preventive maintenance items while ships are in transit from the builder's yard to San Diego through this contract vehicle.
15 Page 36, para b Paragraph (b) indicates the potential for significant preventive maintenance requirements. When will the associated information required to conduct preventive maintenance (drawings, tech manuals, maintenance procedures, maintenance schedules, etc.) be made available to the contractors to be bid upon?
The government will provide all preventive maintenance procedures that could be tasked under the IDIQ shortly after award. Preventive maintenance actions will be tasked via a negotiated order.
16 Pg 87-88
Section I (pages 87 and 88 of 121) cites the following contract clauses: 252.219-7003 – Small Business Subcontracting Plan (DOD Contracts), Oct 2014 and 252.219-7003 (Dev) – Small Business Subcontracting Plan (DOD Contracts), Deviation 2013-O0014. We request that the Government add the following clause:
252.219-7004, Small Business Subcontracting Plan (Test Program).
This clause may be added to the resultant contract if the successful contractor has a comprehensive subcontracting plan approved under the test program described in DFARS 219.702
17 Page 30, para h Will the JFFM planning milestones in either Volume I or Volume II be used to develop the PDA, PSA, and/or MSA availability work packages?
While the JFMM milestones will be used as a guide, the expectation is that the government and contractor will establish planning milestones bi-laterally as part of the respective work package order negotiations.
18 Page 30, para h Will the JFFM planning milestones in Volume II be used to develop the CMAV work packages?
While the JFMM milestones will be used as a guide, the expectation is that the government and contractor will establish planning milestones bi-laterally as part of the respective work package order negotiations.
Page 12, para 2(a) Page 14, para 2(a) Page 17, para 2(a)
Under the various “schedule” criteria, the draft RFP states “The schedule and work scope is defined as the original Integrated Master Schedule (IMS) which incorporates all work items tasked for execution at the start of PDA and PSA.” Is this intended to reflect the language of NSI 009-60 which calls for an initial Integrated Production Schedule (IPS) to be submitted at A- 30 followed by submission of the Schedule of Record (SOR) at A-0, where the SOR is defined as revised IPS at the start of the availability (A-0 day) that includes refined sequencing and completeness as a result of completed subcontracting actions, incorporation of additional Government Furnished Information (GFI), or any contract modifications increasing the scope of work between contract/delivery Order award and availability start?
The IPS will be submitted based on the scoping of 4E work specs under CLIN 0002 (Industrial Efforts) orders and are intended to reflect the language of NSI 009-60 to the maximum extent practical for DDG 1000's post-delivery execution. While the JFMM milestones will be used as a guide, the expectation is that the government and contractor will establish planning milestones bi-laterally as part of the respective work package proposal negotiations, to include the delivery date of the integrated schedule for each respective availability.
If other than NSI 009-60 requirements is intended, please define the intended offset between the conclusion of work tasking A-0 and submission of the IMS/IPS
NA, see answer to question 22 above.
In multiple places the award fee criteria are specifically defined to evaluate PDA and PSA efforts. How will work performed in MSA’s, CMAV’s, or WOO’s be evaluated?
The language will be modified in the final RFP to reflect all post-delivery work instead of PDA/PSA efforts. An award fee evaluation will occur every 6 months. All post-delivery execution yard work (including PDA, MSA, CMAV's, and WOO's) performed during the preceding period will be evaluated.
22 Pages 25-26 Payments of Fee clauses are included for both “Completion” type and “Level of Effort” type work. Which of the four CPAF CLINs will be of which type?
The Government seeks to maintain the flexibility to place either completion or LOE orders under any of these CLINs. The final determination will be based on the specific scope of work and negotiated on individual delivery orders.
23 Page 29 Item 0001.b discusses development of an Integrated Master Schedule (IMS). Is term and requirement fully interchangeable with the NSI 009-60 requirements and defined termed Integrated Production Schedule (IPS)?
No, the term and requirement is not fully interchangeable with the NSI 009-60. The IPS requirement will be incorporated into the post-delivery period IMS. The government considers the IPS to be a sub-set of the IMS. The IMS, which will be maintained by the Execution Yard, includes all work and tests irrespective of the prime contractor (AITs, MSA Prime Contractor, etc.).
24 Page 29 Item 0001.d. contains an extensive list of meetings which both overlap amongst themselves and with the NSI defined meetings. Is this list meant to indicate potential meeting types and topics or is it a prescriptive requirement?
The meetings listed in Section C, Item 001d are meant to indicate potential meeting types.
25 Page 30 Please clarify the relationship between Item 0001.g. and 0001.h. Are the terms “work item” and “work item specification” being used interchangeably to mean a JFFM Appendix 4E compliant definition of work scope?
Work item and work item specification is used interchangeably and indicate a JFFM Appendix 4E compliant definition of a work scope.
26 Page 30 Item 0001.j directs for a Compartment Close-out schedule to be developed and submitted prior to the start of the PDA and PSA. CAT I NSI 009-81 calls for this report to be developed and submitted for the 50% Review Conference.
To ensure clarity of requirements, recommend either deleting item 0001.j or waiving NSI 009-81.
The Government will either delete item 0001.j or waive NSI 009-81 in the final RFP release
27 Page 30 Item 0001.k discusses requirements for preparation of a Test and Inspection Plan (TIP). Instructions for this are also cover in Cat I NSI 009-04. To ensure clarity of requirements, recommend either deleting item 0001.j or waiving NSI 009-04.
