PERFORMANCE SPECIFICATION

FOR ROUGH TERRAIN CONTAINER HANDLER

Attachment 2, Dated 6/19/2019

1. SCOPE

This specification defines the performance requirements that shall be maintained of the Rough Terrain Container Handler (RTCH) in its current configuration and additional requirements that shall be obtained upon the completion of the Service Life Extension Program (SLEP) efforts.

The RTCH is a container handler with a 20-foot to 40 foot expandable top handler capable of handling International Organization for Standardization (ISO) family of 8 (eight) foot wide containers loaded to a gross weight of 53,000 pounds while operating on beaches and unimproved surfaces.

1.1 Refurbishment

The RTCH SLEP intends to refurbish and improve the RTCH to a like new condition through modification; inspection and component repair/replacement, followed by inspection and validation. The RTCH shall be returned back to the original condition and maintain performance requirements of Section 3.

1.2 Improvements/Modifications (3):

The RTCH shall incorporate the following improvements and modifications to meet the performance requirements of Paragraph 3.

a) Develop an Electrical Control Unit (ECU) that will maintain the same functionality as the legacy system.

b) Install a Camera/Visual Imaging System.

c) Install an updated operator’s cab interior.

2. APPLICABLE DOCUMENTS

2.1 General.

The documents listed in this section are specified in Sections 3, 4, and 5 of this Performance Specification. This section does not include documents that are referenced in other sections of this Performance Specification, recommended for additional information or examples.

While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in Sections 3, 4, and 5 of this Performance Specification, whether or not they are listed.

Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 Operational Requirements.

The Service Life Extension Program efforts shall not degrade the operational performance of the legacy RTCH. The RTCH shall remain the manufacturer's standard commercial product meeting all applicable U.S. Department of Transportation (DOT), Environmental Protection Agency (EPA) requirements for highway travel and be capable of traveling on rough terrain. The RTCH shall still follow normal industry practices for container handlers. The RTCH shall still conform to all standards listed in Section 2 of this Performance Specification, and the Purchase Description listed below and found in Appendix 1:

3.2 Electrical Control Module/Electrical Control Unit (ECM/ECU) The RTCH SLEP shall provide a ECM/ECU system capable of controlling the operation of the RTCH as not to degrade the performance of the legacy system as determined by the Purchase Description, dated 16 Sep 2008.

3.2.1 The ECM/ECU replacement shall provide, at minimum, the same functionality as the legacy ECU/ECM.

3.2.2 The ECM/ECU replacement shall have a service life of not less than 10 years.

3.2.3 The ECM/ECU replacement shall provide engine and transmission control that prevents accidental reverse shift while in forward motion.

3.2.4 The ECM/ECU replacement shall withstand vibrations that normally occur in the RTCH.

3.3 Camera/Video Imaging System

The RTCH SLEP shall be equipped with a Camera/Video Imaging System (C/VIS) that is operable in day and night conditions. The C/VIS will be used in the operator’s work position only for purposes of improving vehicle and corresponding environmental visibility when the RTCH is driven in reverse.

3.3.1 The Field of View shall be 110 to 120 degrees to provide adequate coverage of the defined scene.

3.3.2 The camera shall be color, provide at minimum a standard definition (480p resolution) image, and identify an obstruction at a minimum of 25 ft away in all lighting conditions.

3.3.3 The cameras and their mounting shall be rugged. The cameras, cables, and connectors shall be weatherproof or installed in weatherproof housing with transparent aperture to protect camera lenses, and positioned to avoid collection of dust, snow, ice, and other debris. The housing shall be easy to clean by the operator and maintenance personnel. The camera shall be positioned to avoid contact outside the original envelope of the RTCH.

3.3.4 The C/VIS shall be designed to withstand vibrations that normally occur in the RTCH.

3.3.5 The monitor shall provide a mirror (or reverse) real-time or near real-time visual image of the scene captured by the camera.

3.3.6 The monitor will not replace a mirror. It will supplement the mirror and should provide a comprehensive view of the desired scene with minimum distortion.

3.3.7 The monitor shall not encroach on the direct forward or side scenes of the operator’s work position. The monitor shall have a screen size of at least 7” diagonally.

3.4 Operator’s Cab

The RTCH SLEP operator’s cab interior upgrades shall still meet the Ownership and Support Requirements in Paragraph 3.6 of the Purchase Description, dated 16 Sep 2008.

3.5 Exterior Panels

Exterior panels shall be free of imperfections. Dents shall not be larger than 3” x 3” area. There shall be no holes or cracks present in the panels.

