CDRL CLIN Question/Comment Government Response

GeneralGeneralCan the Government please confirm whether or not OEM FSRs or NATEC ETS will be provided at each site?FSRs will be provided by the NATEC ETS at Partial CLS sites only. At full CLS sites, the Government will rely on experienced A&P mechanics - There is no requirement for FSRs at full CLS sites.
GeneralGeneralIt is recognized that the govt has provided part and consumable usage data in the Technical Library.
Will the Government please confirm how many years of data for part/component ordering os covered and can it be further broken down by squadron, year, consumable, expendable, repairable, HVA parts, DSK replenishment, and PSE maintenance?Usage data provided was from March 2016 to Dec 2019. The Government does not have this data broken down by the requested parameters.
GeneralGeneralFrom Question response regarding the Government-provided, available repairable and consumable usage data in the Technical Library.
With regard to Spares usage and Parts usage, can the government please clarify the timespan or number of year/months the data covers? (e.g., 5 years, etc.)The spare parts usage data provided covers March 2016 through December 2019.
GeneralAtt. (2)N/AAttachment (2), RDT Template, is included in Solicitation Section J and posted to the beta SAM site but contains WBS elements that do not appear to apply to the C-40A Contract.

Will the Government please clarify if and how industry is required to complete and submit this document? The RDT Template has been removed as Attachment (2).

Note: Attachment (2) will now be "Baseline C-Check Task Cards" Sec. C 1.0 1.3 Contractor Logistics Support Concept - There is no PSE Support listed under the Partial CLS listing.

Is PSE maintenance support required?

What Maintenance Recordkeeping is required at Partial CLS MOBs?+H19 PSE/CSE maintenance is a part of the FULL CLS requirement. This is not required at Partial CLS sites.

Although the PSE/CSE support requirement for VR-51 and VMR-1 is part of and priced under "MOB Logistics Support Labor" for those sites (CLINs 0011 and 0012), PSE/CSE is required only at Full CLS sites and is not part of the "Partial CLS" requirent.

No PSE record keeping is required at partial CLS sites by CLS Contractor.

Sec. C 1.0 1.4 Are PACOM detachment surges required to support CVW-5 moves?

How many aircraft are required per surge? Aircraft movement is coordinated through the Wing based on mission needs and cannot be precisely identified. Commanders determine aircraft positioning and quantity situationally.

Historically, one additional aircraft has occasionally been required and used to support multiple missions, not just CVW-5.

Sec. C 1.0 1.4.2 (1) Will the Government please define what is meant by program loading?

(2) Why is it different than 1.4.1 for VR-51? (1) The statement regarding "program loading" means that the loading requirements currently met by the existing USN C-40A aircraft will be met or exceeded by the new USMC COMBI configuration, as the Government does not yet have the new COMBI configuration for USMC aircraft

(2) This statement is specific to the USMC aircraft (1.4.2), not to a specific site/location or related to whether full or partial CLS is provided.

Sec. C 2.0 2.1 NAVAIRINST 3710.1G Contractor’s Flight and Ground Operations 21 August 2013 was incorporated into DCMA INST 8210.1C.

Will the Government please clarify if the PWS will be updated to reference DCMA INST 8210.1C and which sections are applicable? NAVAIRINST 3710.1G is the Navy equivelant of the DCMA instruction. GOPs will be derrived from NAVAIRINST 3710.1G.

This does not require a PWS update.

Sec. C 2.0 2.2 ANSI/ISO/ASQ 9001-2008 Quality Management Systems Requirement Standard.

Is the intent to be certified to 9001 at this contract location or does corporate certification flow-down suffice?

Also, if we are certified to 9009-2015, will the Government please clarify applicable ISO standard version?Compliance with a Quality Management System is required, not certification. In accordance with PWS Section 3.7, the Contractor shall maintain and use a Quality Management System that demonstrates a systems approach for managing quality, safety, and its compliance with all contractual requirements.
Sec. C3.0Will a DD254 be required for performance of this contract?A DD254 is not required for this contract.
Sec. C3.03.1Will the Government please provide DD Form 254 for this program and define the number of security clearances required at each site?A DD Form 254 is not required for this contract. Security Clearances are not required.

