About this file
These are the minutes from a mandatory pre-bid walkthrough meeting for the Port of Hood River Parking Lots 2025 project, held on May 23, 2025, at 9:00 AM, hosted by HRK Engineering and Field Services. The meeting involved representatives from multiple construction and excavation companies who gathered to discuss the project scope for two parking lot sites: a Portway parking lot and an Anchor Way parking lot. Key details included a review of the bidding process, site constraints, and specific project requirements such as relocating an existing chain-link fence, addressing erosion and sediment control near the Columbia River, removing existing trees along Anchor Way, installing two new ADA ramps, and implementing a stormwater detention system. The preferred staging area was identified as west of the Wastewater Treatment Plant, pending Port of Hood River confirmation.
Bidding information specified that all questions must be submitted via an addendum form, and a 10% Bid Bond is required. The meeting minutes indicate that contractors will receive additional documentation, including a Bid Bond template. While specific budget details were not explicitly stated in the minutes, the project involves significant infrastructure work requiring careful coordination. Contractors were advised of environmental considerations, particularly regarding erosion control due to the site's proximity to the Columbia River. The meeting concluded at 10:30 AM, with Alexandria Eck from IBC Construction agreeing to submit further questions via email for formal response, and Kevin Greenwood from the Port of Hood River providing closing remarks.
