About this file

This document is a November 2014 guidance document on Military Standard 129R (MIL-STD-129R) marking and shipping label requirements for federal contracts. It provides detailed instructions for vendors and contractors on how to properly mark and label containers and packages for military shipments, both domestic and export.

The document specifies marking requirements for three container types: unit packs, intermediate containers, and exterior containers. Unit and intermediate containers must include barcoded NSN (with and without dashes), cage code, part number, nomenclature, quantity and unit of issue, contract/purchase order number, batch/lot number, shelf-life marking, and TCN number if available. Exterior containers require the same basic format without item description, but with NSN, purchase order number, and CAGE code also barcoded. For unit packs and intermediate containers, identification text must include NSN/NATO stock number, CAGE code, part number, item description, quantity and unit of issue, contract or purchase order number, military preservation method and date, shelf life, serial numbers, and hazardous materials information. Exterior containers require an expanded set including gross weight, proper shipping name, and HAZMAT identification numbers. The document emphasizes that the Transportation Control Number (TCN) is critical for tracking FAS Distribution Operation shipments and must appear on shipping labels in both clear text and barcode format. The Military Shipping Label (MSL) must contain 18 specific data fields including TCN, transportation account code, consignor and consignee addresses, priority, port of debarkation, weight, cube, RDD code, date shipped, FMS case number, piece numbers, and 2D PDF417 barcode. Bar code specifications for non-ammunition items require NSN/NATO stock number, UII and serial numbers for unit packs, and NSN, contract/order number, CAGE code, CLIN, contractor shipment number, and UII/serial numbers for exterior containers using Code 39 linear bar codes.

A major show stopper with FAS orders both export and domestic shipments are not having a properly prepared shipping label. The lack of proper shipping label information can cause frustrated freight at the DOD freight consolidation and overseas forwarding facilities. The transportation control number

(TCN) is the key element in tracking FAS Distribution Operation shipments and must appear on the shipping label with “in the clear text” and barcode information.

Figure 2 illustrates the minimum information needed to ship our customers’ orders. Figure 3 will indicate the applicable blocks where information can be found on the Order for Supplies or Services

Form (GSA Form 3186). Figure 4 demonstrates the preferred location of the MSL on an exterior shipping container. The requirements for the Military Shipping Label (MSL) may be found in Mil-Std-129R Para

5.2.2. The MSL label and format are required by DOD.