PWS 3.10.3 details process for background investigation for folks not requiring a clearance.

Sec. C 3.0 3.4 How does the Contractor obtain ICA data?

Is the VECTOR account required by PWS Section 31.0 used? PWS Paragraph 3.4 has been revised to clarify that the Government will provide the Contractor with ICA data. The Contractor will not be required to directly engage with the OEM for ICA. The Government will provide ICA to the Contractor under the authority of FAA memo AIR-100-11-100-002, which explains that an "aircraft owner/operator can provide [ICA] to the maintenance provider(s) of their choice".

No royalty bearing licensing agreement is required for the use of ICA provided by the aircraft owner (the Government).

As detailed in the FAA memo, "it is not appropriate for a DAH to place limitations on the use of its ICA between the owner/operator and the maintenance provider, whether the maintenance provider is rated or not, to perform that maintenance... [a] DAH may not inhibit an owner/operator from distributing ICA to current or potential future maintenance providers. Therefore, it is not acceptable for a DAH to limit the distribution of ICA through restrictive access or use agreements, or by adding restrictive language that would control the use of ICA by an owner/operator with respect to the maintenance of its product."

Further, the FAA found that "[r]equiring the use of only maintenance providers or other persons authorized by the DAH to implement the ICA" would be "unacceptable under the provisions of 14 CFR §21.50(b) and related ICA airworthiness requirements".

Sec. C 3.0 3.4 Att. (1) N/A Section 3.4 states the USN will identify the Contractor as its third party maintenance provider. This then enables the contractor access to ICA data.

How will the Govenrment provide to contractor the ICA data allowed by the contractor per this section?PWS Section 3.4 has been updated to clarify that the Government will provide ICA data to the Contractor, rather than the Contractor obtaining it as the Government's 3rd party agent".
Sec. C3.03.4Att. (1)N/APer the question above, as background, many Government Agencies (including the US Marshal's Service) provide to third party maintenance providers all required maintenance data as needed.

Will the Government be following the approach of other Governmental agencies and give the CLS provider access to Goverment (owner/operator) ICA data? PWS Section 3.4 has been updated to clarify that the Government will provide ICA data to the Contractor, rather than the Contractor obtaining it as the Government's "3rd party agent".

In accordance with the revised PWS, as detailed in PWS Section 31.0, the Contractor will be responsible for obtaining Non-ICA data directly from the OEM via its VECTOR system account for depot support.

The Contractor will make Non-ICA data requests via the MO/PMA for non-depot support.

Sec. C3.03.4Att. (1)N/AIf no to above, and the Government directs the CLS provider to get ICA data through access with the DAH, will the Government provide a separate PWS reference and CLIN, directing CLS provider to get ICA data from DAH, and allowing CLS provider to be reimbursed directly for any costs assocated with ICA access requests?PWS Section 3.4 has been updated to clarify that the Government will provide ICA data to the Contractor, rather than the Contractor obtaining it as the Government's "3rd party agent".
Sec. C3.03.5(1) Will the Government please confirm whether the contractor provides any consumables on-site above what the government has listed in app D or simply replenish the government list once expended?

(2) Are there any repairables required above app E or are the exchanges of parts strictly one-to-one as described? (1) Yes, the Contractor also provides all other consumables not listed in Appendix D. Further, the Government does not require consumables to be replinished into the Government's stock. Once exhausted, those consumables will be procured by the CLS provider.

(2) Yes, repairables beyond those listed in Appendix E are required. The Contractor is responsible for all other repairables as well. Parts listed in Appendix E will be used in performance of this contract and must be replenished when used.

Sec. C3.03.10Security Requirements.
Will the Government please provide the DD Form 254 for this program and define the number of security clearances required at each site?A DD Form 254 is not required for this contract. Security Clearances are not required.

PWS 3.10.3 details process for background investigation for folks not requiring a clearance.

Sec. C 3.0 3.13.5 Att. (1) N/A 3.13.5 states "The Contractor shall be responsible for the aircraft while at the depot facility and at the Full CLS MOB sites." Contract contains 52.245-1 which states in (h)(1) "Unless otherwise provided for in the contract, the Contractor shall not be liable for loss of Government property furnished or acquired under this contract, except when any one of the following applies -

(i) The risk is covered by insurance or the Contractor is otherwise reimbursed (to the extent of such insurance or reimbursement). The allowability of insurance costs shall be determined in accordance with 31.205-19.

