About this file

This is a metals analysis report prepared by Environmental Hazards Services, L.L.C. for the County of Volusia, Department of Public Works, Road & Bridge Division, regarding paint samples collected from the Main Street Bridge (Bridge No. 794004) counter weight in Daytona Beach, Florida. The report documents laboratory analysis of RCRA8 metals conducted on samples received on April 13, 2023, and analyzed on April 17, 2023. The testing identified the presence of arsenic and barium in the paint samples collected from the bascule and flacking spans of the bridge structure. The analysis was performed by GPI Environmental Hazards Services, located in Richmond, Virginia, with the laboratory testing conducted at their Tampa, Florida facility. The report number is 23-04-01994, and results were reported following standard environmental hazard testing protocols.

The presence of hazardous metals in the bridge paint samples directly informs the project scope for the Main Street Bridge Repairs - Cleaning and Painting contract, as the identification of arsenic and barium necessitates specialized environmental testing and contamination control procedures during the cleaning and painting work. Contractors bidding on this project must account for proper handling, removal, and disposal of hazardous materials in compliance with environmental regulations, which represents a significant component of project costs and requirements beyond standard bridge maintenance and painting operations.

Method:

Sample Results denoted with a “less than” (<) sign contains less than the reporting limit for each particular metal, based on a 50mL volume.

The reporting limit is 0.10 ug for Mercury, 0.5ug for Cadmium and Beryllium, 1ug for Arsenic and Thallium and 2.5ug for all other metals. To convert metals concentration (ppm) to % by weight, divide the above concentration by 10,000.

LEGEND ug = microgram ppm = parts per million mL = milliliter mg/kg = milligrams per kilogram

Reviewed By Authorized Signatory:

L01: Results of duplicate analysis for As, Cd, Pb for the QC batch were outside acceptance limits.

Sample Narratives:

Mercury (Hg): EPA SW846 7471B

All other metals: EPA SW846 3050B/6010D

The condition of the samples analyzed was acceptable upon receipt per laboratory protocol unless otherwise noted on this report. Results represent the analysis of samples submitted by the client. Unless otherwise noted, samples are reported without a dry weight correction.

Sample location, description, area, volume, etc., was provided by the client. If the report does not contain the result for a field blank, it is due to the fact that the client did not include a field blank with their samples. These sample results do not reflect blank correction. This report shall not be reproduced except in full, without the written consent of Environmental Hazards Services, L.L.C.