The Government will either delete item 0001.k or waive NSI 009-81 in the final RFP release
28 Page 30 Item 0001.l. discusses requirements for preparation of a Test Plan. Instructions for this are also cover in Cat I NSI 009-67. To ensure clarity of requirements, recommend either deleting item 0001.j or waiving NSI 009-67.
The Government will either delete item 0001.l or waive NSI 009-81 in the final RFP release
29 Page 30 Item 0001.m provided a requirement to produce Expanded Process Control Procedures (EPCPs) in accordance with NAVSEA Standard Item 009-119. Recommend deleting this requirement as EPCP’s were eliminated by the cancellation of NAVSEAINST 5400.108B on September 19, 2014 and NSI 009-119 was cancelled on July 18, 2014.
Correct. The Government will delete this requirement in the final RFP release.
30 Page 31 Please clarify the scope an expectations of item 0001.q “The Contractor shall provide the use of its facility for test team to perform maintenance, calibration and stowage of test equipment”
Independent stowage requirements for the government test team can be stored within office facilities or GFE storage warehouse.
Statement of Work language will be amended to reflect this.
31 Page 32 Paragraph a.4)iii requires that the ship be provided with shore power of 4000 Amps of 4160. This appears to be the full maximum shore power capacity of the vessel and greatly beyond the actual amount of shore power the ship will require.
The final RFP will reflect a requirement for 800 amps of 4160 volts electrical power supplied to the ship's shore power connections.
32 Page 32
Paragraph b.2) states that paragraph 5 of the work specification will be used to identify contractor furnished material. This directly contradicts the requirements of JFFM Appendix 4E which directs that paragraph is to be used only to identify Government Furnished Material (GFM). Please confirm that the work specifications provided will be in accordance with the JFFM Appendix 4E instructions for the preparation and utilization of work items. Paragraph b.5) refers to the application of NSI 009-06 and additional augmentations to that requirement.
The Government will revise wording to state that para 5 will be used to only identify GFM. The work specifications provided will be in accordance with JFFM Appendix 4E.
33 Page 35 Paragraph d.b. calls for two daily meetings to be held. This requirement has 100% overlap with meetings already identified in 0001.d. as well as meetings called for by NSI. Recommend deleting this paragraph.
Concur, this requirement will be revised/removed.
34 Page 36 Paragraphs a.1) and b.2) state that reports may be submitted using the “back tool” of the Contractor’s choosing.
What is a “back tool”?
The contractor is authorized to use any tool of their choosing for the reports.
35 Section C
Please clarify the “corrective maintenance” and “preventative maintenance” and how each work type will be identified and tasked for accomplishment. For example, is it correct to assume the “preventative maintenance” will be tasked by PMS card whereas “corrective maintenance” tasks will be provided as JFFM appendix 4E compliant work item specification?
Corrective maintenance is fixing a piece of equipment that is broken.
Preventive maintenance is the care of equipment (checking oil level, changing oil, lubricating bearings, etc.). Yes, PMS will be tasked with PMS cards; the contractor will be required to use a Maintenance Requirement Card to conduct PMS. Corrective maintenance tasks may be provided by task letter, work chit or some other method prescribed in the contract.
36 Page 36
Paragraphs a.10) and b.1) state that “The Contractor shall perform all work in adherence to all of the requirements in the JFMM Volume 5, Chapter 2-Quality Maintenance Processes and Chapter 3-Personnel Qualification and Training in accordance with provided Maintenance Requirement Cards (MRCs) and Maintenance Index Pages (MIPs).” Is it correct to assume that this only refers to preventative maintenance and not corrective
No, this is intended to convey that all work related to maintenance (corrective and preventive) will be done in accordance with the list of references in the paragraph cited.
37 Page 38
Clause “ADDENDUM TO HQ C-2-0004 ACCESS TO THE VESSEL(S) (AT) (NAVSEA)” states All such Government personnel and other Contractor personnel shall be provided access to the shipyard and vessel(s) in accordance with Clauses C-3, “ACCESS TO THE VESSEL(S) (AT) (NAVSEA) (JAN 1983)” and C-4, “ACCESS TO VESSELS BY NON-U.S.
CITIZENS (NAVSEA) (DEC 2005)” above. Clauses C-3, “ACCESS TO THE VESSEL(S) (AT) (NAVSEA) (JAN 1983)” and C-4, “ACCESS TO VESSELS BY NON-U.S. CITIZENS (NAVSEA) (DEC 2005)” do not appear in the draft RFP.
The Access to Vessel clauses are present on pages 38-39, however they are not referenced by C-3 and C-4. These references will be removed in the final RFP.
38 Page 41 Clause HQ C-2-0013 “CONTRACTOR PROBLEM IDENTIFICATION REPORTS (NAVSEA) (MAY 1993) is duplicative of the requirements of NSI 009-01. To ensure clarity of requirements, recommend either deleting item this clause or waiving NSI 009-01.
Concur. The Government will either delete this item or will waive
NSI 009-01
39 Section B Please clarify how fixed price subcontractor costs and material costs incurred under CPAF(LOE) tasking will counted towards as part of fulfilling the total level effort.
In accordance with LEVEL OF EFFORT – ALTERNATE I (MAY 2010) on page 72 of the draft RFP:
"The Contractor agrees to provide the total level of effort specified in the next sentence in performance of the work described in Sections B and C of this contract. The total level of effort for the performance of this contract shall be [To Be Determined on Applicable Orders] total man-hours of direct labor, including subcontractor direct labor for those subcontractors specifically identified in the Contractor's proposal as having hours included in the proposed level of effort."