(ii) Loss of Government property that is the result of willful misconduct or lack of good faith on the part of the Contractor’s managerial personnel."

Please clarify intent between these 2 sections.

Is the contractor only reponsible for loss/damange to the aircraft while at the depot facility/full CLS MOB sites if the loss is the result of willful misconduct or lack of good faith on the part of the Contractor’s managerial personnel?Because this is otherwise provided for in Attachment (1) to the Contract, the Contractor is responsible for that particular GP under those particular circumstances.
Sec. C3.03.17.1.1PWS 3.17.1.1 requires a Program Management Plan in accordance with CDRL A008.

CDRL A008: Block 10 states the plan is due NLT 7 calendar days after contract award while Block 12 states the plan is due 15 days after contract award.

Will the Government please clarify the submission date for the Program Management Plan?At contract award, the CDRL will be updated to reflect "7 days" in block 12.
Sec. C3.03.17.1.1This section requires a Program Management Plan in accordance with CDRL A008.

Sec. C3.03.19N/APWS Section 3.19, Web-based Information System, describes how industry will support program data requirements. However, aircraft maintenance information must be maintained in the OOMA system.
Will industry be allowed to use approved laptops?Yes with appropriate NMCI/security. The Government provides laptops with the OOMA server.
Sec. C3.03.19.1Will the govt please confirm whether OOMA is required for CSE and PSE maintenance recording?

Will the government please confirm who will provide access, training, and use OOMA?

Will the squadron have AZ rates as part of a Maintenance Monitoring Team (MMT)?

If so, what is their role? OOMA is NOT required for PSE/CSE recordkeeping. The Contractor may utilize its own recordkeeping methods.

VR-51 has an AZ Chief billet as a system administrator which will handle SMQs and can provide some training.

VMR1 is TBD.

Sec. C4.04.3Will the Government provide all government property listings in excel, by location in order to develop an effective transition inventory plan?Yes, the Government can provide a copy of GP appendecies in excel format upon request.
Sec. C4.04.7Can the goverment please confirm that ITAR list is all inclusive and verified? The list is all inclusive and verified.
Sec. C8.08.1.2.2N/APWS Section 8.1.2.2, MOB Storeroom Operations, lists operating hours for storerooms (0700 - 2300 7days a week). However, the PWS does not provide normal operating hours for flight operations at VR-51 and VMR-1.

For planning purposes, will the Government please provide normal operating hours for flight operations at VR-51 and VMR-1? This section addresses Supply Support storeroom hours for all MOBs; the CLS provider must be on site between 0700-2300.

For VR-51 and VMR-1 Commercial Line Maintenance hours are dependant on flight/maintenance schedule; the CLS provider should be prepared to be available 24/7.

Sec. C8.08.3.1Will the govt please confirm who will own the HAZMAT/HAZWASTE account?
Squadron or contractor?Squadrons willl have a HAZMAT account for basics (Fuel, oil, Hyd Fluid). The Contractor is responsible for procurring other HAZMAT for maintenance.

HAZWASTE will be an account set up by the squadron and used by the Contractor in accordance with base regulations.

Sec. C 8.0 8.3.1 Hazardous Material and Waste.

Historically, USN contracts require the use of installation CHRIMP/AUL program for procurement of hazmat.

Will the Government please clarify if this system would be a requirement under this contract?Yes, the Contractor must adhere to base regulations. AULs have been established by current squadrons.
Sec. C8.08.7Can the govt please confirm who will provide JDRS training? The PMA can provide training if needed.
Sec. C9.09.0App. BN/AAttachment (1), Appendix B, High Value Assets, lists closed loop equipment.

Appendix E, Government Repairables, list several similar items, namely engines and engine blades that are not closed loop. According to PWS 9.0, CLIN 0032, Beyond Fair Wear and Tear, is to be used to repair HVA items. It is difficult to determine if the items listed in both attachments are the same items or are a different parts pools and therefore priced differently.

