Section L.7 states, “For Volume I, Offerors shall submit a response to the three case studies…Each case study should reference only one contract and no contract should be included in more than one response.”
Section L.10 states, “Offerors may also submit past performance information for predecessor companies. Offerors must explain the difference between the primary offering entity and the predecessor company when submitting past performance information for predecessor companies. This narrative statement is not subject to page limitations.”
Question: Will the Government please confirm that Prior Experience and Past Performance responses from an offeror's affiliated companies under the common management of the same parent company can be submitted and that such submissions will be credited to the offeror acting as the prime contractor?
Accepting affiliates’ prior experience and past performance allows the Government to assess not only the offeror’s direct experience but also the extent to which the additional experience, resources, knowledge, and personnel are available to the offeror through its affiliated companies.
ICE Response
Confirmed. Offerors may submit prior experience and past performance information regarding affiliate companies. The Offerors must demonstrate how the affiliate will be involved in performance and how the affiliate will share resources with the Offeror. The Offeror’s narratives will be considered (for affiliates and predecessor companies) in determining relevancy.
