Contractor shall commence performance on exercised options CLINS 30 days after options are exercised, unless a longer period is specified by the Contracting Officer. Options may be unilaterally exercised as follows:
Items 1002 and 2013 – Not later than the end of the performance period of Item 0002.
Items 2002 and 2013 – Not later than the end of the performance period of Item 1002.
Items 3002 and 3013 – Not later than the end of the performance period of Item 2002.
The task order includes CLINs that allow the Government to procure ISR Services for up to 36 months which includes an initial period of performance of 12 months (CLINs 0001-0013) plus one 12 month period of performance option (Option Period 1 - CLINs 1002, 1013) and two additional six month consecutive period of performance options (Option Period 2 - CLINs 2002, 2013 and Option Period 3 – CLINs 3002, 3013).
The Government may unilaterally exercise option items via a unilateral contract modification signed by the PCO, Naval Air Systems Command.
Section C - Descriptions and Specifications
Items 0001– The Contractor shall provide all efforts necessary to perform the pre-deployment and installation activities in accordance with Attachment (1) Performance Based Work Statement (PBWS) for the Sea–based
Unmanned Aircraft System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) Services of Contract
Number N00019-XX-X-XXXX reference Section 4.1 and subparagraphs within Section 4.1.
Item 0001AA: Ship Check - The UAS Contractor shall provide personnel with overall UAS knowledge and the ability to gather information from Contrator subject matter experts to assist the Government in completion of the ship check. The ship check is a one to three day event to establish consensus for location, power requirements and fabrication needed to install the UAS Contractor’s equipment. Government and Contractor personnel perform a ship check (Topside and Below Deck). The product of a ship check is the Government developed drawings for the
Temporary Ship Alteration.
Item 0001AB: A-Kit installation – The UAS Contractor shall provide personnel with overall UAS knowledge and the ability to gather information from Contractor subject matter experts to assist the Government in completion of the A-Kit installation. The A-Kit is Government provided hardware. The A-Kit is comprised of wire, cable, foundation, fabrication and installation, and other modifications to the ship to support mounting of the UAS
Contractor’s B-Kit. Based on the Contractor’s technical solution some UAS Contractor provided items may be required to support the A-Kit installation. The A-Kit is predominately a Government action that results in the temporary ship alteration to support the Contractor’s UAS system. The Alteration Installation Team (AIT)
Contractor will install the A-Kit per the ship drawings. The A-Kit installation is expected to last approximately 10 weeks.
B-Kit installation – The UAS Contractor shall provide the B-Kit hardware and personnel to install the B-Kit. The
B-Kit is comprised of the UAS Contractor’s equipment. The UAS Contractor is responsible for installing the UAS
Contractor provided equipment onto or into the areas and spaces on the ship that result from the ship check and A-
Kit installation. After the B-Kit installation, the Contractor shall ensure that all assets necessary to perform the contract are onboard for deployment except for personnel. The UAS Contractor is responsible for movement of the
B-Kit equipment from the dock into place on the ship. A Government provided crane will be available to support equipment lifts. The B-Kit installation is expected to last approximately three weeks.
Item 0001AC: Two Underway System Checks are performed under CLIN 0001AC:
The first underway system check involves a ship cruise that is scheduled for approximately seven days. The purpose of the underway check is to ensure system functionality at maximum range, check for blind spots, crew coordination, and UAS system interoperability with the ship and its crew. Approximately 25 hours of sensor data is anticipated to support this underway system check.
The second underway system check involves a tactical exercise and is scheduled for approximately seven days.
During the exercise the Contractor will perform tactical UAS missions during day and night conditions that support the combat mission of the ship. Approximately 25 hours of sensor data is anticipated to support this deployment exercise.
Items 0002 and Option Items 1002, 2002, and 3002 – The Contractor shall provide all efforts including labor, personnel and ISR hardware necessary to perform the ISR missions while deployed with Government personnel on board the EPF (the specific EPF shall be identified upon task order award) or any other ship of the US government.
ISR Services shall be at the monthly level of support set forth in Section B. The level of monthly support described in Section B characterizes a range of support, not the exact number of sensor hours. The sensor data hours within the range may vary from month to month depending on operational requirements. Variations in the levels of support in a given month not greater than 10% of the stated range are considered to be within scope of the task order. The
Contractor shall not be required to provide support greater than 10% over the allotted sensor data hours in a given month for three or more consecutive months. All efforts shall be provided in accordance with Attachment (1)
PBWS for the Sea-Based UAS ISR Services of Contract Number N00019-XX-X-XXXX, PBWS reference Section

2.1.6.2.1.1 The Contractor shall provide ISR coverage that includes both an optical payload/sensor (either
Electro-Optic (EO) or Infrared (IR) and an additional modular payload.
The modular payload will be provided as Government Furnished Property (GFP) and will require a
Government furnished operator that is directly responsible for coordinating and executing payload operations, serve as the on-site payload subject matter expert, provide signals intelligence (SIGINT)/EW technical and maintenance support throughout all deployment activities.
2.1.7.3 The Contractor shall provide full motion Electro-Optical (EO) and Infrared (IR) video output as required per PBWS section 2.6.3. The sensor data hours required per Items 0002 and Option Items 1002, 2002, and