4. VERIFICATION.

4.1 General

The RTCH SLEP compliance with the requirements listed in Section 3 shall be verified using the methods established in Section 4. Refer to Table 1 for a summary of the verification method.

4.2 Methods of Verification

This performance specification will require verification if the SLEP efforts requires more than a corrective or preventative maintenance activity that alters the configuration of the legacy RTCH.

The manufacturer, prior to shipment of the RTCH, shall perform quality assurance inspections and provide appropriate certifications of compliance with the specification. Compliance with the requirements listed in Section 3 shall be verified using one of the methods listed below.

4.2.1 Analysis (A). Analyses shall be conducted by the Contractor as specified herein or the Government utilizing established technical or mathematical models or simulations, algorithms, charts, graphs, circuit diagrams, or other scientific principals and procedures.

4.2.2 Demonstration (D). Demonstrations shall be conducted by the Contractor as specified herein; or the Government at a Government-designated test agency involving the actual operation of the system to provide evidence that the required functions were accomplished under specific scenarios. The system may be instrumented and performance monitored.

4.2.2.1 Paragraphs 3.2.3, 3.2.4, and 3.2.5 will be assessed by the Government to evaluate effectiveness of the updates made to the ECM/ECU replacement functionality. User survey feedback during the User Evaluation will also be reviewed and assessed.

4.2.2.2 Paragraph 3.3 C/VIS will be assessed by the Government to evaluate effectiveness of the field of view and display. User survey feedback during the User Evaluation will also be reviewed and assessed.

4.2.2.3 Paragraph 3.4 Operators Cab will be assessed by the Government to evaluate effectiveness of the updates made to the cab and instrument panel. User survey feedback during the Equipment User Assessment will also be reviewed and assessed.

4.2.3 Inspection (I). Inspections shall be conducted by the Contractor as specified herein; or by the Government at a Government-designated test agency or by a Quality Assurance Representative (QAR) at the Contractor's facility utilizing sight, hearing, smell, or touch; simple physical manipulation; and mechanical and electrical gauging and measurement.

4.2.3.1 Paragraph 3.5 Exterior Panels will be inspected by the Government to verify the RTCH panels.

4.2.4 Test (T). Tests shall be conducted by the Contractor as specified herein; or by the Government at a Government-designated test agency applying scientific principles and procedures to determine the properties or functional capabilities of the system.

4.3 Responsibility for compliance

The absence of any verification method within this performance specification shall not relieve the Contractor of the responsibility for acceptance and compliance. Unless otherwise specified within the contract or performance specification, the Contractor is responsible for the execution of all inspections and certifications as stated in this performance specification. The Contractor is responsible for ensuring that components and materials are manufactured, inspected, and tested in accordance with referenced specifications and standards, as applicable. Failure to comply with any of the requirements shall be cause for rejection.

4.4 Conformance inspections/tests

A RTCH that has met all inspections, test, and certification requirements at the factory, shall be shipped to a Government site. The Government reserves the right to validate requirement conformance through independent analyses, inspections and/or testing. RTCH deficiencies found as a result of testing/inspection shall be a cause for rejection until the Contractor has provided evidence that corrective action has been taken to eliminate the deficiency. The Contractor, at no additional cost to the Government, shall correct such deficiencies on all RTCHs.

4.5 Contractor Certifications

The Contractor shall provide independent certification that the RTCH complies with all specific operating, operating environment, interface, ownership, and support requirements stated within this performance specification.

4.5.1 Paragraph 3.1 Operational Requirements will require Contractor certification verifying the RTCH functionality, as a result of the modifications, has not been degraded from the legacy system performance standards.

4.5.2 Paragraph 3.2 Engine Control Module/Engine Control Unit will be require Contractor certification verifying the RTCH functionality has not been degraded from the legacy system performance standards.

