after reviewing the final RFP recognizes that numbering in Section L appears nonsequential. For example, section 4.0 VOLUME 4: PAST PERFORMANCE moves from 4.1.1 to 4.1.3, skipping over 4.1.2. Additionally, Section L labels the Price/Cost Proposal as Volume 4 and numbers the sections as 4.1 through 4.4 although Past Performance is also labeled as Volume 4 and uses sections 4.1 through 4.14. Should we use this numbering for our response or does the government anticipate releasing updated documents with revised section numbers for us to use? Any guidance is appreciated.

3 RFP Section A- Solicitation/Contract Form

The solicition identifies the requirement for a Top Secret Facility. The proposed prime currently has a secret facility. Would it be acceptable if the sub-contractor has an approved TS facility at the time of award and the prime then begins the upgrade process thereby allowing all TS requirements to be met upon award?

5 RFP Section L Part B 3.2 RFP states "The number of resumes required for submission with an offeror's proposal is one (1) resume for each of the Key Labor Categories." Att P1 shows 4 key labor caetgories in Year One.

Years 2-5 show a "Facility Escort" bolded in the same fashion as key labor categories in Year One, but the "key" column (column I) for that labor category does not indicate a "1". Please confirm it is NOT key and that a resume is not required. Request correction of Attachment P1 to unbold it.

6 RFP Section L Part A 3.3; Part B 4.1.1 Part A 3.3 indicates 3 PP (15 pages with 5 pages per PP). Part B 4.1.1 states: "The Offeror shall submit no more than three Past Performance Information Forms as the Prime Contractor, no morethan one form for each principal subcontractor, and/or no more than one form for each JV team member" Thsi would seem to indicate a possibility of 5 PP (3 for prime AND 1 for each of two principal subcontractors). Section M 2.2.3 indicates only the "first 3" PP will be evaluated.

Request section 4.1.1 wording revision to remove ambiguity.

10 Attachment 2 - Labor Categories and Minimum Qualifications

Page 1 - paragraph A.2.3 In Attachment 2 - Labor Categories and Minimum Qualifications, there are education substitution guidelines for Master’s and Bachelor’s degrees but none for Associate’s degrees. Would the Government allow for a HS diploma and additional years of experience as a substitution for an Associate’s degree in mid-level labor categories? The degree restriction severely limits the number of highly qualified candidates available to industry specifically in labor categories such as Defense Travel Systems Analyst, DTS Reviewer and Travel SME, and Facility Management Support Administrator.

10-Nov-21 The Government will not revise the education substitution guideline for Associate's degrees in mid-level labor categories.

11 Attachment 2 - Labor Categories and Minimum Qualifications

Page 2 - IDIQ Program Manager - LC 01

The required experience for the IDIQ Program Manager specifically includes 4 years within the last 8 years managing a Major Defense Acquisition Program (MDAP). Given the fact that contractors can’t manage a MDAP, this requirement severely limits the candidate pool to Senior Military Officers (e.g. a former F-35 PEO) and/or SES Civilians who have retired from managing a MDAP within the past 4 years, and who don’t currently have a legal obligation to abstain from performing work in support of this effort. For the purposes of leading a contract effort under this NAICS, it seems much more applicable to require experience managing a contract effort. We request the Government consider modifying this requirement to include managing a contract effort as acceptable experience for the IDIQ Program Manager labor category.

In Attachment 2 - Labor Categories and Minimum Qualifications, would the Government consider eliminating the requirement for the IDIQ Program Manager to have led a contract within the DoD environment that exceeds $75M in the last five years? The requirement does not seem applicable to an effort of this size and NAICS.

Financial Analyst - SOC The SOC code provided for the Financial Analyst of 13-2051 is mapped to 13-2051 and 13-2054 in the 2010 to 2018 crosswalk, however neither of these codes are found in the either the Metropolitan or State OES table data for 2020. Please advise if there is another applicable SOC to utilize.

16 RFP - Section B, Attachment P1 - Level of Effort pg 3-7 of RFP Per Attachment P1, there are no hours associated with the CLINS 0008, 0009, and 0010. Please confirm that the Government just wants us to complete Section B for those CLINS with $0 for Cost/Fee and Cost+Fee.

17 RFP - Section B, Attachment P1 - Level of Effort pg 3-7 of RFP Per Attachment P1, Year 1 CLINS match Section B, however Year 2 - 4 CLINs are off from the CLINs in Section B, since Spain has been added to the CLIN #'s, but again with no associated hours. Please advise.

18 RFP Page 2 Proposal Information Page 2, Proposal Information, states the proposal due date is stated in Block 9 of the Standard Form (SF) 33, but Block 9 is not filled in. Please confirm the closing date and time for the solicitation.

