About this file
This document is a justification for other than full and open competition for a federal contract with the Department of Transportation Federal Highway Administration. The contract requires name brand tangent guardrail terminals, temporary crash cushions, and temporary concrete barriers for use on a project within the right-of-way owned by the California Department of Transportation. The total estimated value of the required products includes four tangent guardrail terminals ranging in price, three temporary crash cushions ranging in price, and 2,640 linear feet of temporary concrete barriers ranging in price per linear foot. The justification for limiting competition is that the California Department of Transportation specifies the listed products for work within its right-of-way. No market research was conducted as the products were requested during the encroachment permit process and match existing systems in the right-of-way. The justification will be posted with the solicitation and the agency will ensure all costs are fair and reasonable.