5 PACKAGING

5.1 The packaging requirements shall be as specified in the contract.

6. NOTES

6.1 Intended Use. The RTCH will facilitate Marine Air Ground Task Forces (MAGTF) operations requiring the capability to load, unload, and warehouse ISO containerized cargo and equipment from shipping, aircraft, and vehicles. The RTCH shall be capable of operating in all climates and capable of conducting beach, terminal, and MAGTF rear area operations. The RTCH will have the capability to operate effectively on both improved and unimproved surfaces with the rated load. The rated load shall be ISO 668 and ISO 1161 designated 1A, 1AA, 1AAA, 1AX, 1C, 1CC and 1CX containers with heights ranging from 4’3” to 9’6”, each loaded to a maximum gross weight of 53,000 pounds. Nominal load center shall be at the center of the container for the lateral and horizontal load centers with the vertical load center between 20 to 30 inches high as measured from the container floor. The RTCH shall meet the following performance requirements:

The RTCH shall withstand the usage encountered in military operations without damage, permanent deformation or failure of components. Military operations include handling and stacking of containers at the rated load, and the loading and unloading of containers from flatbed trailers and random rail cars (double stacked deep well and Container on Flatcar (COFC), first rail). Operations shall be on prepared surfaces and over rough terrain, including unprepared, un-stabilized surfaces such as beaches, snow, mud and cross country, where high flotation, high stability and increased traction and torque are needed.

6.2 Definitions.

Failure. A failure is the malfunction of any single component that will prevent the system from performing as specified in this document.

Government. Any reference to Government applies to the United States Government only.

Performance Objective. The performance objective value is that desired by the Government.

The objective value represents an operationally meaningful increment of performance value.

Performance Threshold. The performance threshold value is the minimum acceptable value required by the Government.

“Provisions For”. “Provisions for” includes “SPACE PROVISION”, “WEIGHT PROVISION” and “POWER PROVISION”; and means that complete installation provisions, including all necessary supports brackets, wiring, tubing, connectors, interconnecting cables, fittings, etc. will be provided for securing the item or equipment in place, ready for operation, without further alterations or additional fabrication of parts. Associated fastenings such as nuts and bolts for the item or equipment are not included. The item or equipment, including its provisions, will be included in the weight empty, unless specifically stated to be mission load or special equipment.

Use of Should, May, Shall, and Will. “Should” and “May” are used whenever it is necessary to express non-mandatory but desirable provisions. “Shall” and “Will” are used whenever it is necessary to express mandatory provisions.

Analysis. Analysis is a study of data and is used to verify that an item or function meets specified requirements, or portions thereof. Analysis data may contain derived analytical data from mathematical expressions, and/or technical evaluation of existing data from related tests, observation or accepted source documents.

Demonstration. Demonstration is a variation of test used to verify performance without the use of elaborate equipment. Operation of a unit in or near its use-environment would be defined as a “demonstration” rather than a “test.” Demonstration involves operation, movement (including necessary adjustment) of the item in performing its design functions, under a specific set of conditions without recording of quantitative data. The item may be instrumented and qualitative performance may be monitored, but check sheets are used rather than the recording of performance data. Verification by demonstration may also be done by analysis data recorded during testing of the next higher assembly to prove that an item or function meets the specified requirements.

Inspection. Inspection is used to verify that an item or function meets its specified requirements or is suitable to perform its functions by visual inspection of engineering documentation and equipment for workmanship, assembly and fit, mechanical safety, marking, materials, parts, finish/surface treatments, etc. Inspection may also invoke verification of content and completeness. Inspection is non-destructive and consists of visual inspections or simple tests or measurements without the use of precision measurement equipment.

Test. Test is used to verify the operation of an item or function and the recording of quantitative data, which are compared to the specified performance parameters. The test process shall generate data, and these data are normally recorded by precision measurement equipment or procedures. Analysis is subsequently performed on the data derived from the testing.

This specification is approved for use by the U.S. Army Tank-automotive and Armaments Command and is available for use by all Departments and Agencies of the Department of Defense.

1. SCOPE

1.1 Scope. This purchase description covers the requirements for a reach stacker type Truck, Container Handler, Rough Terrain (RTCH), with a 53,000 pound capacity hereafter referred to as “RTCH” or “truck”. The RTCH is a container handler with a 20-foot to 40-foot expandable top handler capable of handling International Organization for Standardization (ISO) family of 8-foot wide containers loaded to a gross weight (6.5.2) of 53,000 pounds, hereafter referred to as “rated load” (6.5.1), while operating on beaches and unimproved surfaces.

2.4 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 First Article Test (FAT). When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.1.3.

3.1.1 Standards and practices. All referenced SAE documents shall be treated as contractual requirements regardless of whether they are “recommended practices” or “standards”.

3.2 Materials.

3.2.1 Recycled, recovered or environmentally preferable materials. Recycled, recovered or environmentally preferable materials shall be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. Used, rebuilt or remanufactured components, pieces and parts shall not be incorporated into the RTCH.

3.2.2 Dissimilar metals. Dissimilar metals shall not be used in intimate contact with each other unless protected against galvanic corrosion.

