Section B
Reference: In Section B, for those CLINs that have stepladder pricing, the government provided two places to provide unit prices. The first place is in the main body of Section B and the second is in Note F - "Stepladder Pricing Table." The range in the main body of Section B only accounts for one unit price for the entire Stepladder range.
Question: Is it the government’s intent to use the pricing in the "Stepladder Pricing Table" as the official pricing?
Proposed Change: Note F (Stepladder pricing table) supersedes any stepladder pricing in the main body of Section B.
The main body of Section B simply shows the minimum and maximum quantities. Note F is where offerors shall propose the stepladder pricing. Pricing set forth in Note F takes precedence and the RFP language has been updated accordingly.
2 Formal_RFP_Release_- _N00024-15-R-6400.pdf
Page 183 of 220 Section L/3.1.4
Reference: The Offeror shall provide information, in the format described below, on a minimum of three (3) but no more than five (5) production-related contracts of similar size and scope, performed within the last (3) years from the date of this solicitation, where the Offeror has been the prime or major subcontractor. The Offeror shall provide information, in the format described below, on a minimum of three (3) but no more than five (5) production-related contracts of similar size and scope, performed within the last (3) years from the date of this solicitation, where any planned major subcontractors for the Offeror have been a prime or major subcontractor.
Question: Our assumption is that, if our subcontractors each have several similar production-related contracts of the dollar amount specified as do we as the Offeror, we could submit as many as ten Past Performance references - five from the Offeror and a total of five from subcontractors. Is this true?
Yes, that assumption is correct. In the example described, the offeror could submit as many as ten Past Performance references. Five from the prime and five from subcontractors.

Page 191 of 220 Section L / 3.2.1.2
Reference: 3.2.1.2 Section 1.2--Other Information The Offeror shall furnish the following information for the Offeror and for each major subcontractor or team member (subcontracts of $100,000,000 or more per year, or 10% of total contract price, whichever is less (hereinafter all such firms are referred to as “major subcontractor”)).
Question: The Draft RFP stated value was $500,000 which is significantly lower than $100,000,000. Request clarification of this threshold.
The threshold of $100,000,000 was incorrect. RFP language has been updated to state $1,000,000 vice $100,000,000.

Section L Section 1.1 P.
3.2.1.1.9
Reference: Paragraph states "Offers shall propose a PIO profit percentage in Section B Note F." But, PIO is under Note G.
Question: Please clarify whether the Offeror is to put PIO profit percentage under Note F or Note G.
Proposed Change: Please clarify if Note F or G.
PIO profit percentage shall be proposed under Note G. RFP language has been updated to state Note G throughout.

56 Section C: 3.3.2.3
Reference: Reviews & Meetings SOW paragraph states the requirement to conduct a minimum of five TRR's Question: For the purpose of pricing, including subcontractor pricing, request clarification of the events for which these minimum of five TRRs are required.
Identify events for which these minimum of five TRR's are required.
RFP language under 3.3.2.3 has been updated to provide further clarity on the review and meeting requirements.
Multiple TRRs are sometimes required for various test events.
MK 48 CBASS Re-Compete Program Guidance and Control
(G&C) Section Acceptance Document (V6)
Page 1 of 23 1.1 Purpose and Scope
Reference: Paragraph states "The purpose of this G&C Section Acceptance Document is to further detail the Pre-POM, POM, production, and periodic acceptance requirements for G&C Sections as well as CBASS Kits. The contractor is expected to conduct the activities identified in this plan. Conducting the testing called out in this document on CBASS Kits will require build-up of the CBASS Kits into G&C Sections. The completion of these activities is required for buy-off of hardware.
Question: This document is not referenced in the solicitation and the complexity of the testing contained requires highly specialized test equipment and modification of GFE (Mark 660 ATE). Is this document an added requirement of this solicitation?
Proposed Change: Please define the scope of this document as related to contractual acceptance requirements.
This document is contained in the Competition Library, but was inadvertently left off of Attachment 1 Contract Baseline. This document has been added to the Contract Baseline (Attachment 1).

(G&C) Section Acceptance Document (V6)
3.2.4.2.4 Launch
Acceleration
Reference: Paragraph states, "The G&C Section shall meet all requirements of paragraphs 3.2.1.1.2 while being subjected to longitudinal aft launch environment consisting of an initial jerk of 50 g/s minimum for a duration of 300 ms minimum and an acceleration of 15 G's/s for a duration of 900 ms minimum, while in its operating mode and oriented in its standard tube launch position."
Question: Is it the intent that the Contractor shall fabricate and/or procure, assemble, test and deliver Factory Test Equipment necessary to satisfy this and other environmental testing where the requirement exceeds the current capabilities of the GFE test equipment defined in the Draft RFP Attachment 4 - GFE list?
Proposed Change: Please clarify.
The contractor is required to satisfy this and other environmental testing requirements. The government does not recommend building a facility and test equipment for this test as there are exiting commercial and government facilities available for this single instance testing requirement, but that is the contractor's decision. The use of government facilities would require a Work for Private Party Agreement with the
Government.

Question: Additional requirements have been added to environmental testing. Does the government have test assets and software available to conduct the required testing?
Proposed Change: Please clarify.
The Government will provide GFE and GFF test equipment as documented in Attachment 12. These testers do not provide environmental conditions as required in the contract but can be used for monitoring and performing functional testing while the units are being environmentally conditioned.

Para. States …develop Contractor's Configuration Management Plan IAW CDRL A015. In Exhibit A, page 1, CDRL A015 is defined as Proposed Critical Manufacturing Process Description
(PCMPD).
Clarify CDRL A015.
CDRL A015 was titled incorrectly on page 1 of Exhibit A. CDRL A015 is the Contractor's Configuration Plan, Exhibit A page 1 has been updated.

3.3.7.2 Electromagnetic
Interference (EMI)3.3.8 Self-Generated Noise
Reference: FIRS and G&C Assembly have the same performance requirements. Compliant FIRS when integrated into the G&C Assembly could cause the G&C Assembly to exceed the performance specifications. Question: It is the intent that the contractor changes the FIR level specifications to include design margin?
Proposed Change: Please clarify.
No, it is not the Government's intent for the contractor to flow the requirement from the section to the FIR level to provide additional design margin. All EMI and Self Generated Noise requirements in the FIR level specifications are tested at the G&C Section level per the VCRIs, therefore the contractor does not have to modify the FIR specification to include design margin.