Will the Government clarify if Appendix B items and Appendix E items are the same items or are to be repaired under different CLINS? The Solicitation Appendix E list of Government Repairables has been updated to remove the HVAs identified therin.

HVAs in Appendix B, excluding Fan Blades, are closed loop end items.

LRUs pertaining to these end items are covered under Supply Support CLIN 0013. Items needed to repair HVAs which are Depot Level work (excluding LRUs) are covered under BFWT CLIN 0032.

Sec. C 11.0 11.1 "The Contractor shall ensure all personnel performing aircraft and engine maintenance are FAA certified and possess a current A&P license. The Contractor shall also provide trained, qualified, and certified A&P mechanics to maintain the aircraft systems and their respective power and propulsion systems, subsystems, ordnance, and support equipment under varying conditions worldwide."

PWS makes no reference to Ordnance training, certification, Certifying authority etc. Is this a valid requirement? The C-40 program is waived from the Ordnance program. Please refer to ULSS Appendix D. Squibs will be handled as part of a depot event (C-Check)
Sec. C11.011.4Does the squadron have PR rate as part of the Maintenance Monitoring Team?

What is their role?

What survival radio is utilized and is the FRC/MALS required to maintain, repair, and inspect?

VR-51 has PRs, but inspections, repair, and maintenance of PRC-149 radios will be the Contractor's responsibilty.

The PRs at VR-51 will liase with the Contractor and FRC if needed. VMR-1 will not have PR rates.

Sec. C 11.0 11.5.4 "…the Contractor shall be responsible for backing up all aircraft maintenance data and populating the upgraded database or newly installed system."

If the Government exercises its right to upgrade or replace the current Management Information System, will the Government provide training on the new system or allow reimbursement for Contractor training? If the Government were to upgrade or replace their existing management information systems, the Government would provide appropriate training to the CLS provider or reimburse the Contractor for costs associated with the training. The Contracting Officer would provide further direction if the systems were upgraded on how to proceed.
Sec. C11.011.5.6"If the Contractor deems cannibalization of a 'time phased aircraft' necessary…"
Should this be "Life Limited component"?PWS Paragraph 11.5.6 has been revised to replace "time phased aircraft" with "an aircraft in A-Check".
Sec. C11.011.5.6"The Contractor shall send HVA cannibalization requests to the IPTL for approval."
Is the Contractor authorized direct communication with the IPTL, or should HVA cannibalization requests be submitted through the squadron MO also?PWS Paragraph 11.5.6 has been revised such that the Contractor is required to send cannibalization requests for approval to the MO and notification of that request to the PMA.
Sec. C13.0Att. (1)N/AC-check card 34-USN-02-01 is the replacement of fuselage pitot probes. In checks C1 through C7 four cards are listed for every check, but for the C8 and C9 it is only listed once.

Is it the intent to replace the the following 4 pitot probes on all Depot Visits?

Capt Pitot, F/O Pitot, F/O Left Pitot, and Aux Pitot. The current requirement is to replace all Pitot Probes with new probes every 3 years.
General13.013.1Att. (3)0019Question applies to CLIN 0019 though 0027. Government has asked offerors to establish baseline unit prices for each level of C Check. The bidders library contains Preliminary Task Card Reports that are labled as Approx. or Est.

(1) Will the government provide the associated Task Card for each maintenance task listed in the Tally Sheet Report?

(2) Would the government confirm that changes from the Approx or Est tally sheets will be negotiated at the task order level post award per PWS 13.13.1? C-Checks are created/finalized 60 days prior to a C-Check induction date.

(1) Yes. Final associated task cards will be provided, along with the tally sheet and material list as part of the delivery order RFP and adjusted labor hours to account for task card additions and removals will be negotiated following a technical evaluation of the task order proposal.

(2) Correct. The base FFP of C-Checks will be established at the IDIQ contract level based on the Approximate and Estimated C-Check task cards provided in the technical library and included as an attachment at time of IDIQ contract award.

Sec. C 13.0 13.1 13.6-8

13.11 With reference to “Depot-Level (C-Check) Work Specification,” a search of the solicitation documents did not clearly identify the referenced document(s).