3.2.3 Fungus resistance products. Electrical wiring and plastic materials shall meet the requirements of ASTM G21.

3.3 Operating requirements. The RTCH shall be a container handling truck capable of operating on unimproved surfaces with the rated load. The rated load shall be ISO 668 and ISO 1161 designated 1A, 1AA, 1AAA, 1AX, 1C, 1CC and 1CX containers with heights ranging from 4 feet (ft) 3 inches (in) to 9 ft 6 in, each loaded to a maximum gross weight (6.5.2) of 53,000 pounds. Nominal load center shall be at the center of the container for the lateral and horizontal load centers with the vertical load center between 20 to 30 inches high as measured from the container floor. The RTCH shall meet the following performance requirements:

3.3.1 Operating conditions. The RTCH shall withstand the usage encountered in military operations without damage, permanent deformation or failure of components. Military operations include handling and stacking of containers at the rated load, and the loading and unloading of containers from flatbed trailers and random rail cars (double stacked deep well and Container on Flatcar (COFC), first rail). Operations shall be on prepared surfaces and over rough terrain, including unprepared, unstablized surfaces such as beaches, snow, mud and cross country, where high flotation, high stability and increased traction and torque are needed.

3.3.2 Stability.

3.3.2.1 Static stability. All wheels of the RTCH, on a hard level surface, shall remain in contact with the ground when fueled to not more than one-quarter capacity, steering straight ahead and under the following conditions:

a. 1.6 times the rated load is suspended from the tophandler, using a 20- or a 40-foot container, in the load carry position.

b. Rated load with 16 inches of reach at maximum height.

c. The RTCH in the forklift configuration loaded with 1.6 times 44,000 pounds at 48-inch load center, measured from face of the forks, in the load carry position.

3.3.2.2 Full circle turn dynamic stability. The RTCH shall negotiate a 15% side slope with and without rated load at maximum side shift position and oscillation centered in full circle operation at maximum steer angles in both the left and right directions. All wheels shall remain in contact with the ground.

3.3.2.3 Longitudinal dynamic stability. The RTCH, while descending a 27% grade at not less than 2 mi/h and not more than 4 mi/h in the forward direction, with rated load in the carry position (see 6.5.4), shall be capable of stopping by applying the service brakes within 30 feet without the rear wheels leaving the ground.

3.3.3 Longitudinal gradeability. The RTCH, with the air conditioning (A/C) system operating, shall be capable of ascending a 27% grade in forward gear range at a speed of not less than 2 mi/h with and without rated load in carry position. The truck shall be capable of descending a 27% grade under complete control of the operator, forward and reverse with rated load.

3.3.4 Travel speed. The RTCH shall have a minimum forward travel speed of 22.8 mi/h and a reverse travel speed of 16 mi/h on hard, level, improved surfaces without rated load. The RTCH shall be capable of a minimum travel speed of 15 mi/h with rated load in the carry-transport position, and in the direction designated as the safe travel direction with rated load.

Travel speed requirements shall be met with the A/C system operating.

3.3.5 Brakes. Brakes shall meet the requirements of ISO 3450 for service, secondary and parking brakes. Service and parking brakes shall be provided and shall be independently

Purchase Description for Container Handler; Rough Terrain; 53,000 Pound Capacity; at 48 Inch Load Center actuated systems. Service and secondary brakes shall have separate circuits for front and rear.

The service brakes shall stop and hold the truck with rated load ascending and descending, on a course with a grade of 27% in lieu of the 25% called for by ISO 3450. The parking brake shall hold the truck with rated load on a 27% grade in both ascending and descending attitude for not less than 1 minute. The parking brake shall be hand or foot operated and shall remain engaged until disengaged by the operator. An illuminated visual display shall be provided to alert the operator when the parking brake is applied.

3.3.5.1 Emergency brakes. The emergency braking system shall provide for not less than six “dead engine” stops with the rated load while descending a 27% grade and shall be in accordance with ISO 3450 “Secondary Brake System”. Means shall be provided to release the brakes for towing.

3.3.6 Fording. The truck shall be capable of operation without degradation of functions in seawater to a depth of 60 inches including waves without the need to install kit(s). Truck components shall be protected from damage, malfunction and corrosion due to immersion, spray, and splash followed by outdoor storage not less than 14 days.

