About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Minnesota Department of Information Technology Services (MNIT) and the Minnesota Department of Veterans Affairs (MDVA) for a remote continuous temperature monitoring system to monitor refrigeration units in up to eight Minnesota Veterans Homes. The addendum addresses questions and answers related to preferences for wireless versus wired devices, Wi-Fi requirements, encryption, cloud-based solution uptime, calibration, temperature accuracy, server requirements, and other technical specifications. The original RFP posting due date of August 27, 2024 at 2:00PM Central Time has not changed.

The RFP seeks a configurable/customizable off-the-shelf software solution to monitor, alert, and report on refrigeration systems used for storage of dietary and medical supplies. The State has a preference for wireless devices with 99.999% uptime for any cloud-based solution, and requires ISO 17025 calibration with two temperature points for pharmacy fridges. The State will provide the server for any local server-based system, and does not require temperature display on the transmitters.

Questions and Answers

1. Is Wi-Fi, wireless or wired devices preferred?

i. ANSWER = wireless is preferred.

b. For Wi-Fi is dual band required

i. ANSWER = Preferred but not required

c. Is 4096 encryption required

i. ANSWER = If connecting to our internal network, then yes, this is required

2. For a cloud-based solution, what is the uptime necessary

a. ANSWER =99.999% is preferred

3. I didn’t see calibrations mentioned in the bid. Would you like this carried out annually? If so, would this be added to Additional Tasks or Activities?

a. ANSWER = We prefer to receive monitors that have been calibrated.

4. What is the accuracy required for the temperature devices?

a. ANSWER = +/- 0.5 degrees Celsius

5. If you select local server-based system, will you provide the server or does the vendor need to supply one?

a. ANSWER = We will provide the server. We will need the vendor’s system requirements.

6. With most current hardware the probe wires to a transmitter, and the transmitter has a display showing current temperature so users can see current temperature reading of the unit as they walk by. Do you require the transmitter to have a display showing current temperature?

a. ANSWER = Not required

7. Do you prefer cellular backup at the Access Point in case of network outage?

a. ANSWER = No preference; please provide information as you see appropriate in your response.

8. Do you require calibration of the probes to be included in the cost detail, line item 6?

a. If so, to what standard, NIST or ISO:17025, and how many calibration points for each probe?

i. ANSWER = ISO 17025 is preferred but not required. Please include costing in the cost detail.

ii. ANSWER = For our pharmacy fridge we have two temperature points – one at 0 degrees and one at 50 degrees.