19 RFP Page 11, Section 3.1.1 Page 11, Section 3.1.1 Compatibility with the IT environment - Will the government be providing IT equipment to staff as GFE or is the contractor expected to provide all IT resources (e.g., laptops and peripherals)?

20 RFP Page 12, Section 3.1.2.1 Page 12, Section 3.1.2.1, Work Location - states that All contractor personnel will provide on-site support at the Government sites listed below for approximately 50% of the time, unless otherwise specified in a TO, IAW the telework requirements below. Is it the Government's intent to restrict contractor access to Government worksites to approximately 50% or will contractors have the opportunity to perform at the Government worksites 100%?

21 RFP Page 20, Section 3.2.2 Page 20, Section 3.2.2, Investigative Requirements, second full paragraph states "Contractor personnel shall require access to classified information in performance of this contract up to and including Top Secret, with a safeguarding level of Top Secret." The attached DD-254, section 1b states Safeguarding Requirements "None", and none of the Section 11 blocks authorizing storage of classified material are checked. Please clarify the safeguarding requirements.

22 RFP Page 49, FAR Clause 5252.228-9501

Page 49, FAR Clause 5252.228-9501 Liability Insurance. The RFP has fill in blanks for required levels of Liability Insurance. Sub-section (d) lists requirements for Aircraft public and passenger liability. Will the Government consider waiving this requirement since the contract does not require the contractor to operate any aircraft?

10-Nov-21 No, the Government will not waive FAR Clause 5252.228-9501(d). Contractor shall comply with the requirements in the clause as stated.

23 RFP Page 53 Clauses Incorporated by Reference

Page 53 Clauses Incorporated by Reference includes FAR Clause 52.216-11 Cost Contract - No Fee. Would the Government consider removing this Clause based on earlier references to a cost plus fixed fee award?

The table states the page limit is 15 pages for the Past Performance (5 per Past Performance). If a prime has two principal sub-contractors and the prime submits 3 Past Performance Forms that totals 25 pages if we allow 5 pages for each. Can you please confirm the page count for this section?

26 RFP Page 93, Section 3.2 Page 93, Section 3.2 Element 2: Key Personnel. The final paragraph of this section states "All contingent hires shall have a signed Letter of Intent submitted as Annex 2 to this volume." Would the Government please clarify that the intent was for all contingent Key Personnel hires, and specifically does not require LoIs for non-Key Personnel?

10-Nov-21 Section 3.2 only pertains to Key Personnel; offerors should only submit Key Personnel in this volume and section of its proposal. Any contingent personnel submitted under Section 3.2 should comply with the requirements therein.

27 RFP Pg. 93 - 3.2 Element 2: Key Personnel

The third bullet of the 2nd paragraph states the resume shall contain a Letter of Intent (LOI) and then the last paragraph states the LOI is to be included in Annex 2 of the volume. Is the (LOI) required in both places, and if required in the resume, is the LOI included in the 3 page limit per resume?

28 RFP Page 95/96, Section 4.3 Page 95/96, Section 4.3 refers to NAVAIR labor tripwire rates identified in Section M. Section M does not include any labor tripwire rates. Will the government provide the tripwire rates or should reference to tripwires in Section 4.3 be disregarded?

10-Nov-21 Solicitation was revised in A002 to re-number Section M, Part B and add Part B paragraphs 4.0 through 4.6; and add Part C paragraphs 1.0 through 4.0.

29 RFP Page 96, Section 4.3e Page 96, Section 4.3e states that Cost of contract incurred for personnel includes direct labor cost, overhead that has only direct labor as its base, and the SDVOSBs’ General and Administrative rate multiplied by the labor cost. Is it the Government's intent to exclude fringe on direct labor?

10-Nov-21 Page 96, Section 4.3e pertains to the calculation for determining the SDVOSB eligibility only. Offerors should include fringe on direct labor in its pricing volume as applicable in accordance with their cost accounting practices.

30 Attachment Attachment P2 - Past Performance Matrix

The Attachment P2 on the PIEE website is the SAC not the Past Performance Matrix. Will the Government be providing the Matrix?

31 Attachment Attachment 2 - Labor Categories and Minimum Qualifications

The qualifications, as currently stated in the RFP, eliminate many qualified Program Managers who have applicable education and experience, but who have not necessarily managed a MDAP. Given the education and experience requirements for a Senior, and given the limited resources of a small business small enough to qualify under the cited NAICS, would the government consider eliminating the requirement for the IDIQ Program Manager to have a minimum of 12 years of Defense Acquisition Management experience, with four (4) years within the last eight (8) years managing a Major Defense Acquisition Program (MDAP)? This change will provide the government with increased competition.

