PERFORMANCE SPECIFICATION
FOR ROUGH TERRAIN CONTAINER HANDLER
Attachment 2, Dated 1/31/2019
Version 1.0
1. SCOPE
This specification defines the performance requirements that shall be maintained of the Rough Terrain Container Handler (RTCH) in its current configuration and additional requirements that shall be obtained upon the completion of the Service Life Extension Program (SLEP) efforts. The RTCH is a container handler with a 20-foot to 40 foot expandable top handler capable of handling International Organization for Standardization (ISO) family of 8 (eight) foot wide containers loaded to a gross weight of 53,000 pounds while operating on beaches and unimproved surfaces.
1.1 Refurbishment
The RTCH SLEP intends to refurbish and improve the RTCH to a like new condition through modification; inspection and component repair/replacement, followed by inspection and validation. The RTCH shall be returned back to the original condition and maintain performance requirements of Section 3.
1.2 Improvements/Modifications (3):
The RTCH shall incorporate the following improvements and modifications to meet the performance requirements of Paragraph 3.
a) Develop an Electrical Control Unit (ECU) that will maintain the same functionality as the legacy system.
b) Install a Camera/Visual Imaging System.
c) Install an updated operator’s cab interior.
2. APPLICABLE DOCUMENTS
2.1 General.
The documents listed in this section are specified in Sections 3, 4, and 5 of this Performance Specification. This section does not include documents that are referenced in other sections of this Performance Specification, recommended for additional information or examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in Sections 3, 4, and 5 of this Performance Specification, whether or not they are listed.
2.2 Government Documents.
The following specifications, standards, and handbooks form a part of this document as specified herein. These documents may be listed in the Department of Defense Index of Specification and Standards (DoDISS) which indicates the latest version. Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 Operational Requirements.
The Service Life Extension Program efforts shall not degrade the operational performance of the legacy RTCH. The RTCH shall remain the manufacturer's standard commercial product meeting all applicable U.S. Department of Transportation (DOT), Environmental Protection Agency (EPA) requirements for highway travel and be capable of traveling on rough terrain. The RTCH shall still follow normal industry practices for container handlers. The RTCH shall still conform to all standards listed in Section 2 of this Performance Specification, and the requirement and purchase description documents listed below:

3.2 Electrical Control Module/Electrical Control Unit (ECM/ECU) The RTCH SLEP shall provide a ECM/ECU system capable of controlling the operation of the RTCH as not to degrade the performance of the legacy system as determined by the Purchase Description, dated 16 Sep 2008.
3.2.1 The ECM/ECU replacement shall provide, at minimum, the same functionality as the legacy ECU/ECM.
3.2.2 The ECM/ECU replacement shall have a service life of not less than 10 years.
3.2.3 The ECM/ECU replacement shall provide engine and transmission control that automatically engages park brake when shifting into park and prevent accidental reverse shift while in forward motion.
3.2.4 The ECM/ECU replacement shall withstand vibrations that normally occur in the RTCH.
3.3 Camera/Video Imaging System
The RTCH SLEP shall be equipped with a Camera/Video Imaging System (C/VIS) that is operable in day and night conditions. The C/VIS will be used in the operator’s work position only for purposes of improving vehicle and corresponding environmental visibility when the RTCH is driven in reverse.
3.3.1 The Field of View shall be 110 to 120 degrees to provide adequate coverage of the defined scene.
3.3.2 The camera shall be color, provide at minimum a standard definition (480p resolution) image, and identify an obstruction at a minimum of 25 ft away in all lighting conditions.
3.3.3 The cameras and their mounting shall be rugged. The cameras, cables, and connectors shall be weatherproof or installed in weatherproof housing with transparent aperture to protect camera lenses, and positioned to avoid collection of dust, snow, ice, and other debris. The housing shall be easy to clean by the operator and maintenance personnel. The camera shall be positioned to avoid contact outside the original envelope of the RTCH.
3.3.4 The C/VIS shall be designed to withstand vibrations that normally occur in the RTCH.
3.3.5 The monitor shall provide a mirror (or reverse) real-time or near real-time visual image of the scene captured by the camera.
