1 Program Description The Plate Carrier Gen III (PC Gen III) is a body armor system and will be a lifecycle replacement and system modernization for the legacy Plate Carrier (PC), which is the current Body Armor Program of Record for the USMC. The PC Gen III provides the same level of direct fire protection when worn with hard armor inserts and provides the same area of coverage and increased ballistic performance for soft armor as compared to the legacy system. It provides increased mobility, improved fit, lighter weight, and additional modularity to support various mission sets. The PC Gen III includes a low profile vest and an integrated load bearing panel to support Reconnaissance, Military Police (MPs), and Vehicle Crewman Military Occupational Specialties (MOS) at a 25% weight reduction compared to the legacy PC.
The PC program requirements are the source requirements for the PC Gen III and are documented in the Family of Body Armor Operational Requirements Document (FBA ORD), Change 8 dated 27 March 2012 and the Statement of Need (SON), dated 25 November 2008.
The original Statement of Need noted the success of the Enhanced Small Arms Protective Inserts (ESAPIs) and sought to build upon those capabilities and relevant lessons learned. The SON was updated with Change 1 in February 2009, Change 2 in July 2009, and Change 3 in 2011. Change 1 made several attribute changes to remove the integration of additional components. Change 2 increased the acquisition objective to 108,000 and Change 3 updated the attribute to allow for the soft armor to be removable. In 2016, CD&I released the Fit Attribute Policy expanding the fit attribute to the 2nd percentile female Marine to the 98th percentile male Marine and the Mobility Attribute Policy, which emphasizes the importance of continuously improving mobility across combat equipment. The PC Gen III requirements are based on the legacy PC SON, FBA ORD, and on the new Fit and Mobility Attribute Policies. Funding was provided to procure an inventory objective of 65,469 through a POM19 initiative. CD&I provided this quantity as an inventory objective for fielding to infantry and infantry-like Marines. The goal of this procurement is to obtain the full inventory objective to support the target user communities.
The PC Gen III was designated as an Abbreviated Acquisition Program (AAP) on 22 December 2017 with Program Decision Authority (PDA) delegated to Portfolio Manager Ground Combat Element Systems (PfM GCES), and with Program Manager Infantry Combat Equipment (PM ICE) as the responsible PM. The PC Gen III program consists of the procurement of 65,469 systems. The PC Gen III will replace the legacy PC through attrition and become the PC for the Marine Corps. The inventory objective represents roughly 1/3 of the established AAO (211,982). On 18 December 2017, CDD reduced the maximum authorized PC Gen III procurement of the full AAO of 211,982 by 16.1% to account for personnel in a Patients, Prisoners, Training, and Transients (P2T2) status leading to a maximum procurement total of 177,853 plus an adequate quantity to account for tariff sizing.
With 10% for tariff, the maximum procurement quantity is 195,638. After the initial procurement, the PC Gen III will be provided to DLA for sustainment.
1.1 Configuration Control Authority
The Program Manager (PM) Infantry Combat Equipment (ICE) is the Configuration Control Authority for the PC Gen III, and will manage all configuration changes per the Program
Manager (PM) Infantry Weapons Systems (IWS) Configuration Management Plan dated 01 October 2014.
1.2 Configuration Items (CIs)
The top level component assemblies of the PC Gen III are shown in Figure 1-1 below. Following contract award, the Contractor will provide a full list of Configuration Items (CI), and the Contractor and the Government will mutually determine which CIs will be managed by the Government, and which CIs will be managed by the contractor. Upon identification of the CIs, this document will be updated to include a complete list that will also be published in an SL-3.

4 Baselines
4.1 Functional Baseline
The functional baseline for the PC Gen III is established and consists of the Detailed Specification (DTL-17001A0029) along with all of the associated documents, drawings and publications listed therein. The functional baseline is approved by the PM ICE and maintained by the PC Gen III Engineer.
4.2 Allocated Baseline
An allocated baseline has not been established for the PC Gen III.
4.3 Product Baseline
The product baseline for the PC Gen III will be established upon completion of a Physical Configuration Audit (PCA). At a minimum, the product baseline will consist of the PCA Summary Report, the PC Gen III Detail Specification, all product drawings/patterns, a bill of materials, a process flow chart, and a control plan. The product baseline will be approved by the PM ICE and maintained by the Contractor. Upon identification of the product baseline / Procurement Authority, this document will be updated to include a complete list.

5 Configuration Status Accounting Database The Marine Corps Configuration Status Accounting Database for the PC Gen III will be hosted on a SharePoint site within the Marine Corps Enterprise Information Technology Services (https://mcscviper.usmc.mil/iws/pdm1/pg16pmice/default.aspx). This site will be the repository for all of the Marine Corps relevant configuration documentation listed in section 4, as well as any future Engineering Change Proposal (ECP) documentation.
As the configuration owner, PM ICE maintains a repository for all PC Gen III technical data.
6 Interface Controls The PC Gen III must be compatible with all items that Marines are likely to use for combat operations. These items include weapon systems and essential combat equipment. Section 3 of the PC Gen III Detail Specification elaborates and delineates all required interface controls and compatibility requirements. The main interfaces being tracked are the following:
• Hard Armor Inserts: Enhanced Small Arms Protective Inserts (ESAPIs)
• Load Bearing Equipment:
o Pouches via the Pouch Attachment Ladder System Interface o USMC Pack System
• Cold Weather Gear
• Chemical, Biological, Radiological, Nuclear Equipment CBRNE)
7 ECP Approval Delegation As the configuration owner, PM ICE hosts a CCB as part of their Systems Engineering (SE) Integrated Product Team (IPT). The PM ICE is the CCB chair and has participation from all the functional areas. PM ICE, as the USMC PC Gen III configuration manager, decides whether or not to implement CCB approved changes to the Marine Corps purchased PC Gen III per the PM IWS CM Plan. Approval/disapproval of all ECPs (both Class I and II) and Requests for Variance (Critical, Major, and/or Minor) to Marine Corps purchased PC Gen IIIs has been delegated to the Program Manager per this Configuration Management Plan Annex.
8 Deviations No deviations from this Annex or the PM ICE Configuration Management Plan, dated 1 Oct 2014, are authorized.