32 Attachment Attachment 2 - Labor Categories and Minimum Qualifications

The qualifications, as currently stated in the RFP, eliminate many qualified Program Managers who have applicable education and experience, but not necessarily a PMP, PgMP, or DAWIA Level III certification. This requirement limits the candidate pool extensively and will be very difficult for many SDVOSB companies of the required size to meet. Given the education and experience requirements for a Senior, and given the limited resources of a small business small enough to qualify under the cited NAICS, would the government consider eliminating the requirement for the IDIQ Program Manager to have a PMP, PgMP, or DAWIA Level III certification? This change will provide the government with increased competition.

10-Nov-21 No, the Government will not waive the requirement.

33 Attachment Attachment 2 - Labor Categories and Minimum Qualifications

The qualifications, as currently stated in the RFP, eliminate many qualified Program Managers who have applicable education and experience, but who have not necessarily managed a contract that exceeds $75M. Given the substantially reduced level of effort on this contract compared to the full and open contract, and given that this SDVOSB set-aside, would the government consider modifying the requirement for the IDIQ Program Manager to have "demonstrated experience successfully leading a contract within the DoD environment that exceeded $75M in the last five (5) years", to "demonstrated experience successfully managing a contract or subcontract within the DoD environment in the last five (5) years"? This change will provide the government with increased competition.

34 Amendment of solicitation and Att 2 Past Performance Matrix

Att P2 Past Performance Matrix appears to be the Surveillance Activity Checklist (SAC), and not the Past Performance Information Form (PPIF) referenced in 4.1.1 on page 10 of the Amendment of Solicitation. Would the Government please provide the PPIF?

36 Attachment P4 page 2, part B, "Identification of Offeror's Representative"

For past performances from a principal subcontractor, please clarify if the name in "Identification of Offeror's Representative" should contain the name of a representative of the prime offeror, or the name of a representative of the significant subcontractor.

37 RFP Page 11, Scope Reference: SAMS and RFP reference to actual program name is inconsistent.

Question: Will the Government please confirm that the name of the solicitation is Administrative and Operational Contractor (ADMIN and OPS) Support Services (CSS)?

38 Attachment P1 All tabs, Column (F) Gov't Seating

Attachment P1 identified all staffing as "G" (meaning Gov't Space seating). This conflicts with Section 3.1.2.1 of the SOW which states, "All contractor personnel will provide on-site support at the Government sites listed below for approximately 50% of the time, unless otherwise specified in a TO, IAW the telework requirements below ". Please clarify whether the Government can accommodate 100 percent of the project staff on-site in Government offices.

10-Nov-21 While the "G" does refer to Government spaces, that does not negate the SOW staffing requirements and policies which will permit approximately 50% telework, unless otherwise specified. Attachment P1 is updated via A003 to reflect G/K.

39 Attachment P1 Year 2 - Year 5 LOE Tabs Column (Q) of the referenced tab identifies "% Spain 7006", but does not allocate any LOE. Please confirm this is accurate.

The referenced rows identify a non-key FMS Human Resource Analyst - Senior. Should both of these rows be re-labeled as FMS Human Resource Analyst - Mid?

10-Nov-21 There is one key FMS Human Resource Analyst - Senior position. Additionally, there is only one non-key FMS Human Resource Analyst - Mid Position.

43 RFP Page 2, Contract Type "The Contract resulting from this solicitation will be a SA IDIQ contract utilizing CPFF CLINs for Labor. Cost Reimbursable CLINs will be used for Other Direct Costs (ODC) (Travel). Upon award, the Government intends on awarding one (1) initial task order (TO) ." The current pricing instructions and attachments appear to address IDIQ level pricing. We could find no statement of work or pricing instructions for the aforementioned task order. Please clarify.

Reference: The following Labor Category References do not match Attachments P1 and P5:

Question: Will the Govt reconcile P1, P5 and the RFP LCAT table to ensure all match?

10-Nov-21 LCAT table was revised in A002 to match attachments P1, P5, and Attachment 2. Reference Attachment P1 beginning in year 2 to locate Facility Escort (Junior) and Program Manager (Senior) LCATs.

45 RFP Page 95, Part B - Volume 4:

Cost/Price Proposal

The title of this RFP section references a Volume 4. Please confirm that the Cost/Price Volume should be Volume 5, not Volume 4.

"Offerors shall submit their fully completed cost/price proposal utilizing the Cost Summary Spreadsheet, specifically the Detailed Cost Tab (Attachment P5)….

The Offeror shall use the CLIN Summary tab to breakout total proposed costs by CLIN ."

Attachment P5 does not contain a tab entitled "CLIN Summary". Is the tab entitled "Detailed Cost Summary" supposed to be used for breakout of total proposed cost by CLIN?