3.3.6 The monitor will not replace a mirror. It will supplement the mirror and should provide a comprehensive view of the desired scene with minimum distortion.
3.3.7 The monitor shall not encroach on the direct forward or side scenes of the operator’s work position. The monitor shall have a screen size of at least 7” diagonally.
3.4 Operator’s Cab
The RTCH SLEP operator’s cab interior upgrades shall still meet the Ownership and Support Requirements in Paragraph 3.6 of the Purchase Description, dated 16 Sep 2008.
3.5 Exterior Panels
Exterior panels shall be free of imperfections. Dents shall not be larger than 3” x 3” area. There shall be no holes or cracks present in the panels.
4. VERIFICATION.
4.1 General
The RTCH SLEP compliance with the requirements listed in Section 3 shall be verified using the methods established in Section 4. Refer to Table 1 for a summary of the verification method.
4.2 Methods of Verification
This performance specification will require verification if the SLEP efforts requires more than a corrective or preventative maintenance activity that alters the configuration of the legacy RTCH. The manufacturer, prior to shipment of the RTCH, shall perform quality assurance inspections and provide appropriate certifications of compliance with the specification. Compliance with the requirements listed in Section 3 shall be verified using one of the methods listed below.
4.2.1 Analysis (A). Analyses shall be conducted by the Contractor as specified herein or the Government utilizing established technical or mathematical models or simulations, algorithms, charts, graphs, circuit diagrams, or other scientific principals and procedures.
4.2.2 Demonstration (D). Demonstrations shall be conducted by the Contractor as specified herein; or the Government at a Government-designated test agency involving the actual operation of the system to provide evidence that the required functions were accomplished under specific scenarios. The system may be instrumented and performance monitored.
4.2.2.1 Paragraphs 3.2.3, 3.2.4, and 3.2.5 will be assessed by the Government to evaluate effectiveness of the updates made to the ECM/ECU replacement functionality. User survey feedback during the User Evaluation will also be reviewed and assessed.
4.2.2.2 Paragraph 3.3 C/VIS will be assessed by the Government to evaluate effectiveness of the field of view and display. User survey feedback during the User Evaluation will also be reviewed and assessed.
4.2.2.3 Paragraph 3.4 Operators Cab will be assessed by the Government to evaluate effectiveness of the updates made to the cab and instrument panel. User survey feedback during the Equipment User Assessment will also be reviewed and assessed.
4.2.3 Inspection (I). Inspections shall be conducted by the Contractor as specified herein; or by the Government at a Government-designated test agency or by a Quality Assurance Representative (QAR) at the Contractor's facility utilizing sight, hearing, smell, or touch; simple physical manipulation; and mechanical and electrical gauging and measurement.
4.2.3.1 Paragraph 3.5 Exterior Panels will be inspected by the Government to verify the RTCH panels.
4.2.4 Test (T). Tests shall be conducted by the Contractor as specified herein; or by the Government at a Government-designated test agency applying scientific principles and procedures to determine the properties or functional capabilities of the system.
4.3 Responsibility for compliance
The absence of any verification method within this performance specification shall not relieve the Contractor of the responsibility for acceptance and compliance. Unless otherwise specified within the contract or performance specification, the Contractor is responsible for the execution of all inspections and certifications as stated in this performance specification. The Contractor is responsible for ensuring that components and materials are manufactured, inspected, and tested in accordance with referenced specifications and standards, as applicable. Failure to comply with any of the requirements shall be cause for rejection.
4.4 Conformance inspections/tests
A RTCH that has met all inspections, test, and certification requirements at the factory, shall be shipped to a Government site. The Government reserves the right to validate requirement conformance through independent analyses, inspections and/or testing. RTCH deficiencies found as a result of testing/inspection shall be a cause for rejection until the Contractor has provided evidence that corrective action has been taken to eliminate the deficiency. The Contractor, at no additional cost to the Government, shall correct such deficiencies on all RTCHs.
4.5 Contractor Certifications
The Contractor shall provide independent certification that the RTCH complies with all specific operating, operating environment, interface, ownership, and support requirements stated within this performance specification.
4.5.1 Paragraph 3.1 Operational Requirements will require Contractor certification verifying the RTCH functionality, as a result of the modifications, has not been degraded from the legacy system performance standards.