3.3.7 Steering. The RTCH steering system shall have 2-wheel, 4-wheel, and crab steering. The steering system shall provide control of the RTCH while traveling at any speed up to the maximum attainable travel speed and shall meet the requirements of ISO 5010 in addition to special requirements called for by this purchase description. The RTCH shall operate without loss of operator control during all testing. The steering system shall be controlled by a single steering wheel. The steering wheel shall not require more than 15 pounds pull at the rim in either direction when the unloaded truck is stationary on a smooth, dry concrete surface at low idle speed. The steer wheels shall be capable of being turned from extreme right to extreme left or vice versa in not more than 6 complete turns of the steering wheel at low idle speed.

3.3.7.1 Emergency steering. Emergency steering conforming to ISO 5010 shall be provided for retaining steering control in the event of engine or steering power source failure.

3.3.8 Vehicle flotation. The RTCH shall have a Flotation Index (FI) of not more than 35 with load in carry position and without rated load.

3.3.9 Approach and departure angles. The RTCH shall have a minimum approach angle and a minimum departure angle of 20 degrees.

3.3.9.1 Breakover angle. The RTCH shall have a minimum breakover angle of 15.1 degrees, as defined by SAE J689.

3.3.10 Ground clearance. The underclearance beneath the truck shall be not less than 18 inches with load in carry position and without rated load. Hydraulic fittings, hoses, tubing, linkages and electrical components and wiring shall not be the lowest point of the truck.

3.3.11 Curb clearance circle. The curb clearance circle, with rated load in a 20-foot container in the carry position shall not be greater than 70 feet (diameter) for both the forward and reverse directions, measured in accordance with SAE J695.

3.3.12 Lifting speed. The lifting speed shall be a minimum of 40 feet per minute over the entire range from fully lowered position to maximum lift height with rated load. The lifting speed can be less than 40 feet per minute, over a portion of the lifting range, when required for safe operation.

3.3.13 Lowering speed. The lowering speed with rated load shall not exceed 80 feet per minute over the entire distance from maximum lift height to lowest level with lowering control valve in wide open position. The lowering speed shall be a minimum 50 feet per minute when lowering unloaded tophandler or forks averaged over the entire distance from maximum lift height to lowest level.

3.3.14 Lift height and low engagement height. The RTCH shall be capable of stacking containers with heights from 8 ft to 9 ft 6 in a minimum three (3) high and stack containers with heights of 4 ft 3 in a minimum seven (7) high. The truck shall be capable of engaging containers, including 4 ft 3 in containers, when the bottom of the container is 12 inches below the horizontal ground plane (6.5.3). The engagement and lifting of the 4 ft 3 in containers shall use the same tophandler as 8 ft to 9 ft 6 in containers and shall not require any special kits or additional parts to be installed. The lifting height shall also be sufficient to allow the unstacking of one 9 ft 6 in and one 8 ft 6 in container stacked in a deep well rail cars (see figure 2).

3.3.15 Tilt. The RTCH shall be capable of engaging a container, with the tophandler, when the container is tilted 8 degrees away from the truck or 12 degrees toward the truck from minimum engagement height to maximum engagement height. The angle shall be measured from vertical. The RTCH shall be capable of engaging/lifting and placing/disengaging containers meeting the above tilt conditions when the container is being placed on or lifted from a trailer chassis with non-retracting twistlocks or the ground. Containers shall be maintainable in a horizontal level position when traveling.

3.3.16 Sideshift. The truck shall have a minimum sideshifting capability of 12 inches each side of center with rated load. When positioned on a 15% side slope, the truck shall be capable of sideshifting rated load uphill parallel to the side slope.

3.3.17 Oscillation. The tophandler shall be capable of oscillating a minimum of 7 degrees in either direction from horizontal. The truck shall be capable of engaging and disengaging containers at rated load when the container is tilted at 7 degrees as measured from the horizontal.

3.3.18 Slew. The RTCH shall be capable of engaging and lifting the rated load in 20-foot or 40-foot containers when the container is at an angle of 3.5 degrees minimum from the plane parallel with the front of the truck.

3.3.19 Reach.

3.3.19.1 Double stack railcar. The RTCH shall be capable of stacking and unstacking first and second tier containers at rated load, individually, from random double stack rail car.

The stacking and unstacking of containers to/from the rail car requires that the RTCH not contact the rail car when the face of the container is 16 inches from the outside edge of the railcar, which has a height of 70 inches (see figure 2). The mission requires that any individual rail car must be unstacked at any given time without regard to placement in the line of cars. The double stack rail cars are coupled together in a continuous line; decoupling or movement of rail cars is not allowed.
