About this file
This document is a guidance document providing instruction on Military Standard 129 (Mil-Std-129R) marking and shipping label requirements for GSA vendor partners.
The document outlines specific marking requirements for unit packs, intermediate containers, and exterior containers. Unit and intermediate container marking must include barcoded NSN numbers with hyphens, cage code, part number, nomenclature, quantity and unit of issue, contract or purchase order number, batch/lot number, shelf-life marking, TCN number if available, and identification data with 2D barcodes. Exterior container marking follows the same basic format but excludes item description and additionally requires NSN, purchase order number, and CAGE code to be barcoded. Military Shipping Labels (MSLs) are mandatory for all shipments and must contain 18 specific information fields including Transportation Control Number (TCN), Transportation Account Code/postage, consignor DODAAC/CAGE and address, type of service, priority, port of debarkation, project code, weight, cube, date shipped, FMS case number, piece number, and 2D PDF417 bar code. The MSL must meet ANSI/ISO standards and be human-readable and machine-scannable. Bar code requirements for exterior containers, palletized unit loads, and unpacked items must include NSN/NATO stock number, contract or order number, CAGE code of the awarded contractor, and Contract Line Item Number (CLIN). The document provides visual examples of proper labeling on unit packs, intermediate containers, exterior containers, and MSLs, and includes detailed guidance on identification bar code content specifications and linear (Code 39) bar code field formats. All packaging and packing must comply with Federal Standard 123, Mil-Std-2073-1, GSAM requirements, and applicable DOT HMR regulations for hazardous materials. Wood packaging material for export shipments must comply with GSAM clause 552.211.89 and ASTM D-3951 requirements.
