About this file

This document contains questions and answers regarding a forthcoming solicitation for a Rough Terrain Container Handler Service Life Extension Program. The United States Marine Corps intends to issue a request for proposal in the next two months for restoring 117 Rough Terrain Container Handlers to like-new condition and implementing improvements. The anticipated contract type is firm-fixed price indefinite delivery/indefinite quantity with a ten-year ordering period and optional additional five years. The questions and answers provide clarification on the scope of work, configuration management, training requirements, and certification pertaining to modifications under the service life extension rather than the entire system. Based on the data provided in the original contract Test Report, the legacy RTCH was authorized for production and fielding. The Configuration was accepted to meet the requirements of the original Purchase Description. We do not anticipate the modifications required from the scope of work should affect the legacy system. If a modification does affect a legacy system, reverification will be required for that system.