Will the Government please clarify these references? "Work Specification" refers to the task cards provided as part of the technical library.

PWS paragraph 13.12 has been revised to state that "C-Check inspection includes the baseline task cards known at the time of the IDIQ contract RFP release date and provided as IDIQ Contract Attachment (2), Baseline C-Check Task Cards". These documents were provided as part of the Technical Library and will be included as Attachment (2) at the time of IDIQ contract award.

The OEM builds final C-Checks 60 days prior to aircraft induction. Therefore, exact specifications cannot be provided for the base FFP. Labor hours for Task Card performance will be adjusted on a task order basis based on the removal of some requirements and the addition of others.

Sec. C 13.0 13.13 Please explain C-Check pricing/procedures. The FFP of a C-Check is established at the IDIQ contract level in accordance with PWS Section 13.0 based on the depot-level work specification and specific task cards provided via the RFP technical library, which will become IDIQ Contract Attachment (2), Baseline C-Check Task Cards. Paragraph 13.13 describes the procedures utilized when negotiating the task order.

The task card portion of the base FFP of each C-Check includes all labor, material, shipping, etc. known, at the time of IDIQ RFP release, to be required to perform the task cards included in the baseline list.

When a C-Check is required, the appropriate C-Check CLIN FFP (documented in IDIQ Contract Attachment (3), Annual Unit Pricing) is used as a base price for a new task order. However, because circumstances change over time, some task cards on which the FFP was initially based will no longer be required and new task cards will have been created. To account for this discrepancy, labor hours attributable to no longer applicable task cards will be subtracted from the labor hours required to perfom the new/additional task cards that were not included in FFP established at the base IDIQ contract level for each C-Check.

The task order RFP will identify any additional work that is required during the maintenance check outside of the FFP tasking. The Government will provide the Contractor with the required task cards applicable at the time of that inspection. Additions and removals will be calculated as described above.

Sec. C 13.0 13.13.2 0046 3rd paragraph: CLIN 0046 narrative instructions do not specifically mention 'shipping costs'.

PWS 14.0, CLIN 0046 narrative instructions specifically mention 'shipping costs'.

Should shipping costs be included in 13.13.2? PWS Paragraph 13.13 describes the task order process for C-Checks and applies only at the task order level. The additional work described therein is NOT included in the C-Check's FFP established at the base IDIQ contract level. This section identifies the work to be negotiated (priced) at the task order level.

As related to task orders issued for C-Checks - Shipping of BFWT material procured for a C-Check utilizing CLIN 0032 is captured in CLIN 0033, Government Directed Shipping, and is proposed and negotiated at the task order level.

As related to task order modifications issued for O&A work discovered during the performance of a C-Check task order - Shipping for O&A Material procured in accordance with CLIN 0046, is included in the material cost (as specified in PWS Section 30.2). Whenever CLIN 0046, O&A Material, is utilized, the cost will include shipping.

Note: O&A work is not included in any FFP established at the base IDIQ contract level, nor is it priced into any initial task order. O&A efforts are modifications executed as a result of the discovery of an unforeseen discrepancy, the price of which is negotiated in accordance with the Appendix I Over-and-Above Procedures.

Sec. C 14.0 14.0 Depot-Level Maintenance:

Will the Government please clarify if expected performance includes aircraft de-paint/paint, fuel cell, and SheetmetalWith respect to PWS Paragraph 14.0, all workscope required to complete the repair will be included in that negotiated task order. CLIN 0028 (Paragraph 14.0), establishes a labor rate under the base IDIQ contract and the number of required hours for a particular effort is negotiated prior to task order execution. There is no standard work requirement under this CLIN.
Sec. BB: CLIN31.0Att. (1)0048Pricing for CLIN 0048 is FFP for 1 lot.
In the event the DAH provides a monthly service fee for this CLIN will the Government update this CLIN to "months" to allow for monthly billing?CLIN 0048 is priced on a monthly basis, regardless of the method by which the Contractor obtains or is charged for access to Non-ICA data. The unit of "lot" is used to allow for the application of different pricing for different years, which will be established in Attachment (3), Annual Unit Pricing.
Sec. C31.0Att. (1)0048Section 31 states "The Government is not responsible for obtaining or providing any technical Non-ICA data to the Contractor. It is the sole responsibility of the Contractor to obtain all necessary data to meet the requriements of the PWS thoughout the life of the contract".

