1 RFP 218
Section
M/6.2.1.7
For Exhibits C and D the Government indicates “The total evaluated lot price for Exhibit C will be used as the GTEP for each of CLINs 0010, 0110, 0210, 0310, and 0410. The total evaluated price of Exhibit D will be used as the
GTEP for each of CLINs 0011, 0111, 0211, 0311, 0411.” Based on this language is it the Government’s intention to evaluate the lot price for Exhibit
C and D a total of five (5) separate instances i.e. base year plus each of the four (4) option years?
Request the Government clarify if the evaluation of the lot price for Exhibits C and D will be a single instance or five (5) separate instances.
It is the Government's intent to evaluate 5 separate instances for Exhibit C (base year and four option years) and 5 separate instances for Exhibit D (base year and four option years).
Section 6.2.1.7 of the RFP has been amended to read:
"Using the Offeror’s proposed unit prices for the items listed in Exhibit C (MK48 Mod 7 G&C Sections and CBASS Upgrade Kits Spares List) and Exhibit D (MK 48 MOD 7 CBASS G&C Sections and CBASS Upgrade Kit Production Support Material) , the Government will calculate the price to be used in the evaluation by calculating a total lot price under each Exhibit for each CLIN. The Offeror’s proposed unit prices for each item listed in Exhibits C and D will be multiplied by a quantity of 30 units to reach a total item price. Each of the total item prices will be added together to reach a total evaluated lot price for each Exhibit for each CLIN. The total evaluated lot price for Exhibit C for each of CLINs 0010, 0110, 0210, 0310, and 0410 will be added together to calculate the GTEP for Spare Components. The total evaluated lot price for Exhibit D for each of CLINs 0011, 0111, 0211, 0311, and 0411 will be added together to calculate the GTEP for Production Support Material."
2 RFP 191
Section
L/3.2.1.1.8
The Government indicates that the Offeror’s proposed unit pricing for Exhibits C & D will be incorporated into the contract. The proposed unit pricing will be used in placement of Firm, Fixed Price Orders under CLINs 0010, 0011, 0110, 0111, 0210, 0211, 0310, 0311, 0410 and 0411. Is it the
Government’s intent that the Offeror submit a single Exhibit C and Exhibit D from which the Government will place orders against for all of the associated
CLINs encompassing the base year and all option years? Or should the Offeror submit Exhibit C and D pricing for each of the associated CLINs comprising the base year and each option years. Further, can the Government please clarify what value the Offeror should use for completion of Section B related to the Spares and PSM CLINs?
Request the Government clarify if Exhibit C and D pricing should be completed once to represent the available pricing for the entirety of the contract or if multiple exhibits should be submitted to reflect pricing for the base year CLINs and each of the associated Option year
CLINs. Request clarification on what value should be populated in Section B for the associated
Exhibit C and D pricing.
Multiple Exhibit C's and D's should be submitted to propose pricing for the base year and the four option years. Therefore, five separate Exhibit C's and five separate Exhibit D's should be submitted.
Section 3.2.1.1.8 has been amended to read:
"The Offeror shall propose fixed prices for all items identified in Exhibit C (MK48 Mod 7 G&C Sections and CBASS Upgrade Kits Spares List) and, Exhibit D (MK48 MOD 7 CBASS G&C Sections and CBASS Upgrade Kit Production Support Material). The Offeror shall propose an Exhibit C for each of CLINs 0010, 0110, 0210, 0310, and 0410. The Offeror shall propose an Exhibit D for each of CLINs 0011, 0111, 0211, 0311, and 0411. The Offeror’s proposed unit pricing will be incorporated into the contract. The proposed unit pricing will be used in placement of Firm, Fixed Priced Orders under CLINs 0010, 0011, 0110, 0111, 0210, 0211, 0310, 0311, 0410 and 0411."
Offerors are not required to propose total pricing in Section B for CLINs 0010, 0011, 0110, 0111, 0210, 0211, 0310, 0311, 0410 and 0411. The Government will use the proposed unit prices contained in Exhibits C and D for both the cost evaluation of proposals as well as for contracting for firm fixed price spares/PSM buys under these CLINs. For evaluation purposes a quantity of 30 units for each item listed in Exhibits C and D will be used. However, as the RFP states "The quantity of 30 is solely for the purposes of evaluation and does not constitute a Government estimate of spares necessary for the subject procurement. The quantity of thirty (30) will be used in evaluating both Exhibit C and D."
3 RFP 178
Section L/ 3.2.1.1.2
Section 3.2.1.1.2 states, "The offeror shall propose unit and total price for CLIN 0002 and 0013 material only, all NRE pricing associated with CLIN0002 and 0013 shall be priced in CLIN0001". Does recurring production labor such as touch/manufacturing support qualify as material cost and therefore priced under CLIN0002 and 0013, or should it be included as NRE under CLIN0001?
Address recurring labor vs. non- recurring labor for CLINS 0002 &0013
All recurring engineering cost to build units, including touch/manufacturing support, should be priced in CLIN 0002 and 0013 respectivly. The intent of quoted statement is for non-recurring engineering efforts only.

Section
C/3.3.7.1.1 & 3.3.7.1.2
The Government’s answer to question #29 as listed in the Government “Responses to Industry Draft RFP Questions” posted to FBO on 15 April 2015 was “Per section C, paragraph 3.3.7.1.1 and 3.3.7.1.2; If the contractor can produce GCBs, BSARs, and PREAMPs to the supplied GFI TDPs without modification no re-certification of the GFE test equipment is necessary.”
Please confirm that If the contractor can produce GCBs, BSARs, and PREAMPs to the supplied GFI TDPs without modification, and those units pass test on the GFE test equipment, as certified today, that is compliant with the requirements of this solicitation?
Items built to the GFI TDP will be accepted if they pass the most updated software/firmware configuration of GFE test equipment which is provided to the contractor. GFE will be delivered to the contractor in accordance with Attachment 4.
GCB CIPS
(8595311)
During Industry Day briefings the government identified the Data Processor (DP) Card and Signal Processor (SP) card in the Guidance Control Box (GCB) as COTS cards. The GCB CIPS (8595311) states: "The signal processors shall be Curtiss Wright CHAMP-AV IV P0PCI CCAs, model DMV-416-4828 Rev A-".
When issued a Request for Quote, the vendor responded that the CHAMP-
AV IV P0PCI CCAs, model DMV-416-4828 Rev A- is not a COTS card but instead it is a custom design and controlled under an exclusive agreement with another vendor."
Please clarify how offerors are to proceed with obtaining quotes for these cards in order to promote fair and open competition.
The intent of the GCB CIPS is to require the contractor to use the Curtiss Wright or an equivalent SP design to avoid a redesign effort. When contacting the vendor for quotes on this part, offerors should reference NAVSEA drawing number 8553379 (Provided in the Competition Library as GFI), which is the source control document for the DMV-416-4828 Digital Signal Processor. An urgent ECP is being processed to update the CIPS to clarify this issue by referencing the NAVSEA drawing number instead of the Vendor part number.
When requesting quotes for the Digital Signal Processor Circuit Card Assembly, offerors should request a DMV-416-2000 series card that meets the requirements of NAVSEA drawing 8553379 (provided as Government Furnished Information for the Guidance and Control Box). Offerors should also note that the CIPS states "An equivalent set of CCAs may be substituted in their place with Government approval."
