About this file
This document is an instructional guide for Military Standard 129R marking and shipping label requirements, effective November 2014. It provides detailed specifications for labeling unit packs, intermediate containers, and exterior containers used in federal military procurement and logistics operations.
Unit and intermediate container marking must include barcoded NSN (with and without dashes), CAGE code, part number, nomenclature, quantity and unit of issue, contract number or purchase order number, batch/lot number, shelf-life marking, and TCN number when available. If both contract and purchase order numbers cannot fit on the label, the purchase order number takes precedence. Exterior container marking uses the same basic format as unit containers but excludes item description and requires NSN, purchase order number, and CAGE code to be barcoded, either on one large label or two smaller labels placed side-by-side. Identification text marking on unit packs and intermediate containers must include NSN/NATO stock number, CAGE code, part number, item description, quantity and unit of issue, contract or purchase order number, military preservation method and date, shelf life, serial numbers, and hazardous materials information. Exterior containers, palletized unit loads, and unpacked items require additional markings including gross weight and proper shipping name with hazmat identification numbers.
The Military Shipping Label (MSL) is mandatory for all shipments and must include 18 specified fields: transportation control number (TCN), transportation account code/postage, consignor information, type of service/ship-to address, priority, port of debarkation, project code, ultimate consignee, weight, required delivery date code, cube, charges, date shipped, FMS case number, piece number, total pieces, and 2D PDF417 barcode. The TCN is identified as the key tracking element for FAS Distribution Operations shipments and must appear in both clear text and barcode format. Bar code requirements for exterior containers include NSN/NATO stock number, contract or order number, CAGE code, CLIN, contractor shipment number when assigned, and UII with assigned serial numbers. The document includes detailed figures showing example label formats, MSL placement on containers, and typical linear Code 39 barcode field configurations. Vendors must acknowledge understanding and compliance with these requirements, with remarking costs assessed at $150 for the first hour and $70 for each additional hour, with a minimum two-hour charge of $220.

A major show stopper with FAS orders both export and domestic shipments are not having a properly prepared shipping label. The lack of proper shipping label information can cause frustrated freight at the DOD freight consolidation and overseas forwarding facilities. The transportation control number
(TCN) is the key element in tracking FAS Distribution Operation shipments and must appear on the shipping label with “in the clear text” and barcode information.
Figure 2 illustrates the minimum information needed to ship our customers’ orders. Figure 3 will indicate the applicable blocks where information can be found on the Order for Supplies or Services Form (GSA Form 3186). Figure 4 demonstrates the preferred location of the MSL on an exterior shipping container. The requirements for the Military Shipping Label (MSL) may be found in Mil-Std-129R Para
