Attachment 8 Industry Questions and Answers
Q1. RFP Section F - Deliveries or Performance. RTCHs are listed for pickup and delivery to OCONUS locations. Will the contractor only have to pickup and deliver to an East or West Coast US Port?
A1. Yes
Q2. RFP Section F - Deliveries or Performance. What is the status of the 125 machines listed as GFE as they become 117 SLEP RTCHs?
A2. Government will make determination upon initial inspection per SOW section 3.1.2 if a RTCH is not economical to repair, disposition will be provided by the Government.
Q3. RFP Section F - Deliveries or Performance. What will be the disposition instructions for the extra 8 machines, does the contractor take possession of them?
A3. See above answer A2.
Q4. SOW. 3.1.2.1 & 3.1.2.1.1. Reference paragraph SOW 3.1.2.1, “The contractor shall restore and conduct the corrective maintenance prescribed as follows on all RTCHs provided by the Government regardless of the assigned condition code.” In paragraph 3.1.2.1.1 “The Contractor shall notify the Government within 14 days of receipt of the RTCH, if any subsystems have major physical and functional degradation, which requires complete overhaul or is not economical to repair. This appears to be a conflict, does the Contractor have the ability to reject a RTCH for SLEP? What are the disposition instructions for RTCHs that are determined to be uneconomical for SLEP?
A4. See above answer A2.
Q5. SOW. 3.1.2.1.3 (l). Reference SOW 3.1.2.1.3 (l), states the contractor shall replace all wearable surfaces such as clutches/clutch packs and brake linings. If the wearable item is still within OEM specs with an expected lifespan of more than 10 years, must it be replaced? Does this requirement apply to all RTCH components, or just the driveline? For example, if the service brake wet disks are within OEM specs should they be replaced?
A5. Yes, the Contractor shall replace all wearable items. Yes, the requirement applies to all RTCH components. Yes, The service brake wet disks shall be replaced.
Q6. Reference SOW 3.1.2.1.3 (l), Does this requirement apply to all RTCH components, or just the driveline? For example, if the service brake wet disks are within OEM specs should they be replaced?
A6. See above answer A5.
Q7. PSPEC. Reference PSpec 4.5, “independent” certification is desired. Is that the Contractor self-certification or another third party?
A7. Contractor can provide certification.
Q8. RFP CLIN 0105. What are the SPK ship to destinations?
A8. Albany, GA, East and West Coast and East and West Coast port. Exhibit G will be updated.
Q9. SOW 3.1.2.1.3 (k). Reference SOW 3.1.2.1.3 (k), does “axle and drivetrain seals” mean external seals only or also include internal lubricated seals. For example, does this mean front and rear engine oil seals or all internal seals such as the engine valve guides or even the head gasket?
A9. Replace external drivetrain and axle seals unless additional issues are discovered during inspections as listed in SOW 3.1.2.1.1.
Q10. SOW 3.1.2.1.2 (d). Reference SOW 3.1.2.1.2 (d), states replace if not “defect free”. The preceding paragraphs a, b, and c, all offer a repair or replace option. This paragraph does not offer a repair option. Does that mean that all these items in paragraph d shall be replaced if they are not defect free?
A10. Yes
Q11. SOW 3.1.2.1.2 (d)Marine vehicles seem to be treated in the field with a corrosion resistant coating on the hydraulic fittings. Does it need to be removed during a SLEP or only if the fitting is replaced?
A11. Corrosion resistant coating shall be removed on the hydraulic fittings as required for the SLEP process.
Q12. RFP CLIN 0002. Reference CLIN 0002, RTCH SLEP Refurbishment (PQT Assets), what level of refurbishment is desired?
A12. Refer to SOW Section 1 and Section 3.10.4
Q13. SOW Section 5.1 Attachment -1 - Statement of Work, Section 5.1. Will source text and graphics files be provided as GFI for the current RTCH TMs (TM 11078A series) from which the USMC RTCH SLEP specific TMs will be created?
A13. The Government will provide electronic and paper RTCH TM files as GFI. SOW Section 5.1 Updated
Q14. CDRL E001 states the style and format shall remain as is in the current TMs. Can the USMC identify which version of MIL-STD-40051 the current TMs conform to?
A14. Current RTCH TMs are authored to MIL-STD 40051-2B. Exhibit E will be updated and SOW will be updated.
Q15. Attachment -1 - Statement of Work, Section 5.12. Is there a version of the XML DTD the USMC wishes vendors to utilize for this effort?
A15. See above answer A14
Q16. Attachment -1 - Statement of Work, Section 5.5. With PDTM required 90-120 DACA, with source data cutoff (Para 5.7) being 90 DACA, how will TM preparer’s be expected to have the final production configuration represented in the PDTM?
A16. SOW Section 5.5 is only for the Preliminary Draft Technical Manual.
Q17. Attachment -1 - Statement of Work, Section 5.15. Is there an expected duration for the TM Verification event? Will the validation and verification only review changes or be a complete review of the TM’s?
A17. Two weeks for verification and the vendor will do their own validation. Changes only will be reviewed.
Q18. Attachment -1 - Statement of Work, Section 6.1. Will the current LSA-036 report for the current RTCH be provided as GFI? Will a new provisioning database be required, or will SLEP changes be incorporated into the current database?
A18. Yes. The LSA-036 will be provided as GFI. SLEP changes will be added to the current database. SOW will be updated to reflect.
Q19. Attachment -1 - Statement of Work, Section 5.1, 2nd paragraph: All SMR codes and NSN numbers are to be updated to Marine Corps numbers. This will require significant effort in re-provisioning the entire RTCH system beyond the SLEP components. Please confirm this requirement is for only SLEP improvements.
A19. Yes, Requirement is only for SLEP improvements.
Q20. Section 3.4.3. Attachment -1 - Statement of Work, Section 3.4.3_Does the Corrosion Control Prevention Plan (CPCP) or instructions to apply the plan need to be included in the TM?
A20. No
Q21. SOW. Appendix A. Attachment -1 - Statement of Work, Appendix A _ Will the TM require restructure to meet the Marine Corps level of maintenance? Such as moving Work Packages from Organizational to Operations levels.
A21. No
Q22. As part of the changes do all reference/locator art need to be updated to show the latest configuration or only art that has specific callouts?
A22. Yes all reference/locator art shall be updated to show latest configuration.
Q23. Current RTCH TMs are authored to MIL-STD 40051-2B. Current USMC manuals are being authored in MIL-STD 40051-2C. RFP calls out authoring to MIL-DTL-28999C (MC). Please confirm which MIL-STD is to be followed for TM development.
A23. TM format Shall be in MIL-STD 40051-2B.
Q24. Can an updated VADS-E that functions properly with all new modules be supplied for TM development use? Is VADs part of this SLEP program as mentioned in SOW Table 1.0?
A24. No.
Q25. SOW. Section 6.1.4. Will an MRP list be required?
A25. No requirement for MRP listed in SOW Section 6.1.4
Q26. SOW Section 6. Is any sort of linking (item and quantity) required between MRPs in initial setup and the RPSTL/MRP list?
A26. See above answer A25
Q27. SOW. Section 5.13. Are tool kits, specialty tools, and calibrated items ok to list in initial setup or are individual tools called out (wrench, socket, etc., Army style)?
A27. Same style same format as current TMs.

Q29. Will 4th echelon maintenance tasks be required to be in their own chapter within the field maintenance manual or will a depot level (-40) TM be required?
