Attachment 2 - Labor Categories and Minimum Qualifications

A.2.1. All positions associated with this SOW and any resulting TO are required to perform the following tasks as a minimum, unless otherwise stated in a TO;

track program/project status and schedules; apply policies and procedures for financial planning; schedule and coordinate meetings, agendas, boards; analyze program requirements, status, budget and schedules; perform program management, technical, or business case analyses; participate as a member of and/or support the specified PMO and PMO-directed business meetings; collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs; draft presentations in various formats to present results of analysis; provide escort services, manage Government property and facilities on behalf of and in concert with the JPO, and support meeting with PMOs and other JPO contract support personnel.

A.2.2. The Contractor shall be responsible for employing personnel with the qualifications and skills required to successfully accomplish the tasking outlined in the SOW. Additionally the Contractor shall be responsible for ensuring personnel possess and maintain the appropriate security clearance identified in the individual task orders.

A.2.3. Minimum Education and Experience Table. Unless otherwise stated in the tables below and/or within a resulting TO, the minimum education and experience for each of the reference level of expertise are as follows:

Senior Master’s Degree in the stated discipline

Or a Bachelor’s Degree plus 4 years additional work experience related to the labor category functional description unless otherwise stated in a task order

A senior-level level person within a labor category has at least 10 years of experience performing work related to the labor category functional description. A senior-level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A senior-level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job

Mid Bachelor’s Degree in the stated discipline

Or an Associate’s Degree plus 4 years of additional work experience related to the labor category functional description unless otherwise stated in a task order

A mid-level person within a labor category has 4 or more years of experience performing work related to the labor category functional description. A mid-level person typically performs all functional duties independently.

Junior Associates Degree in the stated discipline unless otherwise stated in a task order

A junior-level person within a labor category generally has less than 4 years’ experience performing work related to the labor category functional description. A junior-level person is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions
