Question NumberDocument and SectionParagraphQuestion/Issue/ConcernAnswers
1Specification3.2.1.2 Target Acquisition RangesBecause the new NV-IPM tool is specified, we assume that the implementation of the “Apparent Target Angle” and “Luminance Dependent Noise Scaling” corrections are desirable features of the new model. We note that the Identification V50 (and target size and contrast) listed in the Draft Specification are somewhat more representative of older 2009 and earlier NVThermIP models (or NV-IPM when run in “Legacy Mode”). Is it your intent to adjust the task descriptors to be more in line with the task difficulty fits of the NV-IPM calculation methodology? If so, what values do you plan to include in the next version of the Specification? For example, the NV-IPM help suggests that Tracked Vehicle ID is represented with a V50=13, dimension = 3.1m, and dT=4°C.The task descriptors are called out in parargraph 3.2.1.2.1 for the thermal sight and 3.2.1.2.2 for the color day camera. The final performance specification in paragraph 3.2.1.2.1 calls out the scene contrast temperature of 5.5 degrees celsius, a jitter level of zero and a viewing range from the display has been provided. There are no changes to the other task descriptors. The final performance specification in paragraph 3.2.1.2.2 calls a jitter level of zero and a viewing range from the display has been provided. There are no changes to the other task decriptors. When using the NV IPM version 1.1 tool, the offeror shall go into the "legacy mode" and model the thermal sight using NV Therm IP 2006/2009 and model the the color day camera using SSCAMIP 2006/2009.
2Section FTable 1Request for Proposal, Section F Deliveries or Performance

Page 41, Table 1 Please confirm there is no overlap in Performance years.

The Government intends to exercise CLINs 0002 through 0015 at the same time after the completion of 0001. There may be an overlap for the production CLINs as per Section F.
3Section HH-6 Exercise of OptionsRequest for Proposal H-6, "Exercise Of Options"

Paragraph 1, Table 1

Please confirm that the program runs though Calendar Year 2024, with no overlap in Performance YearsAs called out in Section H-2, the intent of the program is to procure all deliverables within 60 months from the date of contract award. The time period to exercise an option is called out in Section H-6.
4RFPAmendmentsPlease clarify the amendment numbering for the RFP since they do not match between FEDBIZOPPS and the actual documents that have been uploaded.Because a DRAFT RFP was released in FEDBIZOPPS, that system considered the release of the FINAL RFP as Amendment 0001, therefore, each subsequent Amendment will be off by one (1) number between FEDBIZOPPS and the official Amendment number in Block 2 of each SF-30, "Amendment or Solicitation/Modification of Contract." To clarify further, FEDBIZOPPS' Amendment 0002 is officially Amendment 0001 to the RFP, which updated Sections B and J of the RFP. FEDBIZOPPS' Amendment 0003 is officially Amendment 0002 to the RFP, which extended the closing date of the RFP and corrected the incorrect amendment number reflected in Block 14 in Amendment 0001 to the RFP.
5SOW3.7.2FAT is required whenever there is a lapse in production in excess of 180 days. Per section H.6 Exercise of Options schedule, the program will require a FAT to be priced for every performance year - is this the Government’s intent? No, the Government's intent is to have no lapse in production. The Government's intent would be for the contractor to stretch out the delivery schedule for each production year so that there would not be a lapse in production in excess of 180 days. The offeror shall price the production year options as deemed necessary.
6SOW3.8.2Does the Government intend to have the Supportability Demonstration conducted at a Government facility on a vehicle? AP Hill? No, the Government intends to have the Supportability Demonstration conducted at the contractor facility. The Supportability Demonstration at the contractor facility will be conducted off vehicle. For vehicle level Line Replaceable Unit (LRU) removal and replacement, the Government will verify this during First Article Testing at Government facility (Ft AP Hill or Aberdeen Proving Ground).
7SOW3.8.3What op tempo should be used to determine spares requirements? An op tempo of 250 hours per year should be used for determining spares requirements.
8SOW3.8.3The ability to meet 48 hour turn-around time requires availability of spares and repair parts. When CLS is awarded, there is a lag between award and when spares and repair parts are available to allow achievement of the turn time requirement. Is it the government's intent to stock some of the IIP spares at the contractor? No, it is not the intent of the Government to stock some of the IIP spares at the contractor's facility. The offeror is responsible to stock the necessary spares that they determine are required to meet the 48 hour turn around time. However, Section H has been revised to change the period in which the CLS Option CLINs (0028 and 0032) may be exercised.
9RFPCLINs 2AA and 2ABThe due date for 2AB is tied to the completion of 2AA. Is it correct to assume they will be ordered concurrently?Yes, it is correct to assume that they will be executed concurrently.
10Performance Specification3.2.1.8.1.1/3.2.1.8.1.2Only a maximum excursion is specified, no minimum. Should these requirements be MINIMUM requirements? Or should there be a minimum excursion specified in addition to the maximum? Or should it be specified as a value with tolerance- e.g. the excursion shall be 12.0+/-3.0 milliradians in each direction (left, right, up and down)? The requirement should read; "The excursion of this mechanical boresight (coarse adjustment) shall have a range from 0 to +/- 18.0 to 21.0 milliradians in each direction (left, right, up and down). The performance specification has been revised.
11Performance Specification2.2.1MIL-HDBK-781 is called out as a referenced document however there is no reference to it in the body of the specification. Is the intent that it be used to verify reliability per paragraph 4.8 and should it be referred to there? The intent is MIL HDBK 781 to be for guidance in developing the testing to demonstrate the reliability requirement. MIL HDBK 781 should be referenced in paragraph 4.8. The performance specification has been revised.
12Performance Specification3.2.1.8.3The boresight retention specification in 3.8.1.8.3 is very similar with the boresight retention specifications in 3.2.2.1.3.3, 3.2.2.1.3.4, 3.2.3.5.3, and 3.2.3.5.4. Is the intent of having both requirements with different retention values intended?Yes, it is intended to have different retention values.
13Performance Specification3.2.1.9.1The video source options may need to include the FEP sight video and axillary. No, the AIDATS system will not overlay any symbology over the FEP sight video and auxiliary. The AIDATS shall display the FEP sight video and auxiliary as received.
14Performance Specification3.2.2.1.3.1The specifications for image alignment (i.e. roll along the line of sight referenced to the TSM and DSM mounting interface) could be limited to one spec value since the fields of view of the sensor are accurately rectilinear.Noted, the requirements for the horizontal FOV and vertical FOV shall be met. If your sensors are rectilinear, and they meet the requirement for the horizontal FOV, then they would meet the requirement for the vertical FOV.
15Performance Specification3.6.6.The cleaning spray requirement refers to the system mounted in an appropriate enclosure. We assume the intent that the cleaning spray be applied to the LRUs while in their installed vehicle positions. Is that correct?Yes, it is correct to assume that the intent of the cleaning spray test is based on the configuration of the LRU while it is installed in the vehicle postion.
16Performance Specification3.6.6/4.6.6The requirement for cleaning spray in 3.6.6 does not include steam jet cleaning however the verification method described in 4.6.6 include both water jet cleaning and steam cleaning. Is the intent for all components to withstand the steam cleaning and should that be added to paragraph 3.6.6No, it is not the intent for the components to withstand steam cleaning. Paragraph 3.6.6 calls out water jet and that is all the system has to meet.
17Performance SpecificationEntire DocumentCan the Government provide CAD Models for the Stabilized Commander’s Weapon Station (SCWS)?No, the Government does not have the CAD models for the SCWS.
18SOW3.1.3.1 Program Master ScheduleWhat is the event which will trigger the LRIP/FAT and Full Rate Production Year 1 option executions?A successful Milestone C will trigger LRIP/FAT option exercise (CLINs 0002 through 0015). Milestone C is based on successfully completing EMD. A successful Full Rate Decision will trigger a full rate production year 1 option execution. The Full Rate Decision will be based on successfully completing LRIP/FAT.
19SOW3.7 First Article Test and 3.7.1 Qualification TestingFor Qual Testing, is the intent to conduct vehicle level integration or testing prior to the LRIP/FAT option execution? 41Performance Specification for the M1A1 Abrams Integrated Display and Targeting System, 25 November 2013. Section 33.2.1.2.2 Day Camera Target Acquisition RangesAssumption is that the color day camera is intended to be a bayer encoded detector or other equivalent means to provide color differentiation in the image versus a monochrome camera sensitive to the entire visible color band. If this assumption is correct, there is not native support for color camera range prediction in the NV-IPM tools to our knowledge. Suggestion would be to report Range for each independent color band of the camera (Red, Green and Blue or similar). Reported range numbers will not correlate to field trials but would serve to compare various systems. The AIDATS requires a color day camera that meets all the requirements of the specification. When modeling the color day camera using the NV IPM version 1.1 tool, the offeror shall go into the "legacy mode" and model the color day camera using SSCAMIP 2006/2009. The color day camera shall be modeled using an equivalent monochrome camera. The equivalent monochrome camera is defined as having the same average signal to noise per pixel and the average resolution per pixel of the luminance channel.

56RFP3.7.2 First Article TestIf an additional FAT is required under 3.7.2 of the SOW, does that FAT require test of 10 units like the initial FAT? Would those units be included in or additional to the procurement option driving the FAT? Would all FAT units under this additional FAT section be subject to the refurbishment requirements of 3.7.2.1?No more additional units than the same number of units required for the original FAT test will be required at contractor expense for a subsequent FAT test. The number of units required for any subsequent FAT tests may be reduced only if agreed to, in writing, by the Government. The Government would consider the reasons which triggered the need for a subsequent FAT test and any other consideration of value offered by the contractor when deciding whether to reduce the number of units required for subsequent FAT tests in response to a contractor request made during contract performance.

There are several conditions referenced in 3.7.2 that may require an additional FAT. As stated in paragraph d "When conditions of (a), (b) or (c) occur, the contractor shall notify the contracting officer so that a determination can be made concerning the need for an additional first article sample, or portion thereof, and instruction provided concerning the submission, inspection and notification of results. Costs of the first article testing resulting from production process change, change in place of performance or material substitution shall be borne by the contractor." The Additional FAT may or may not be required in the procurement production options depending on the reason for the change.

No, the requirements of paragraph 3.7.2.1 only apply to the initial 10 FAT units that the Government is procuring under CLIN 0002AA. The SOW has been revised.

CLINs 16-18 CLINs 25-27 CLINs 29-31

The RFP does not specify that a condition for order of PY2 is for PY1 to be executed. In the event that a PY (i.e. PY1) is not executed, the option exercise period for the remaining PY's in section H-6 becomes undefined. Please clarify. The Government intends to exercise all three (3) Production Years. Each subsequent Production Year will be exercised after the completion of the previous Production Year (i.e. PY2 will be exercised after completion of PY1). Based on its funding profile, the Government does not anticipate any breaks in production. Further, as stated in Q&A #174 from the DRAFT RFP Q&As, "The Government intends to procure approximately 100-150 units per Fiscal Year (FY16-FY18) but no more than 400 production units over the life of the contract. If additional funding becomes available, additional units may be procured in any FY, whereas, if funding is cut, less units may be procured. Quantities to be procured will also be dependent on unit prices."
75RFPH-7 and SOW paragraph 3.2.5 and 3.5.2The clause states that the Contractor agrees to provide the Government with no less than Government Purpose Rights in all technical data, software and related materials required to be delivered under A00C and B00J. It further states in the same paragraph “In addition, if the Government exercises its rights to deferred ordering of additional technical data, software and/or related documentation, under provision H-8 or DFARS clause 525.227-7027 which is not already covered by an existing CDRL, the contractor also agrees to provide the Government with no less that Government purpose rights in such deliverables for all technical data, software and related documentation obtained through deferred ordering with the exception of “detailed process or manufacturing data.”” Does this mean that in the event the Government exercises its rights to deferred ordering that other deliverables under this Contract shall be delivered with no less than Government Purpose Rights besides those specified in 3.2.5, 3.5.2 and A00C and B00J? Please clarify. The deferred ordering clause, DFARS 252.227-7027, will permit the Government to order materials which are "In addition to technical data or computer software specified elsewhere in this contract to be delivered", so the potential materials subject to ordering go beyond those specified deliverables identified in your question. Yes, the operation of clause H-7 affects items subject to deferred ordering, and the Government seeks to obtain no less than "Government Purpose Rights" in all items delivered as a result of deferred ordering with the exception of "detailed process or manufacturing data". The DFARS 252.227-7027, H-7 and H-8 clauses are included in the solicitation because the Government intends to procure the necessary technical data and/or software and associated intellectual property rights (Government Purpose Rights) in those items to make it feasible for the Government to utilize support contractors to meet future requirements for life cycle sustainment and maintenance of the AIDATS units in a manner compatible with the other system components which AIDATS must be integrated with. Although the Government has undertaken its best efforts to specify all technical data and software items needed to accomplish this purpose, until AIDATS units and the pertinent CDRLs are delivered, and the Government has some "hands-on" experience with the AIDATS units, we can not be completely certain that 100% of all necessary technical data, software, and software related documentation have been both identified and fully defined in the solicitation to satisfy all future life cycle sustainment and maintenance requirements. The DFARS 252.227-7027, H-7, and H-8 clauses are included to protect against this uncertainty. Note that deferred ordering only applies to data which "has been generated in the performance of the contract or any subcontract thereunder".
