| 19-Nov-14 | 4 | Section L.4.(2), FACTOR 1 – MANUFACTURE, ASSEMBLY, TEST, AND ENGINEERING (Page 173) "Schedule" - The Offeror shall provide a detailed schedule for meeting the lead times for each contract line item in accordance with Section F. This detailed schedule shall show the time in weeks for the production events, including procurement of long lead material, production of the items, first article requirements and manufacturing acceptance testing. This schedule shall include a Production Readiness Review (PRR) prior to the first production items, as detailed in the SOW. |
Section F – Deliveries or Performance, encompasses all the CLINs that are deliverables or potential deliverables for the program. The schedule is requested as “Appendix A”.
Section L.4.(4) FACTOR 3 - PROGRAM MANAGEMENT AND CONTROL, Appendix A- Integrated Master Schedule (IMS): Integrated Master Schedule (IMS) (Page 177) requires the following:
The Offeror shall propose a detailed Integrated Management Schedule (IMS) for the CLINs 0001- 0006 and RESERVED, including first article requirements awarded under the anticipated IDIQ contract.
| The requirement goes on to detail the content of a complex, networked, IMS. | Is it the intent of the government to require two schedules for Appendix A, one encompassing the entire potential requirement for deliveries or performance, and one encompassing an IMS for only CLINS 0001-0006 and RESERVED? | The Government requires one IMS for Appendix A encompassing CLINs 0001- 0006 and RESERVED, including first article requirements awarded under the anticipated IDIQ contract. | |||
| 19-Nov-14 | 5 | Mission Critical Enclosure (MCE) 7420700-107 TDP | The MCE TDP was provided on Disc 1 of the competition library in .pdf format. Can the government provide an indentured Bill of Materials for the MCE Enclosure (7420700-107) in Microsoft Excel file format to support the pricing/build of a contractor provided MCE from an alternate vendor? If an indentured Bill of Materials is not available can the government provide the source CAD files to support our generation of an indentured BOM to allow for pricing/build of a contractor provided MCE from an alternate vendor? | We are unable to provide the requested IBOM or CAD at this time. The Government will endeavor to obtain an IBOM for the MCE but cannot guarantee its timeliness and has no estimate for providing it. | |
| 19-Nov-14 | 6 | Section 3.7.2.2-Appears to be broader than that the current DFARS 52.246.-7007 The language in the SOW expands the requirement to Materials not just electronic components, and requires we flow it down to our suppliers | Please confirm that the requirement is for electronic components only as per the DFARS clause. | The requirement applies to all components and is intentionally more encompassing than the DFARS clause. Prime contractors will be held accountable for counterfeit parts supplied by subcontractors and suppliers. NAVSEA will not tolerate any counterfeit parts or materials regardless of the source of the infraction. | |
| 19-Nov-14 | 7 | 3.3.4 Mission Critical Enclosure Qualification (CLIN 5010). The Mission Critical Enclosure (MCE) Technical Data Package (TDP) #7420700-107 (8479974) is provided as GFI. | The drawings provided with the MCE TDP on the competition library Disc 1 are marked as Lockheed Martin drawings. Can the government provide a release or obtain one from Lockheed Martin to authorize vendors to quote and build the cabinets per this TDP utilizing the drawings marked as Lockheed Martin drawings? | The MCE TDP supplied for the purpose of this competition is owned by the Government not Lockheed Martin - despite Lockheed's name being on the drawings. Government purpose rights are provided to potential Offerors. Offerors are authorized to quote or build the MCE as they determine best to meet the requirements of this solicitation. Offerors are required to submit a make-or-buy plan. | |
| 19-Nov-14 | 8 | Section M.3 (6), Page 186 The Mission Critical Enclosure (MCE) Price is determined by the Offereor’s proposed firm fixed price (FFP) amount for CLIN 5010. CLIN 5010 (page 34) states this is for the Water Cooled MCE "Vendor Qualification". | Please clarify if the price for CLIN 5010 is to be the production price of an MCE unit as noted on page 186, or the price to qualify the vendor? | CLIN 5010 is the price to qualify an MCE should the Offeror decide to make/build the MCE rather than purchase from Lockheed Martin. The Lockheed Martin MCE has already been qualified and is not subject to CLIN 5010. MCE pricing is to be quoted by the Offeror in the SECTION B, NOTE E Table. | |
| 19-Nov-14 | 9 | Section C; Contract Line Item Description MCE Qualification if exercised CLIN 5010; Section C Subsection 3.3.4 Mission Critical Enclosure Qualification (CLIN 5010) Page 64; CLIN 5010 states "If the Offeror determines to make or buy the MCE from the Vendor not listed in the TDP, the offeror shall propose pricing…" . | Please provide the list of qualified manufacturers and Cage Codes for the MCE. | Currently the only qualified manufacturer of the MCE is Lockheed Martin MST. | |

| 19-Nov-14 | 11 | Section C; Subsection 3.2.3 page 59 | Please clarify the Government's understanding of Subcontractor vice vendor as used throughout this solicitation. | A vendor is a subcontractor. A supplier is a subcontractor. | |
| 19-Nov-14 | 12 | Section L; Subsection L.2.1 Proposal Format; Page 164 | Is use of Arial Font size 8 permitted within graphics and tables? | Yes. | |
| 19-Nov-14 | 13 | Section L; Subsection L.6; Bills of Material page 177 states " The Offeror shall provide material quotes from vendors for all single items and bundles of the same item …." | Please clarify the Government's understanding of "bundle" as used in this context. | Bundle of the same item is used as a term to encompass same items ordered in multiple quantities that would on their own not be more than $700k but when combined would be. For example if only one item of part #XXXX1234 (example numbering) is necessary and that part is $100k (below $700k) then a material quote need not be submitted. However, if multiple items of identical part #XXXX1234 (same item as previous sentance) are necessary and those items total more than $700k (e.i. $100k times 8) then material quotes must be submitted. | |
| 19-Nov-14 | 14 | Section M Evaluation of Options Page 184 | As use of a "Suggested Source" is optional for MCE how will the Government ensure equity among Offerors in the evaluation of the Total Evaluated Price for CLIN 5010? | The Offeror is responsible for making a business decision when determining to make or buy the MCE. Offers will be evaluated in accordance with SECTION M | |
