About this file

This document is an Average Daily Traffic (ADT) Report that provides detailed traffic flow data for roadways and entry control facilities (ECFs) at Joint Base San Antonio-Lackland. The report includes ADT and peak hour traffic volumes for key roads and gates, such as Military Drive, Bergquist Drive, Luke Boulevard, and Selfridge Boulevard. It also summarizes the operations of the Bergquist and Luke East Gates, including processing methods and vehicle counts. This information is relevant to the adjacent federal contract opportunity for the repair of Truemper Road at JBSA-Lackland, as it provides context on the site's existing traffic conditions.

Chapter 2 — Existing Conditions

2.1 Traffic Flow on Study Area Roadways

Average Daily Traffic (ADT) volumes for study area roadways are presented in Figure 4, Figure 5, Figure 6, Figure 7 and are summarized in Table 3. Military Drive, a six-lane, divided, urban arterial bisects the base and carries 37,800 vehicles per day at a point immediately north of Bergquist Drive and 18,500 vehicles per day at a point immediately south of Selfridge Boulevard.

A total of four ECFs located along this segment of Military Drive provide access to the base.

These include Bergquist Drive (7,000 ADT); Luke Boulevard just east of Military Drive (10,000 ADT); Luke Boulevard just west of Military Drive (3,700 ADT); Selfridge Boulevard just east of Military Drive (5,200 ADT; and Selfridge Boulevard just west of Military Drive (6,500 ADT).

Within the eastern portion of the base, roadways carrying the highest daily traffic include Kenley Avenue just south of Luke Boulevard (9,800 ADT); Truemper Street just north of Bong Street (6,280 ADT); and Kenly Avenue just north of Kelly Drive (8,160). Within the western portion of the base, the highest volume roadways include Truemper Street (Valley-Hi Drive) (14,260);

Carswell Avenue just north of Stewart Street (10,400); and Carswell Avenue just north of Truemper Street (7,900).

2.2 Installation Wide Review of ECFs Operations

While a primary emphasis of this study was the operation of the Bergquist Drive and Luke Boulevard East Gates, traffic flow data were gathered for other ECFs in order provide an installation wide review of ECF operations. These additional gates included: Luke Boulevard West Gate; Selfridge Boulevard East Gate, Selfridge Boulevard West Gate, and Valley-Hi Gate.

Bergquist Drive Gate The Bergquist Gate is located on Bergquist Drive and is opened Monday thru Friday from 6:00 am to 6:00 pm. This ECF has two lanes inbound and two lanes outbound and intersects with Wilford Hall Loop beyond the gate. The ECF is operated using tandem processing (two guards in each lane) during peak periods and single processing (one guard per lane) during non-peak periods. During very low volume periods, ECF processing is reduced even further to include only one ID check lane with one guard in the lane. Pedestrian processing occurs on an ad-hoc basis. Pedestrians entering the gate are required to report to a guard and present identification as required. The team collected entering and exiting vehicles for the Bergquist Gate approximately 200 feet prior the ID check area. Approximately 3,800 vehicles enter Lackland AFB daily through the Bergquist Gate, with 800 vehicles entering during the morning peak hour (0630 to 0730). A plot of the 15-minute vehicle counts is shown as Figure 8.

Luke East Gate The Luke East Gate is located immediately east of Military Drive and has two inbound lanes and two outbound lanes. Often called the Main Gate or Gateway Gate, Luke East Gate is open 24-hours a day and has a 24-hr Visitor Control Center (VCC). Pedestrian processing occurs on an ad-hoc basis. Pedestrians entering the gate are required to report to a guard and present identification as required. To enter the Luke East Gate, vehicles turn from Military Drive and travel on Luke Boulevard. Approximately 4,600 vehicles enter through the Luke East Gate daily. During the morning peak hour (0630 to 0730), approximately 680 vehicles enter the ECF.

A plot of the 15-minute vehicle counts is shown as Figure 9.
