About this file
This document is instructional guidance on Military Standard 129 (Mil-Std-129R) marking and shipping label requirements for GSA vendor partners. The guidance provides a brief overview of Mil-Std-129R requirements but is not all-inclusive, with the actual standard taking precedence in cases of deviation. Vendors are responsible for ensuring full compliance with the most current version of Mil-Std-129R.
Unit, intermediate, and exterior containers must include specific identification text markings such as barcoded NSN with or without hyphens, cage code, part number, nomenclature, quantity and unit of issue, contract or purchase order number, batch/lot number, shelf-life marking, TCN number when available, and military preservation method and date. If both contract and purchase order numbers cannot fit on the label, the purchase order number takes precedence. Exterior containers require the same basic format as unit containers but without item description, and must include barcoded NSN, purchase order number, and CAGE code. The document specifies that Military Shipping Labels (MSLs) are required for all shipping addresses and must contain 18 specific data elements including Transportation Control Number (TCN), Transportation Account Code/postage, consignor information, type of service, priority, port of debarkation, project code, weight, cube, dates shipped, FMS case number, piece number, and 2D bar code. MSL format must comply with ANSI/ISO standards and Code 39 bar code requirements. Linear bar code specifications are detailed for exterior containers, palletized unit loads, and unpacked items, requiring NSN, contract or order number, CAGE code, and Contract Line Item Number. The document includes supplemental requirements for hazardous materials labeling, packaging standards for domestic and export shipments (including compliance with Federal Standard 123, Mil-Std-2073-1, DOT HMR, OSHA HCS, and ASTM D-3951), wood packaging material treatment for export, PRIME item plastic restrictions, Safety Data Sheets requirements, and formaldehyde emission standards for composite wood products.