Please clarify 2nd sentence "all".

As this section deals with NON-ICA data please correct to state "It is the sole responsibility of the Contractor to obtain all necessary NON-ICA data to meet the requriements of the PWS thoughout the life of the contract"PWS Section 31.0 has been revised to specify "Non-ICA" data.
Sec. C31.0Att. (1)0048If the requirement in Section 31 is that the contractor is responsible for all necessary data (ICA and NON-ICA), will the Govenrment modify the langague in CLIN 0048 and Section 31 of the PWS to note ICA data, and allow contractors to include any Vector or MBF access fees for ICA data?

If not, and the DAH charges an access fee or subscription fee for Vector/MBF access, where does the Government wish for contractors to bid those costs? CLIN 0048 is strictly for Non-ICA data access/VECTOR account. VECTOR does not apply to ICA data.

PWS Paragraph 3.4 has been revised to clarify that the Government will provide the Contractor with ICA data.

Sec. C 31.0 0048 Is a VECTOR account a requirement for Partial CLS sites as well as the Full CLS sites? The Contractor will need a VECTOR account to request any non-ICA data required for repairs/Depot work which requires information not carried in repair manuals.

Partial CLS sites will be handled by the local FSR or the PMA. At the O-Level (CLM repairs), all CLM VECTORs have to be submitted via the PMA.

VECTOR access is not associated with the type of CLS/location - the Contractor directly accesses the system for depot issues only. For O-Level repairs, requests are submitted to the PMA in accordance with the ULSS.

Sec. C31.0How does the Contractor determine the extent of VECTOR account usage?PWS Section 31.0 has been updated to address this. Under the Government's sustaining engineering contract with Boeing, Boeing must provide, via VECTOR system account, responses to inquiries from the CLS provider up to a specified hour threshold in accordance with PWS Paragraph 31.2.3.8 limitations.
Sec. C31.0Att. (1)0048It is understood the OEM is not obligated to handle CLS queries for aircraft that are in scheduled maintenance with Aircraft on Ground (AOG) urgency.

If so, how will the Government handle Non-ICA inquiries for AOG requests in the event the OEM is not required to respond? The OEM is required to respond, but not in the expedited time frame it would for an AOG request; the response would be required within the standard/routine timeframe.

Outside of scheduled maintenance, AOG requests are sent through the PMA.

The Government would take into consideration the RTS whether the Depot provider was delayed by the OEM providing a response to a VECTOR query.

See PWS Section 31.0 update.

Sec. C 31.0 Att. (1) 0048 It is understood the OEM is only obligated to apply a specific estimate of hours to respond to an individual query through Vector.

If so, can the Government clarify how these estimates relate to specific costs and where those costs are to be applied?

Will the Government consider modifying the PWS and CLIN langauge for NON-ICA Boeing Requests in the event an estimate is applied? PWS Section 31.0 has been revised to provide information on OEM VECTOR system obligations with respect to the Government's CLS provider.

As detailed in Section 31.0, under the Government's sustaining engineering contract with Boeing, Boeing must provide, via the VECTOR system account, responses to inquiries from the Government's CLS provider up to a specified hour threshold.

Beyond that level of effort, under the sustaining engineering contract, the OEM is only required to provide the CLS provider an estimate of additional hours required to complete the VECTOR query response. The CLS provider would be responsible for those additional costs.

Because this is a FFP contract where unit prices are fixed, those prices shall include any potential OEM reachback required. The Contractor shall determine how to account for any costs it may incur. The Government will not allow any additional charges to be added to any CLIN at the time of task order award.

Material, shipping, and travel do not require the use of any technical data and therefore should not have any additional charges or data fees associated with the price.

Sec. C 31.0 Att. (1) 0048 Requirement: "Contractor shall establish a VECTOR account within 90-day Transition Phase-In".

Will the USG be willing to extend the solitication deadline as required if the DAH does not provide a Letter of Intent with price quote for CLIN 0048 before solicitation due date? The proposal preparation period has already been extended and the Government does not anticipate the proposal submission date being further extended.

