SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
PART 3: SCOPE OF WORK
3.1 Background
The MK 48 Mod 7 Heavyweight Torpedo is the U.S. Navy’s primary submarine launched anti-submarine (ASW) and anti-surface warfare (ASuW) weapon. The MK 48 Mod 7 is a high performance, self-propelled underwater vehicle that contains complex electronic and mechanical subassembly systems for providing propulsion, steering, navigation, and target detection. The system technologies include acoustic sonar, guidance and control electronics, electrical power, hydraulic systems, mechanical pumps, and propulsion.
The MK 48 Mod 7 is 19 feet long, 21 inches in diameter and weighs about 3,700 pounds. The MK 48 Mod 7 consists of over 600 parts, including Functional Item Replacement (FIR) units (similar to modular replaceable “plug and play” units in other systems), torpedo shells, cables, fuel and lubricants, consumable piece parts, etc. A number of FIRs are currently in production while others have not been produced in over ten years.
This RFP is for the G&C Section of the MK 48 Mod 7 Torpedo. The G&C section performs the functions listed below.
a. Weapon Control and Safety functions - Allocates and controls torpedo resources throughout the run and ensures protection for the launch craft and other friendly vessels. Ensures operational software is not compromised.
b. Guidance functions - Controls the dynamic behavior and maintains position and altitude data. Converts seawater depth pressure to serial digital data.
c. Sonar functions - Performs broadband signal processing, active and passive beam forming, acquires target and generates target position data required for target engagement.
d. Power Distribution functions - Converts input power into DC voltages that are distributed to the subsystems internal to the nose section.
Further, MK 48 Mod 7 CBASS Upgrade Kits defined in CLINs 0004, 0104, 0204, 0304, and 0404 will be purchased under this contract to further upgrade the current MK 48 inventory. The CBASS Upgrade Kit is a subset of the G&C section.
This will be the third consecutive contract under which the US Navy purchases MOD 7 CBASS components. As such, there are extensive obsolescence issues within the current design that impact the current software (SW), middleware (MW), and firmware (FW). The Government will be supplying the SW, MW, and FW in the current design in order to support the Contractor’s efforts on this contract. A white paper describing the current known obsolescence in the Mk 48 Mod 7 design is provided (Attachment 16), and an example of a successful and similar obsolescence redesign is also provided as GFI (Attachment 3). The Contractor shall modify, reuse, or replace the provided SW, MW, and FW as necessary to meet the requirements of the Contract Baseline (Attachment 1).
