SECTION D Packaging and Marking

ROUGH TERRAIN CONTAINER HANDLER SLEP PROGRAM

Attachment 4 dated 3/4/2019

Scope This Section D describes the packaging and marking for the Rough Terrain Container Handler (RTCH) Service Life Extension Program (SLEP) program. The contractor is responsible for packaging and marking all RTCHs as delineated in this Section.

Applicable Documents The following documents form a part of this Section D to the extent specified herein. The most recent revision of the referenced document at the time of contract award shall be used unless otherwise specified.

Marking Barcode and Marking

Barcode Labeling of Individual Shipments. Barcoding on all containers shall be in accordance with MIL-STD-129.

Marking. In addition to normal marking requirements per MIL-STD-129, this contract requires barcoding of some additional data elements. Barcode the following data elements on each barcode label (or set of labels) produced per this statement of work:

a. NSN/NATO number

b. Contract number/Procurement Instrument Identification number (PIIN)

c. Commercial and Government Entity (CAGE)

d. Contract Line Item Number (CLIN)

e. Contractor Shipment Number

f. Serial Numbers

Military Standard Requisitioning & Issue Procedures (MILSTRIP). The MILSTRIP requisition number is the 15 digit code which comes from the delivery order being shipped against. It comprises the CAGE code (5-digit code) plus part number using all digits of the part number excluding spaces or dashes. The following data shall be included in a single concatenated barcode symbol:

a. Routing Identifier Code (RIC) (3 digit code)

b. Unit of Issue (U/I) (2 digit code)

c. Quantity of the item being shipped (6 digit code, leading zero filled)

d. Condition Code (fixed value of “A”)

Barcoding. In addition to the barcode requirements, the contract number will be printed on each barcode label. The contractor has the option to add a proprietary reference number or code to the label for internal routing or tracking. Such a reference number or code may conform to existing vendor format requirements for data identifier characters; check digits or embedded spaces, dashes, or other special characters. Such code must appear as the last barcode on the label, and comply with symbol separation requirements, and be clearly labeled with the text legend “Vendor Ref.” For guidance see MIL-STD-129.

Packaging Packaging. The Contractor shall be responsible for preservation and packaging of the deliverables under the terms of the Statement of Work. Packaging data shall be developed in accordance with MIL-STD-2073-1 and all appendices for the End Item and all repairable components assigned Source, Maintenance and Recoverability (SM&R) Codes PA, PB, PC, PD, PE and PG.

Preservation and Packaging (Marine Corps). Items scheduled for domestic or overseas shipment for immediate use shall be Preserved and Packaged (P&P’d) in accordance with the best commercial practices of ASTM D3951. Items scheduled for long-term storage, as identified by the Program Manager, shall be P&P’d in accordance with the level “A” requirements of MIL-STD-2073-1. Spare or repairable components not declared to be Electrostatic Sensitive Devices (ESD) shall be P&P’d in accordance with the best commercial practices of ASTM D3951. Items declared to be ESD shall be P&P’d in accordance with the Level “A” requirements of MIL-STD-2073-1, Appendix J, Table J.Ia., Specialized Preservation Code "GX” and shall be packed into a reusable fast-pack container. Hazardous materials (HAZMAT) shall be P&P’d in accordance with the requirements of Federal Regulation 49CFR and the FED-STD-313.

4.1.2 Shipping Requirements. The Contractor shall load, block, and brace hardware deliverables in accordance with the carrier’s requirement for the selected mode of transportation. The Marine Corps will provide the contractor with the shipping address(s) for delivery of the repaired equipment. The contractor shall be responsible for arranging for shipment to the pre-designated site(s)

Item Unique Identification. The Contractor shall implement specific Item Unique Identification (IUID) marking, as defined in MIL-STD-130 and Defense Federal Acquisition Regulation (DFAR) clause 252.211-7003. The IUID marking shall be incorporated into existing data plates when possible. Barcoding and the two-dimensional IUID data matrix shall be machine-readable with common optical scanning devices and be accompanied by the corresponding human readable markings when practical. All 2D data matrix shall be permanently affixed and have the ability to withstand and perform under austere environmental conditions.

Whenever practical, the location of the marking on the item shall ensure its readability during normal operational use. All spare parts, secondary repairable, and consumables that exceed $5,000 when purchased separately shall be marked prior to delivery to the Government with an IUID/data plate that allows scanning in an installed position. Parts, secondary repairable, and consumables that are valued below $5,000 may be marked at the discretion of the Program Office. The Contractor shall provide the Government with a complete list of all items to be marked with the IUID 45 days after contract award. The contractor shall implement specific IUID marking, as defined in MIL-STD-130.

The Contractor shall verify and validate the marking requirement as part of the final inspection prior to equipment delivery and enter the IUID information into the IUID Registry via Wide Area Workflow (WAWF)

End Item Data Plate. The contractor shall use the information below when developing the RTCH data plates. The End Item shall include a 2D matrix human and machine-readable markings and shall be no less than 1 cm wide and no less than 40% contrast. The minimum data plate information for the End Item is listed below:

Shipping Data Plate. The shipping data plate shall list the information below.

Shipping Data Plate:

a. Shipping Weight (pounds)

b. Gross Vehicle Weight (pounds)

c. Height (Inches)

d. Width (Inches)

e. Length (Inches)

Sub Assembly Data Plate Information. The contractor shall utilize Construct 2 to create the Unique Item Identifier (UII). The Sub-Assembly 2D matrix shall contain human and machine-readable markings and shall be no less than 1 cm wide and no less than 40% contrast. All applications must be permanently affixed, and shall be human and machine-readable when the necessary space is available. For Sub-Assembly items without a data plate, the contractor shall refer to MIL-STD-130 to develop best business practices for a display of the data elements below:

Sub-Assembly Data Plate:

a. National Stock Number (NSN)

b. Part Number

c. Serial Number

d. Manufacturer CAGE Code

e. 2-dimensional IUID data matrix

f. Unique Item Identifier (UII)

Identification and Markings Identification Plate. The RTCH shall each be clearly labeled with accurate identification information in accordance with MILSTD129 on a permanent metallic identification plate in accordance with MILSTD130.

Shipping Data Plate Information. The RTCH shall be clearly labeled with accurate shipping data information in accordance with MILSTD209 on a permanent metallic shipping data plate. Copy matter shall be photoengraved with a matte finish. Actual placement of the plate will be determined upon review of the RTCH design.

Service Data Sign. The RTCH shall be equipped with a permanent updated service data sign consisting of all routine maintenance intervals and activities in accordance with SAE J753.

Safety Signs. The RTCH shall be equipped with permanent updated safety signs identifying all safety hazards in accordance with ANSI Z535.3.

Registration Number Marking. The RTCH registration number shall be clearly and permanently marked on the left and right sides at the rear of the vehicle on the flat surface between the counterweight and the rear lights at a visible location in block style lettering 1 inch tall.

Lifting and Tiedown Provision Marking. The RTCH lifting and tiedown provisions shall be clearly and permanently labeled in accordance with MILSTD209 with block style lettering 1 inch tall.

Auxiliary Power Unit (NATO slave) Receptacle Marking. The RTCH auxiliary power unit receptacle connector (NATO slave) shall be clearly and permanently marked “SLAVE 24 VOLTS DC” in block style lettering 1 inch tall.