The Government is aware of the potential impact on proposal development; however, Offerors must continue their due diligence to propose to CLIN 0048.

Sec. IWill the Government issue an early release of list of additonal GFP inventory that FAR clause 52.245-2 would apply to in order to effectively price repair or replacement costs for equipment? This clause is not applicable and has been removed from the solicitation.
Sec. IIs all inventory listed in Attachment (1), Appendices B, C, D, & E covered by FAR clause 52.245-1?All Government Property in Attachment (1), Appendices B, C, D, & E are covered by FAR Clause 52.245-1.
Sec. LL: A-2Will the Government consider adding the ability to submit 11 x 17 in. pages for attachments and exhibits to Section L Part A, 2.1?The Offeror may submit 11x17 pages. However, in the event that the document is not compatible with the Government systems, the Government may require those pages be resubmitted in a viewable format.
Sec. LL: A-2L.A.2.1: The font type is not stated for graphics.
Will the Government consider the use of Arial Narrow for graphics?Section L of the Solicitation has been revised to specify that graphics may contain 12pt font of the Offeror's choosing.
Sec. LL: A-2L.A.2.1.1:
With the COVID-19 pandemic still upon us, will the Government consider electronic submittal via DoD SAFE for proposal submissions instead of CD-ROM?Solicitation Section L has been amended to reflect DoDSafe submission as a requirement.
Sec. LL: A-2N/ASection L.A.2.1.1 states that "Each individual file within the Offeror's proposal shall be no greater tha 2MB in file size." The Government states in L.A.2.1.7 "Please submit each volume, book, or annex as one file if possible." With the amount of data required in each volume, including copies of contracts and SOWS from past performance projects, would the Government consider removing this 2MB restriction or increasing to a more reasonable 20MB requirement? The Solicitation has been revised to allow a 1GB limit, which is based on internal file size restrictions. Individual file sizes must meet this requirement, however, multiple files may be uploaded simultaneously to the extent that DoDSafe allows.
Sec. LL: A-3N/AN/AN/ASection L, Part A, Section 3, Table G-2, on page 89 shows the requirement to insert Table T-1, Cross Reference Matrix, as the first page in the Technical Volume. This table will take up one or more pages of the 55 page limit for the Technical Volume.
Will the Government make the Cross Reference Matrix a non-page counted requirement? The page limit is a suggestion only. If an Offeror exceeds the page limit, a penalty will not be applied.
Sec. LL: A-3Table G-2, Proposal Structure (Section L, Part A, Volume 3); and

Method 1 COSC, Method 2 CDS-P (Section L, Part B, Volume 2, Paragraph 2.1.2);

References to Annex A:

(1) Within the Method 1 and Method 2 tables, there are references to "Annex A." Since Annex A is for Small Business documents, should the reference within the tables be "Contractual Documentation Support (CDS) for Prerequisite" instead of "Annex A?"

Relating to the Method 1 table, instructions state that if signature verifying work perfomed is obtained from The Government Contracting Official, then additional Contractual Documentation Support is not required. But in the table, there are columns for "Supporting Contract Reference Document Name Provided in Annex A (e.g., PWS)," "Page Number (e.g., Page 15), and Paragraph (e.g., Para. 1.3.2.5)."

(2) Should the columns indicated above be removed since they refer to CDS which is not required? The solicitation has been revised to reflect the following:

(1) The Offeror is to provide either Method 1 or Method 2 information as part of its Volume 2 Prerequisite, and not any Annex.

(2) The coloumn “Supporting Contract Reference Document Name Provided in Annex A (e.g., PWS)” has been updated to “Supporting Contract Reference Document Name Provided in Volume 2 (Prerequisite) (e.g., CDS/PWS)”.

Sec. L L: A-4 N/A N/A Section L.A.4 requires physical submission of electronic files on DVD-ROMs in cartons/envelopes to the NAVAIR Contratcing Office at Pax River.