4.5.2 Paragraph 3.2 Engine Control Module/Engine Control Unit will be require Contractor certification verifying the RTCH functionality has not been degraded from the legacy system performance standards.

5 PACKAGING
5.1 The packaging requirements shall be as specified in the contract.
6. NOTES
6.1 Intended Use. The RTCH will facilitate Marine Air Ground Task Forces (MAGTF) operations requiring the capability to load, unload, and warehouse ISO containerized cargo and equipment from shipping, aircraft, and vehicles. The RTCH shall be capable of operating in all climates and capable of conducting beach, terminal, and MAGTF rear area operations. The RTCH will have the capability to operate effectively on both improved and unimproved surfaces with the rated load. The rated load shall be ISO 668 and ISO 1161 designated 1A, 1AA, 1AAA, 1AX, 1C, 1CC and 1CX containers with heights ranging from 4’3” to 9’6”, each loaded to a maximum gross weight of 53,000 pounds. Nominal load center shall be at the center of the container for the lateral and horizontal load centers with the vertical load center between 20 to 30 inches high as measured from the container floor. The RTCH shall meet the following performance requirements:
The RTCH shall withstand the usage encountered in military operations without damage, permanent deformation or failure of components. Military operations include handling and stacking of containers at the rated load, and the loading and unloading of containers from flatbed trailers and random rail cars (double stacked deep well and Container on Flatcar (COFC), first rail). Operations shall be on prepared surfaces and over rough terrain, including unprepared, un-stabilized surfaces such as beaches, snow, mud and cross country, where high flotation, high stability and increased traction and torque are needed.
6.2 Definitions.
Failure. A failure is the malfunction of any single component that will prevent the system from performing as specified in this document.
Government. Any reference to Government applies to the United States Government only.
Performance Objective. The performance objective value is that desired by the Government. The objective value represents an operationally meaningful increment of performance value.
Performance Threshold. The performance threshold value is the minimum acceptable value required by the Government.
“Provisions For”. “Provisions for” includes “SPACE PROVISION”, “WEIGHT PROVISION” and “POWER PROVISION”; and means that complete installation provisions, including all necessary supports brackets, wiring, tubing, connectors, interconnecting cables, fittings, etc. will be provided for securing the item or equipment in place, ready for operation, without further alterations or additional fabrication of parts. Associated fastenings such as nuts and bolts for the item or equipment are not included. The item or equipment, including its provisions, will be included in the weight empty, unless specifically stated to be mission load or special equipment.
Use of Should, May, Shall, and Will. “Should” and “May” are used whenever it is necessary to express non-mandatory but desirable provisions. “Shall” and “Will” are used whenever it is necessary to express mandatory provisions.
Analysis. Analysis is a study of data and is used to verify that an item or function meets specified requirements, or portions thereof. Analysis data may contain derived analytical data from mathematical expressions, and/or technical evaluation of existing data from related tests, observation or accepted source documents.
Demonstration. Demonstration is a variation of test used to verify performance without the use of elaborate equipment. Operation of a unit in or near its use-environment would be defined as a “demonstration” rather than a “test.” Demonstration involves operation, movement (including necessary adjustment) of the item in performing its design functions, under a specific set of conditions without recording of quantitative data. The item may be instrumented and qualitative performance may be monitored, but check sheets are used rather than the recording of performance data. Verification by demonstration may also be done by analysis data recorded during testing of the next higher assembly to prove that an item or function meets the specified requirements.
Inspection. Inspection is used to verify that an item or function meets its specified requirements or is suitable to perform its functions by visual inspection of engineering documentation and equipment for workmanship, assembly and fit, mechanical safety, marking, materials, parts, finish/surface treatments, etc. Inspection may also invoke verification of content and completeness. Inspection is non-destructive and consists of visual inspections or simple tests or measurements without the use of precision measurement equipment.
Test. Test is used to verify the operation of an item or function and the recording of quantitative data, which are compared to the specified performance parameters. The test process shall generate data, and these data are normally recorded by precision measurement equipment or procedures. Analysis is subsequently performed on the data derived from the testing.
