RFP N00019-09-R-0216
Questions and Answers Related to Amendment 0005
09-Sept-2010
Question # 160 - Sections B, F, and the Pricing Worksheet (Attach 20) have conflicting periods of performance as shown below:
Section B: 10, 12, 12, 12, 14 months
Section F: 7, 12, 12, 12, 17 months
Pricing Worksheet: 8, 12, 12, 12, 16 months
Please clarify which is correct?
ANSWER: Section B does not include any Periods of Performance. Stated quantities per CLIN only represent maximum ordering potential. That said, Section B will be revised in a subsequent RFP amendment to include a qty of 24 months for CLIN 4002. Based on the RFP amendment, the Gov’t will only be able to order the number of months for the base contract period that is available between contract award and the effective date of Option I, and will be able to order up to the maximum qty of 24 months in Option IV to support aircraft still in work after the 5 year contract period.
The Periods of Performance are included in Table 1 of Section F-1 "Schedule." [Note: Section F-3 "Term of Contract" lists the relevant ordering timeframes for the base period and option periods, but does not talk to period of performance.]
The Pricing Worksheet will not be contractually binding, does not necessarily align with the contract schedule, and is designed for the sole purpose of performing price evaluations. That said, each quantity per CLIN in the Pricing Worksheet should not exceed the maximum quantity stated per CLIN in Section B of the solicitation. The subsequent RFP amendment (mentioned above) will resolve this disparity with respect to CLIN 4002.
Both Section F and the Pricing Worksheet are correct as is, and will not require revisions in the RFP amendment.
Question #161 - Ref: Attachment 1 SOW Sustainment - Appendix V P-3 Sustainment Installation Data Package was added to Sec 12 Outer Wing Installation. This increases scope on CLINS 0027, 0028, 0029, 0030, 0031, and 0032. Did the Navy also intend to add these fatigue inspections to CLINS 0020 and 0021?
ANSWER: No. As indicated in Section C of the solicitation fatigue inspections are not required for CLINs X020 and X021. ……………………………………………………………………………………………………………
Question #162 - RFP p. 42 of 55 - Did the Navy intend to leave CLIN 5074 description with quantity of up to 10 aircraft.
ANSWER: No. All 5XXX series CLINs will be deleted in a subsequent amendment.
Question #163 - Summary of changes Section B. CLINS 74 thru 87 in each option year have been changed to align with Base year core sustainment CLINs? Would the government clarify the intent of the change in alignment of support CLINS for each option year to only base year core CLINS. For example: CLIN 4074 The CLIN extended description has changed from FOR PMI STAND-ALONE (ALL T/M/S) SHALL BE ORDERED IN CONJUNCTION WITH CLIN 4003, 4004,or 4005 SEE NOTE (6) to FOR PMI STAND-ALONE (ALL (T/M/S) SHALL BE ORDERED IN CONJUNCTION WITH CLIN 0003,0004,OR 0005 SEE NOTE (6). This misalignment is common to every support CLIN across all option years?
ANSWER: This change was made in error. Core Sustainment CLINs referenced in the Support CLIN extended descriptions should align with the respective contract period. This will be corrected in an amendment to the solicitation.
Question #164 - Attachment 18 “Section L – Notional Scenario of Maximum Inductions” RWA-5 (101) assigned to aircraft 9 option year (02) is not listed in the OW Refurb (RWA) # column. Is this a typo?
ANSWER: No, this is not a typo. The OW (RWA) # column represents wing sets removed from the respective aircraft that require refurbishment work. RWA-5 (101) assigned to aircraft 9, option year (02) represents GFM wing sets to be provided for installation onto the fuselage. No refurbishment work is required.
Question #165 - Attachment 18 “Section L – Notional Scenario of Maximum Inductions” Time frame from OW Induction Date to Outer Wings GFM assignment is 5 months. RFP TAT for Outer Wing Refurbishment is 240 days (wings off) and 300 days (wings on). Request NAVAIR clarification on the conflict between contractual TAT for wing refurbishment and the allotted duration in the notional scenario.
ANSWER: Understand the conflict. The column entitled “Outer Wings GFM” is not technically required and will be deleted from Attachment (18) in an amendment to the solicitation to eliminate the conflict. [Based on the SOW requirements, it is understood that GFM wings will be provided for the performance of each outer wing installation, and therefore the column is not required.]
Question #166 - Section B – Supplies or Services and Prices; CLIN 0037, Page 5 of 55 and Section C – Descriptions and Specifications, Section C, Item X037, Page 44 of 55. There was no Bill of Material associated with CLIN 0037 in Amendment 0005. Please clarify if the Navy considers the lower forward spar to be Government Furnished Equipment or is this to be furnished by Offeror.
ANSWER: The lower forward spar will be provided as Government Furnished Material (GFM). A subsequent amendment to the solicitation will clarify this requirement.
Question #167 - The following drawings as referenced in the Appendices are not available. Please include these in the drawing library:
96021082
Appendix O
96021083
Appendix O
ECN 09-64 to 982315 Appendix B/D
ANSWER: Drawings will be added to the technical library accordingly.
