About this file
This document is a Measurement and Payment section for a state and local contract opportunity for Rosselli Park Pickleball Court Construction in Florida, detailing a comprehensive renovation project for a recreational facility. The project involves complete removal and replacement of existing court facilities, including demolition of current surfacing, concrete slabs, equipment, and landscaping elements, followed by installation of new pickleball courts with specialized surfacing, posts, nets, fencing, drainage systems, and associated infrastructure. The contract includes 15 distinct bid items covering everything from general conditions and mobilization to specific installation of court surfaces, posts, nets, fencing, and erosion control measures.
The contract's pricing structure is based on unit pricing and lump sum payments for various project components, with a contingency allowance for unforeseen work. Measurement and payment will be determined by actual completed and accepted work quantities, with specific measurement methods for each bid item. The project includes provisions for tree protection, site grading, concrete path connections, court surfacing (with an alternate non-cushioned option), and installation of specialized pickleball court equipment. A six-month maintenance period is required after final payment, during which the contractor must maintain disturbed surfaces. The contract allows for flexible pricing and includes detailed specifications for materials, installation techniques, and quality standards for each project element.

01150-1 Section 01150 – Measurement & Payment
08-12-2025
SECTION 01150
MEASUREMENT AND PROJECT DETAILS
1. GENERAL
1.01 GENERAL INFORMATION
The Contractor shall receive and accept the compensation provided in the Bid and the Agreement as full payment for furnishing certain materials and all labor, tools and equipment, for performing all operations necessary to complete the work under the Agreement, and also in full payment for all loss or damages arising from the nature of the work, or from any discrepancy between the actual quantities of work and quantities herein estimated by the Engineer, or from the action of the elements or from any unforeseen difficulties which may be encountered during the prosecution of the work until the final acceptance by the City.
It is the intent of these contract documents that any cost for which compensation is not directly provided by a bid item shall be prorated and included in the bid item for which they are required. Failure of the
Contractor to follow this procedure shall be basis for rejection of his Bid.
The prices stated in the Bid include all costs and expenses for taxes, labor, equipment, commissions, transportation charges and expenses, patent fees and royalties, together with any and all other costs and expenses for performing and completing the work as shown on the plans and specified herein. The basis of payment for any item at the unit price shown in the Bid shall be in accordance with the description of that item in this Section.
No separate payment will be made for the following items and the cost of such work shall be included in the applicable contract pay items of work.
The Contractor's attention is again called to the fact that the quotations for the various items of work are intended to establish a total price for completing the work in its entirety. Should the Contractor feel that the cost for any item of work has not been established by the Bid or Contract Pay Items, he shall include the cost for that work in some other applicable bid item, so that his Bid for the project does reflect his total price for completing the work in its entirety.
Following final payment by the City, the Contractor shall maintain the surface of the unpaved trenches, shrubbery, trees, fences, sod, and other surfaces disturbed for a period of six (6) months thereafter. The cost of maintaining the restored areas is considered incidental to the cost of restoring the areas disturbed by the Contractor. These costs shall be prorated and included in the cost for the bid item for which it is required.
1.02 MEASUREMENT
If applicable, the quantities for payment under this Agreement shall be determined by actual measurement of the completed items, in place, ready for service and accepted by the City, in accordance with the
01150-2
08-12-2025 applicable method of measurement therefore contained herein. A representative of the Contractor shall witness all field measurements.
