1 We noticed under the dust control specification section 107.16 it talks about soils testing and off haul of hazardous soil, there are no bid items for that work. Can you please clarify how it will be paid for?

Item # 62303-1000, SPECIAL LABOR, HIRED TECHNICAL SERVICES (DUST MONITORING), LPSM for the monitoring and testing work. Refer to Appendix L, Soil Management Plan for testing levels and remediation requirements and guidelines.

If hazardous soil is found during construction, stockpile and remove from the site as required in the soil management plan. This work should be considered under the 20420-0000, ROADWAY EMBANKMENT, CUYD pay item for schedule A and under the 20401-0000, ROADWAY EXCAVATION, CUYD pay items for Options X and Y.

2 If we are reading your earthwork grading summary correctly it is telling us that we will be borrowing 5,143 cy from somewhere, Looks like we are adjusting grades or borrowing from areas adjacent to the new trail, can the engineer clarify where that source is located. Is there more soil than that available for borrow? Typically, sand shrinks more than the 10% that the engineer has allowed for, There is no item for import fill, should there be an import fill bid item?

That is correct, the Schedule A grading summary shows an estimated borrow quantity of 5,143 CUYD. Material excavated within the slope stake limits may be used for unclassified borrow or other backfill/borrow material, provided it meets the requirements of the contract for the intended use.

There are no borrow areas adjacent to the trail for use.

If Option X and/or Option Y are awarded, waste material generated from Roadway Excavation may be used as borrow material for Schedule A, provided the material meets the contract requirements for the intended use.

An item for borrow material will not be added. The cost of unclassified borrow is included in the 20420-0000, ROADWAY EMBANKMENT, CUYD pay item.

See Amendment A003. No further bid extensions will be given.

February 29, 2024

1 Reading bid question 17, that says no prefabricated restrooms are allowed, and after contacting subcontractors to build a restroom. Reviewing Section 646A.03 General Construction requirements say to provide a prefabricated 12x18 ft, ADA compliant restroom. We will probably still proceed at building them, but you should clarify the specifications

To clarify response to 17 and to answer this question:

2-15-2024 Question 17 Clarification: Refer to revised answer to Question 17 from Feb 15, 2024 above, and refer to Amendment A004.

This Question: See Amendment 004 for revisions to the restroom specifications.

2 Per the specs and plans, a weathering agent is called to be applied to schedule A sign posts with weathering steel ASTM A847 to be used for fence & pedestrian railing. However, the plans of schedule X & Y are calling for the guardrail to be applied with the weathering agent.

Schedule A:

SCR 633.04. states requirements for sign posts. For clarification, where the perforated square galvanized tube is used, a weathering agent is required.

Can it be clarified what galvanized steel, rock or concrete bid items will have a weathering agent applied to?

For fencing, the cable fencing posts are weathering steel and would not require a weathering agent. A weathering agent is not proposed to the galvanized wire railing. Weathering agent would not be required on combination fencing. See SCR 710.14

For Option X/Y:

Refer to the guardrail summary. All guardrail on both options requires weathering agent. The cable railing fence requirements match Schedule A requirements.

See Amendment A004 for additional clarification.

1 Our company rock person called and has concerns about the rockery wall.

There is no rock around that can be made to stack like that, when we make rip rap it just breaks where it wants to break and is random. To get graduated sizes to stack like that prob. not available, and if so costly. Might want to consider a gabion basket wall like you have shown for option X at davenport.

Bid according to the plans and specifications. A value engineering proposal may be considered after contract award. See FAR Clause 52.248-3 Value Engineering - Construction.

March 5, 2024

1 The bid packet contained a standard bid bond form (rev 8/2016)