47 RFP page 95, Part B - Volume 4:

Section 4.3 Cost/Price Information

"Proposed fully burdened labor costs may be subject to the NAVAIR labor tripwire identified in Section M. Offerors that propose a fully burdened per employee labor cost exceeding the labor tripwire shall provide rationale in their cost proposal narrative section that justifies the reasonableness of the tripwire cost for the applicable employees ."

Section M appears to be missing the tripwire content. Would the Government please clarify.

48 RFP page 96, Part B - Volume 4:

Section 4.3 Cost/Price Information

"The fixed fee rate per hour shall be calculated as the total fee divided by the total number of hours for the ordering period. (Attachment P5 Composite Labor Rates tab required only from the Prime Offeror.) "

We recommend Section H-2 and Attachment P5 be modified to provide a schedule of fixed-fee per-hour for each labor category by contract period. We do not believe a single weighted average fixed fee hourly rate is in either the Government's or the Contractor's best interests.

49 RFP page 96, Part B - Volume 4:

Section 4.3 Cost/Price Information

Complete Attachment P5 Composite Labor Rates tab, (Composite Labor Rate and Fee Worksheets), detailing the average fully (composite) burdened labor rates for all prime contractors and their subcontractor/consultant personnel per labor category, as well as the hourly fixed fee rate for the contract (Reference Section B, B-1 and B-2). The Composite Labor Rates are defined as the total labor costs (the sum of both prime and all subcontractor costs) for the labor category divided by the total number of labor hours for that category.

a. Since staff is estimated to be 50% Gov't Site, shouldn't the composite labor rate table also reflect the blending of contractor site rates?

We believe this would produce a more accurate estimate of labor costs on future task orders where the mixture of subcontractor staff might fluctuate from one Task Order to the next.

Section 4.3(c) Cost/Price Information

"The Offeror shall fully disclose the buildup of cost/price of each CLIN ."

The detail cost tab within Attachment P5 does not appear to organize costs by CLIN. Please confirm that offerors are allowed to replicate the rows within this tab so that the CLIN cost buildup can be clearly shown. If this is not permitted, please provide guidance on how offerors should show CLIN cost buildup. Please note the Attachment P5 instructions (#13) currently state only one detail tab per prime/subcontractor is permitted.

10-Nov-21 The detailed cost tab within Attachment P5 does not organize costs by CLIN, it organizes costs by ordering period and the rows shall not be replicated within this tab. The detailed cost summary organizes costs by CLIN. Offerors may add an additional tab to show the buildup of the cost by CLIN.

Section 4.3(e) Cost/Price Information

"This requirement is being set-aside for the Service-Disabled Veteran-Owned Small Business (SDVOSB) program. Provide a breakout to demonstrate how at least 50% of the cost of contract incurred for personnel for contract performance will be performed by the prime itself or other SDVOSBs for each period of performance in accordance with FAR clause 52.219-27. Cost of contract incurred for personnel includes direct labor cost, overhead that has only direct labor as its base, and the SDVOSBs’ General and Administrative rate multiplied by the labor cost. "

The solicitation instructions conflict with FAR clause 52.219-14 Limitations On Subcontracting (SEP 2021) (which is incorporated in Section I.1) because the clause does not define the percentage based on 'cost of contract'. Section (e) of the clause states, "By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for— (1)Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract"; We recommend the solicitation instructions be revised for offerors to provide the subcontract breakout that is consistent with FAR 52.219- 14(e).

The instructions state “The Offeror shall provide a Total Compensation Plan in accordance with FAR 52.222-46 for each proposed professional employee”. However, no incumbent pay information was provided in the solicitation. How are offerors supposed to ensure that their proposed compensation doesn’t fall below compensation levels of the predecessor JPO contract?

Specifically, FAR 52.222-46(b) states, "Additionally, proposals envisioning compensation levels lower than those of predecessor contractors for the same work will be evaluated on the basis of maintaining program continuity, uninterrupted high-quality work, and availability of required competent professional service employees. Offerors are cautioned that lowered compensation for essentially the same professional work may indicate lack of sound management judgment and lack of understanding of the requirement."

All offerors (except the incumbent contractor) lack visibility into existing incumbent pay and therefore cannot be certain whether their proposed pay will fall materially below existing incumbent pay rates. We think this gives an unfair competitive advantage to the incumbent. Therefore, we request the Government clarify in Section M how comparisons to incumbent pay will be accomplished and then either provide average incumbent salary information by labor category (broken out by tenure), locale, and security clearance level OR (if incumbent pay cannot be provided) we recommend the Government provide equivalent General Schedule (GS) Series/Grade/Step for each labor category to be used as a proxy for incumbent pay levels.