Question #168 – The version of the SOW for P-3 Aircraft Sustainment (Attachment 1) provided with Amendment 0005 is dated 09 June 2010 and the referenced version of the DIMPLE is Change 2 dated 19 July 2010. The version of the SOW provided for the P-3 SMIP Bridge contract is dated 14 July 2010 and the referenced version of the DIMPLE is Change 1 dated 8 March 2010. The version of the SOW provided with Amendment 0005 appears older than the version of the SOW provided for the P-3 SMIP Bridge contract, but if references a version of the DIMPLE which is later than the version referenced in the Bridge contract. Please clarify which version of the SOW and DIMPLE Offerors should use when preparing P-3 SMIP Re-Competition proposal changes.
ANSWER: A subsequent amendment to the solicitation will update the SOW for this RFP. The SOW for the bridge is different. Use DIMPLE, Change 2, dated 19 July 2010 for this RFP.
Question #169 - Attachment 18 shows that BUNO #6(B) requires PMI-1, but then does not depict under which CLIN the PMI is to be performed. If the Government intends for the contractor to perform a PMI-1 on BUNO #6(b), suggest X005 be added to the CLIN column for this aircraft.
ANSWER: CLIN X013 will be added to the CLIN column for BuNo # 6(B) in a subsequent amendment to account for the PMI-1 effort that was inadvertently omitted.
Question #170 - Clause 5252.245-9509 of Section F indicates that Government Furnished Material will be provided at time of aircraft induction. However, in the revised Attachment (18) provided with Amendment 0005 of the solicitation it appears the first four sets of refurbished rotatable wings (RWA-1 thru RWA-4) won't be available until after induction of the aircraft onto which they're to be installed. For example, if aircraft 1(B) is inducted 30 Apr 11, RWA-1 would be removed from the aircraft 60 days after induction (or 29 Jun 11). If the TAT for wing refurbishment is 240 days, the wings wouldn't be completed and delivered until 23 Feb 12 and Attachment 18 depicts RWA-1 being installed on aircraft 7(B) which is scheduled for induction on 26 Sep 11. In this case the Gov't furnished rotatable wings wouldn't be available until 5 months after aircraft induction. Please clarify.
ANSWER: The column entitled "Outer Wings GFM" is not technically required and will be deleted from Attachment (18) in an amendment to eliminate the conflict. Further, Section F clause "5252.245-9509 "Place of Delivery - Government Furnished Material" will be amended to state that outer wings will be provided as GFM at the time of induction for each outer wing installation.
Question #171 - Amendment 0005 shows that the pricing detail quantity for CLIN 0002 in Section B should be increased from 2 months to 10 months, but the revised Pricing Worksheet (Attachment 20) provided with the Amendment shows a quantity of 8 months for this CLIN. Amendment 0005 also states that clause 5252.215-9503 in Section L should be changed to reflect an anticipated award date in April 2011. If the contract is awarded 1 Apr 2011 and the contract base period ends 31 Oct 2011, there will be only 7 months base period. Please clarify if the correct quantity for CLIN 0002 should be 7, 8 or 10 months.
ANSWER: The ceiling quantity that will be available for ordering under CLIN 0002 of the resultant contract is stated in Section B accordingly. That said, this is contingent upon the date of contract award. If the actual date of contract award results in a shorter base period than the number of months provided for under CLIN 0002 in Section B, the Government will only be able to order the number of months equal to the base period in accordance with Section F of the contract. Lastly, the Pricing Worksheet will not be contractually binding, does not necessarily align with the contract schedule, and is designed for the sole purpose of performing price evaluations.
Question #172- Amendment 0005 does not reflect any changes to the detail quantity in Section B for CLIN 4002, which was previously 12 months. However, the revised Pricing Worksheet (Attachment 20) shows a quantity of 16 months for this CLIN 4002. If the contract is awarded 30 April 2011 and the total term of the contract is five years (60 months) from contract award, then the term of the last option year could extend through 30 April 2015, which is 6 months from the start of the Option IV period on 01 Nov 2014. Please clarify if the correct quantity for CLIN 4002 should be 6, 12 or 16 months.
ANSWER: The ceiling quantity that will be available for ordering under CLIN 4002 of the resultant contract is stated in Section B accordingly. That said, Section B will be revised in a subsequent RFP amendment to include a qty of 24 months for CLIN 4002. Based on the RFP amendment, the Gov’t will be able to order up to the maximum qty of 24 months in Option IV to support aircraft still in work after the 5 year contract period. Lastly, the Pricing Worksheet will not be contractually binding, does not necessarily align with the contract schedule, and is designed for the sole purpose of performing price evaluations. That said, the pricing worksheet should not exceed the max quantities of the contract schedule.
Question #173 - Page 42 of Amendment 0005 includes change to CLIN 5074 in Section B. Changes to Section F-2 indicate that Option V contract period has been deleted. Should changes to CLIN 5074 be ignored?
ANSWER: Yes, all 5XXX series CLINs will be deleted in their entirety in the subsequent amendment.
Question #174 - Amended Attachment (18) Section L - Notional Scenario of Maximum Inductions removes the requirement for center wing box work (SSIK) for BuNo 8(O1). This appears to conflict with the Section L, 2.1.c.1.a Over and Above Scenario for CW Aft Web (P/N 900908) on BuNo 8(O1). Please clarify.
ANSWER: The CW Aft Web O&A scenario in Section L, 2.1(c )(i)(a) was changed to affect BuNo 9(O1) in Amendment 0005.
Question #175 - Appendices L and N had footer page numbering corrections. No content was changed.
ANSWER: Revised Appendices L and N will be provided with the next RFP amendment.
