Q&A III M67854-18-R-1309 Amendment 0004 PC Gen III (Carrier)
1. Section C paragraph 3.2.1 states Government Furnished Product (GFP) will be provide for CLINs 0002-0009 and CLINs 0066-0073 for the purposes of integration. While I have been able to locate CLIN 0133 for the integration of CLINs 0002-0009. I have not been able to locate a CLIN for the integration of CLINs 0066-0073. Can you please clarify how we should price out the integrations of CLINs 0066-0073? Each CLIN 0066 through 0073 has integration as part of the deliverable, just as CLINs 0002 through 0009.
CLIN 0135, Integration, has been added to the solicitation. CLIN 00135 is for the integration of the Soft Armor (GFP) into the carrier to create a full system (CLINs 0066 thru 0073).
2. I read the Amendment 0003 about the sizing and I didn’t see any questions asking about the Special sizes (Small-Short for the vest and X-Small Short, Small-Short and Small-Long for the ballistics). Would the Government be willing to omit these special sizes that do not have patterns for the Source Selection Samples, or provide one last extension if we have to build the pattern ourselves? I’m sorry for the additional questions. We just started cutting all the sizes and noticed these sizes are not in the pattern files.
Source Selection Samples shall be submitted in accordance with the sizing stated in Section L.3.2.1.1. The XS-S, SM-S, and SM-L sizes are accessed through a combination of Size Code and Alteration file that are included in the zip file of the Patterns.
3. The instruction labels are required on the rear and front outer and inner vest. The label size is
4.5” x 7.75”, we don’t have a problem with the outer vest but we do have a problem with the inner vest. The area on the inside face of the rear and front inner vest is not enough to fit a label this size. Where should we sew the instruction label on the Inner Vest? Can the instruction label be only on the Outer Vest?
Instruction labels are only required on the outer carriers in accordance with paragraph 3.8.6(a) of the PC Gen III Detail Specification.
4. The laser cut slits are not quite uniform in length (e.g. some are 1.1990 or 1.1980, etc.) or spacing (e.g. some are spaced 1.5580 or 1.4990, etc.) on the patterns. For ease of manufacturing, can a uniform spacing and length be used?
A uniform slit length of 1.125” and a uniform horizontal spacing between slits of 0.375” may be used for source selection samples. The exact slit length measurement and exact split spacing measurement will not be evaluated as part of the source selection evaluation. Source selection samples will still be evaluated in accordance with Section M.2.1.1 of Section M.
Patterns will be updated to reflect uniform slit length and spacing for Contract Award.