Since COVID-19 restrictions limit access for hand delivery and disrupt package shipments, would the Government condsider allowing Offerors to submit through the DoD-approved SAFE system in lieu of physical delivery of electronic files?Solicitation Section L has been revised to require proposal submission via DoDSAFE.
Sec. LL: B-22.1 states “The Offeror must demonstrate that its principal entity(ies) meet both prerequisite requirements by (1) providing its Title 14, CFR, Part 145 Certification in accordance with paragraph 2.1.1 and (2) demonstrating it has experience with performing Commercial Line Maintenance (CLM)/Organizational-Level (O-Level) maintenance and MOB Site Logistics/Supply Support in accordance with paragraph 2.1.2.”

The requirement for principal entities to meet both PWS 2.1 and 2.1.1 requirements severely restricts prime bidders who team with depot level entities on this contract. While depot level entities will meet the Title 14, CFR, Part 145 Certification requirement it is unlikely that most depots will also have experience performing CLM/O-Level maintenance and even less likely a depot will have MOB Site Logistics/Supply Support experience. As written, only the incumbent is likely to be able to meet the combined requirements.

Will the Government consider not limiting competition by changing the principal entity prerequisite requirement to meeting either the PWS 2.1 or the PWS 2.1.1 requirements?

The following wording change recommendation is provided as an example:

"The Offeror must demonstrate that its principal entity(ies) meet both either prerequisite requirement by (1) providing its Title 14, CFR, Part 145 Certification in accordance with paragraph 2.1.1 OR (2) demonstrating it has experience with performing Commercial Line Maintenance (CLM)/Organizational-Level (O-Level) maintenance and MOB Site Logistics/Supply Support in accordance with paragraph 2.1.2." The principal entities must meet the requirements of BOTH Section L, Part B, Paragraphs 2.1.1 AND 2.1.2.

In order to ensure satisfactory performance, the Government requires ALL 3 capabilities described therein: Depot Maintenance, Line Maintenance, AND MOB Logistics/Supply Support. However, if the Prime is teaming with a Depot Maintenance provider, the Depot entity can provide its 145 Certification (2.1.1) and the CLM and MOB Logistics/Supply Support provider(s) can demonstrate experience in those areas (2.1.2). This combination will satisfy the prerequisite.

It is the entity that will be performing the actual work that must satisfy the associated prerequisite.

"Principle Entities" is defined in Section L, Part A, Paragraph 1, "General":

"The following entities are defined as principal entities and only principal entities will be used in the evaluation of this solicitation: (a) the prime contractor; (b) JV Team Members; and (c) other entities that are proposed to perform at least 20% of the proposed total price for the contract; and (d) entities that are proposed to perform a critical function, whether technical or financial, in the performance of the resulting contract. Critical functions include: Commercial Line Maintenance (CLM)/Organizational-Level (O-Level) Maintenance and Main Operating Base (MOB) Site Logistics/Supply Support. Offerors are advised that in order to demonstrate work commitment, each principal entity shall be identified in Volume 4 (Price) and associated with a commensurate dollar value."

Sec. L L: B-3 N/A N/A Att. (5) N/A Attachment L-5, Table T-2, Small Business Goals.

Solicitation Section L, Part A, Table G-2 places Table T-2 in Annex A.

Solicitation Section L, Part B.3, states that Offerors should use Attachment L-5, Table T-2 in the Technical Volume.

Will the Government clarify how Table T-2 is to be used?Table T-2 (Attachment L-5, Small Business Goals), is used by the Offeror to prepare Volume 3 (Technical) and Volume 5 (Contract Administration). Table T-2 will be evaluated under Volume 3 (Technical), however, because Table T-2 contains price information, it must be submitted as part of Annex A and not as part of Volume 3 (Technical).
Sec. LL: B-4Section L, Part B, Subsection 4.c of the Solicitation states: "The price proposed by the Offeror in Section B of its proposal shall be the total price, inclusive of all pricing aspects."

However, Table G-2 (Page 88) as it relates to the Price Volume does not list Section B as a submission requirement. Table P-1 Price Attachment is listed as a submission requirment.

Will the Government please clarify whether both Section B and Table P-1 are submission requiremtents for the Price Volume? This statement is provided to advise the Offeror that prices reflected in these documents must be consistent.

Table P-1 (Attachment L-6, Price) shall be submitted as part of Volume 4 (Price) and Section B shall be submitted as part of Volume 5 (Contract Administration).
